Albania American Center for International Labor Solidarity $24,560 To conduct two three-day seminars for trade union leaders on the civic responsibilities of unions. The seminars will incorporate aspects of basic union education, including the structure and role of unions in society, communication techniques, and union services. Institute for Democracy and Mediation $75,000* To continue support for a program aimed at building trust between citizens and law enforcement officials by establishing independent committees to serve as fora where citizens and police can work to solve law enforcement problems. The Institute will also advocate for the implementation of recent legislation to increase cooperation between local law enforcement agencies, government institutions and the public. TIR-FAX News Agency $37,290* To strengthen its information-gathering capacity at the local level by expanding and further equipping its network of correspondents throughout Albania. The goal of the project is to increase the accessibility of high-quality, unbiased reporting in Albania and ensure TIR-FAX’s survival as a crucial independent news source. Bosnia-Herzegovina American Center for International Labor Solidarity $132,230 To help local unions access legal assistance and training on collective bargaining and conflict resolution. ACILS will host seminars on labor-law reform and collective bargaining for local workers and union leaders, as well as sponsor seminars and a forum for trade-union youth on their role in democratic trade unions and the practice of labor relations in Bosnia-Herzegovina. Center for Civic Cooperation – Livno $31,060* To encourage inter-ethnic reconciliation between Muslims and Croats by training local citizens in conflict prevention and dispute mediation, responsible journalism, micro-enterprise development, and local public administration. The Center will also equip an office in Livno for the Independent Trade Union of Secondary School Workers and provide basic union education for its members in cooperation with the International Confederation of Free Trade Unions. Centers for Civic Initiatives $69,290* To increase the accountability of elected officials and improve the transparency of the decision-making process at the local level, the Centers will monitor the work of municipal councils in both entities of the country in cooperation with its network of NGOs and volunteers. The Centers will report findings to encourage citizen’s participation in the local decision making process and to promote greater accountability of local elected officials. Civil Society Promotion Center $40,000* To conduct a series of seminars for local-government representatives and community-based NGO leaders in five municipalities in the Federation and the Serb Republic entities. The training program will increase the public relations skills of local officials, encourage them to involve the nongovernmental sector more directly in their work, and help them to develop new ideas for integrating citizens’ input into the local government process. Helsinki Committee for Human Rights in Republika Srpska $45,000* To continue monitoring the human rights situation in the Serb Republic, disseminating information through print and electronic media on human rights abuses to local residents and the international community, and educating residents of the Serb Republic about their basic human rights. The Committee will also continue the operations of its legal-aid office, where citizens of the Serb Republic can obtain information on international human rights standards, report human rights abuses, and seek assistance in countering such violations. Helsinki Citizens Assembly - Tuzla $46,580* To implement a youth civic activism project in five regions of Bosnia to increase youth participation in the political process. The project will include a series of surveys, public debates, seminars, workshops and issue-based campaigns. The Assembly will also establish a youth NGO resource center in Tuzla. Independent Radio Studio "N" $33,360* To continue broadcasting unbiased news and information to the populace of the western Herzegovina region of Bosnia. Funding will be applied towards staff salaries and basic operating expenses. Transitions Online $30,503* To implement an investigative journalism training program for young journalists in Bosnia. Transitions Online trainers will assist the students in producing investigative articles on organized crime and corruption; the articles will then be published in Serbo-Croation in the local Bosnian press and in English on the organization’s website. Tuzla Citizens' Forum $45,000* To increase cooperation between the governmental and nongovernmental sectors and help foster pro-democratic civil society at the grassroots level. The organization will conduct public opinion polling on the quality of public administration, publish monthly monitoring reports on the work of municipal officials, organize a series of roundtables bringing together public officials and citizens, and carry out public advocacy campaigns in four key cities. Bulgaria Association School of Politics $44,442* To organize four courses to promote communication and dialogue among young politicians, journalists, and lawyers from across the political spectrum in Bulgaria. The courses will be attended by young leaders from each of the four parties represented in the Bulgarian Parliament and media and legal professionals. Center for International Private Enterprise $61,143* To support the Foundation for Entrepreneurship Development in selecting key leaders from target sectors and regions and organize focus groups. The Foundation will draft a National Business Agenda, that will be distributed among business leaders, central and local government officials, and the public. In addition, the Foundation will organize eight seminars to provide feedback to branch and regional business associations and a national conference to present the National Business Agenda. Center for International Private Enterprise $86,431 To support the Economic Policy Institute in implementing a project to examine gaps in Bulgaria’s transition to a market-based economy. The Institute will generate proposals on policies, regulations, and practices in the field of institutional reform to foster a confident legal and institutional environment and will aim to create effective cooperation with relevant institutions and involve their representatives in technical and policy discussions to help stimulate reform. Center for International Private Enterprise $97,443 To work with the Center for the Study of Democracy to present a successful example of local coalition-building among private business associations, NGOs, the Sofia Municipality, and the 24 Sofia districts. The Center will also work towards the elimination of information asymmetry on local licensing and permit regimes between the administration, civil society, and private business. National Democratic Institute for International Affairs $275,000 To expand its current parliamentary outreach program to include municipal candidates. NDI will select approximately five municipalities, conduct in-depth public opinion research on local issues therein, and share the results with local government, political parties, and civic groups. NDI will work with local civic groups, members of parliament, and candidates to organize public meetings and debates. "Tolerance and Mutual Aid" Foundation $28,400* To maintain its nationwide network of young Roma leaders who will act as liaisons between local government officials and the Roma community; to work with local officials and legal professionals to reduce widespread discrimination against Roma; to monitor human rights abuses at the local level; and to provide legal aid to victims of abuse. Croatia Croatian Helsinki Committee for Human Rights $50,000* To improve journalistic practices through support for a media monitoring project, including the publication of a quarterly bulletin containing examples of news distortion. The Committee’s Media Council will continue to defend individuals and groups against abuses by the media and will draft a new freedom of information law and campaign for its passage by parliament. GONG $50,000* To continue the "I Vote for the First Time," program, which informs high school students about their role as citizens in a democracy and about the importance of participating in elections. Judges' Web $50,000* To continue to develop its on-line, searchable database of judicial rulings for use by legal professionals in Croatia. The Judges’ Web will increase the number of court decisions entered into the database, extend its services to all courts in Croatia at the municipal and county level, and cover costs of technical support to maintain the expanding system. Croatia/Bosnia-Herzegovina STINA Press Agency $23,000* To maintain its information-gathering capacity in western Herzegovina by supporting its strong network of correspondents in the region and throughout the Republic of Bosnia-Herzegovina. STINA will produce quality in-depth reporting and ensure the free flow of independent news and opinion in the region. Kosovo Council for the Defense of Human Rights and Freedoms $40,000* To maintain the operations of its headquarters, monitor the human rights situation in the province, and disseminate information on human rights abuses to the international community. The Council will also strengthen its network of seven branch offices, publish periodic electronic information bulletins, and organize lectures and workshops on human rights for local activists. Faik Konica Journalism Academy $20,000* To enable the Academy to conduct a series of courses on the principles of professional journalism and media management for young journalists working in electronic and print media, by covering partial operating costs. KOHA Vision $75,000* To continue to provide timely and objective information on political, cultural, and economic developments to its listeners by paying the salaries of its producers, journalists, presenters, technicians and stringers. Kosova Action for Civic Initiatives $38,636* To assemble expert teams to develop proposals for reforming key aspects of Kosovo’s political and economic system by working closely with local academics, journalists, business leaders, and civic activists. Through a series of roundtables, the organization will produce policy papers which will be presented to the United Nations Mission in Kosovo and the Organization for Security and Cooperation in Europe as they institute changes affecting major areas of the province’s political and economic life. "Kosova Live" News Agency $39,120* To offer its unique daily news service free-of-charge to fifteen local independent radio stations in Kosovo for one year; to translate its news service into Serbian/Bosnian for use by ethnic minority media in the province; and to strengthen independent media outlets at the local level in Kosovo by enabling them to broadcast objective information. Radio TV 21 $75,000* To continue providing timely and objective information on political, cultural, and economic developments to its listeners by paying the salaries of its dedicated staff of producers, journalists, presenters, technicians and stringers. Zeri I Dites (The Daily Voice) $20,000* To provide newsprint to Zeri I Dites (The Daily Voice) that will enable the newspaper to continue publishing on a regular basis, providing objective information on political, cultural, and economic developments in Kosovo to its readers. Macedonia Center for International Private Enterprise $57,682* To enable the Macedonian Business Lawyer’s Association to organize a nationwide small-business conference as part of a program aimed at organizing the small-business sector and engaging it with government in a new way. The conference will establish training programs and disseminate information via newsletters and small-business fora. Moldova Association of Independent Press $18,756 To establish an Investigative Journalism Center that will serve as an informational resource and training center for journalists and students. The Center’s staff of journalists will develop, research, and write professional pieces of investigative journalism, which will be published by the Association’s members newspapers throughout Moldova, and produce a monthly newsletter focusing on specific corruption and organized-crime cases. Association for Participatory Democracy $29,800 To produce two online publications tracking and analyzing the activities of Moldova’s key government institutions: the Moldovan Parliament, the Council of Ministers, and the Presidency of Moldova. The online newsletter and journal will be made available to the general public on ADEPT’s website and will be distributed via email to government offices at the national and local level, key media, political party headquarters, nongovernmental organizations, international organizations, and foreign embassies. BIOTICA Ecological Society $29,770 To conduct a multifaceted technical-training assistance program to ensure the expansion and long-term survival of the civic sector in Transdniestria. In addition to a series of training seminars on organizational and computer skills for civic leaders, BIOTICA will establish five NGO resource centers in the region to help strengthen struggling civic groups and encourage the further development of the “third sector” in Transdniestria. Moldovan Helsinki Committee for Human Rights $30,000 To monitor the human rights situation in Moldova, disseminate information on human rights abuses to its citizens, and educate residents in Moldova about their basic human rights. The Committee will continue operating its legal-aid office, where citizens of Moldova can obtain information on international human rights standards, report human rights abuses, and seek assistance in countering such violations. It will also monitor the drafting and enforcement of legislation by the government to ensure that Moldovan institutions are in compliance with international standards of human rights. Montenegro Association of Young Journalists $34,920* To improve journalistic practices in Montenegro by conducting a comprehensive media monitoring project, including the publication of monthly reports containing examples of political bias in the media. The program will also monitor the implementation of reforms in media legislation and advocate for the adoption of a freedom of information law. Center for Democracy and Human Rights $42,160* To monitor and analyze the parliament’s legislation, analyze developments in relations between Serbia and Montenegro, and monitor political developments related to a possible referendum on independence in Montenegro. The Center will also monitor independent media in Montenegro to assess professionalism and objectivity. The results will be published and distributed to key governmental and nongovernmental officials in Montenegro and the international community. Center for Development of Nongovernmental Organizations $39,220* To implement an NGO development program consisting of legal and public advocacy counseling; to maintain an NGO database; and to conduct a series of seminars on the third sector for young civic activists. Romania Association for Civic Education $30,000 To implement a nationwide training program for 300 young civic and political activists. The program will include an intensive training workshops in ten cities across Romania on topics geared toward developing effective public communication skills and handling policy decision-making processes. Association for the Protection of Human Rights in Romania – The Helsinki Committee $55,000* To encourage political leaders to create a legislative framework that respects civil liberties; to provide legal advice to victims of human rights abuses; to monitor and document human rights violations; and to educate citizens on legal norms for the protection of human rights. Center for Independent Journalism $29,815* To run an intensive series of training seminars for reporters, editors, and managers in print and electronic media in the regions of Moldavia, Walachia and Transylvania. The courses will focus on principles of professional investigative journalism, political reporting, legal protections for journalists, media management, and information technology. Seminar participants will also gain on-the-job experience by developing, researching, and writing their own professional pieces of investigative journalism. Center for International Private Enterprise $114,917 To help the International Center for Entrepreneurial Studies assist a coalition of business associations, which includes the Strategic Alliance for Business Associations, and the Alliance for Economic Development of Romania, create public-private partnerships with government entities and policymakers; to analyze the causes of and develop strategies for dealing with corruption. Civil Society Foundation $24,000* To restart publication of the policy review Sfera Politicii (The Political Sphere), providing support for staff salaries and communication costs required to publish twelve issues. Foundation for Pluralism $45,000* To organize a School for Young Political and Civic Leaders, which will promote communication and dialogue among young civic and political activists at the local level throughout Romania. The school will conduct training seminars for sixty young leaders from the local youth branches of political parties, municipal councils, the local staff of members of parliament, and local nongovernmental organizations. National Democratic Institute for International Affairs $175,000 To organize national and regional training seminars to assist political parties in identifying and addressing specific needs of their constituencies in their pre-electoral campaigns and to assist political parties in establishing direct voter contact. NDI will also distribute pre-election reports to U.S. and European policymakers to raise awareness of Romanian elections. Pro Democracy Association $76,025* To implement a nationwide petition drive to collect the signatures required to introduce an electoral-reform bill in the country’s parliament. The Association will form a coalition of civic organizations and trade unions throughout the country that will participate in the effort to inform the public about the petition and help collect signatures. Pro Democracy Association, Cluj $38,411* To select, train, and place forty university and law students in parliamentary committees, government ministries, and municipal and county councils for six-month internships. The Association will also work with faculty in eight Romanian universities to incorporate the internship placement program into university curricula. Revista "22" $36,005 To replace its antiquated computer system and purchase the newsprint required to publish fifty-two issues of "22" magazine, which provides in-depth professional analyses of current political and economic developments in the country. Serbia BETA News Agency $54,000* To continue producing high-quality, unbiased information on important developments in the former-Yugoslav region. BETA will cover the subscription costs of its service for six struggling independent radio stations in the Bosnian Serb Republic and for the Local Press Association of Serbia, a network of 24 independent print media. Center for Anti-War Action $32,650* To continue developing the organizational capabilities of two new regional centers and establish a seventh regional center in Serbia. The activities of the centers will be town meetings and educational seminars with local authorities, local political party representatives, business and union leaders, journalists, and civic activists to discuss fundamental local-level issues. Through a series of workshops, roundtables, publications, and a national conference, the Center will also encourage cooperation and information-exchange between its regional centers and develop their organizational, networking, and conflict-resolution skills. Center for Civil-Military Relations $43,700* To produce a series of ten television programs to be aired on state television and independent networks aimed at raising the public’s awareness of the need for civilian control of the army, police and intelligence agencies. The Center will encourage citizens to press their elected representatives to undertake far-reaching reform of the security sector. Center for Inter-Ethnic Reconciliation, School for Investigative Journalism $70,000* To provide 300 young reporters, editors, and media managers with journalism training. The program will consist of an intensive three-month series of training seminars held in six municipalities in the multi-ethnic regions of southeastern Serbia and the Sandzak. Seminar participants will also gain on-the-job experience by developing, researching, and writing their own professional pieces of investigative journalism. Center for International Private Enterprise $85,079* To support the Center for Liberal-Democratic Studies in a project to combat corruption in Serbia’s justice system. Project activities will include investigation and study of corruption in the judicial system, support for anti-corruption initiatives through the development of legal democratically-based institutional structures, and efforts to raise awareness among policy makers, government officials, business leaders and the general public throughout Serbia about the costs of corruption in the judiciary. Helsinki Committee for Human Rights in Serbia $27,600* To support the Scholar’s Initiative by providing research stipends for young scholars from Bosnia, Croatia, Serbia-Montenegro, and Kosovo to enable them to produce new research on specific case studies associated with key issues of debate regarding recent history in the former Yugoslavia. Media Center $51,716* To conduct a media monitoring project focused on the Serbian media’s coverage of the defense and security sector. The Center will also publish a monthly report containing examples of poor journalistic practices, such as political bias and misinformation. Medienhilfe $175,000* To cover six months of basic operating costs for eight of the most important independent electronic media in the Association of Independent Electronic Media network in Serbia (021Radio Boom 93, Radio Devic, Radio Ozon, Radio Patak, OK Radio, RTV Bajna Basta, STV Negotin). Funding will also be used to meet Medienhilfe’s administrative costs of implementing this project. Otpor (Resistance) People’s Movement $228,000* To maintain the operations of its Belgrade headquarters and thirty-nine of its local branch offices located in towns and cities throughout the country. Otpor will maintain its network of supporters throughout Serbia and carry out numerous public campaigns during the coming year. Radio Television B92 $100,396* To cover the production costs of two one-hour documentaries examining major crimes committed during the disintegration of former Yugoslavia. B92 will also purchase video and sound equipment that will give it the ability to film, edit, and mix on location. Student Union of Serbia $61,360* To encourage greater student involvement in the country’s general reform effort and to build its capacity to represent student interests on the campuses of Serbia’s four main universities. The Student Union of Serbia will establish new chapters, conduct a national membership drive, organize a campaign for university reform, publish informational materials representing student interests, and train student leaders in organizational and leadership skills. Slovakia Alliance for the Promotion of Fair Play $22,000 To conduct a program to reduce corruption in Slovak politics. The Alliance will serve as a watchdog over campaign and political party financing, investigate and publish articles on illegal financing practices, stimulate public debate on reforms in these fields, and draft and advocate for new laws on campaign and political party financing. Institute for Public Affairs $49,290 To implement a three-part program designed to assess the country’s current state of reform, act as a watchdog to keep the government on the reform track, and serve as an advocate for further reforms. The Institute will conduct a representative survey to evaluate the public’s current perceptions of the government’s reforms and disseminate the findings via 100 events in 60 cities and towns. Institute for Public Affairs $24,500 To help produce, publish and disseminate its Global Report on the State of Society, an essential report card of Slovakia’s democratic and free-market transition. Approximately 1,500 copies of the report will be produced and a series of press conferences, lectures, and media presentations will be organized to disseminate the ideas and analyses contained in the work. International Republican Institute $100,000 To partner with the Institute for Public Affairs (IVO) to sponsor research and convene a series of three conferences designed to influence, debate, and promote action by the government in needed reforms. National Democratic Institute for International Affairs $325,000 To develop the skills communication skills of individual members of parliament and party caucuses in order to effectively inform the public about policy and reform issues. Program activities will include regional trainings, developing resource materials for parliamentary staff, and comprehensive training to design and use effective internal communication structures. NDI will then work to ensure that party structures are engaged so that they can inform policymakers about public sentiment on specific reforms and communicate back to the public on party aims and accomplishments. Transparency International Slovakia (TIS) $20,000 To assist the Center for Economic Development to implement a program to combat corruption at the regional and local level in Slovakia. The Center will conduct a survey on localized corruption, organize four seminars on local corruption issues, identify and disseminate information on the causes, sources, and impact of corruption on the local level, produce a blueprint for reform, and advocate for the systemic changes necessary to fight corruption. Central and Eastern Europe Regional American Center for International Labor Solidarity $80,237 To help build solidarity among young trade union members in Southeastern Europe through support for the International Confederation of Free Trade Unions’ South East Europe Youth Network. The Network will conduct two trilateral meetings of participating youth sections and use its website to share information and develop strategies to address the needs of young workers in the region. American Center for International Labor Solidarity $42,683 To provide support for two main activities of the International Confederation of Free Trade Unions’ Central and Eastern Europe/Southeastern Europe Women’s Regional Network. ACILS will coordinate with the ICFTU to develop a new training manual on collective bargaining and issues of interest to women. In addition, it will cosponsor the fourth regional Women’s School, during which the new manual will be used to train sub-regional coordinators and participants from twenty countries. American Center for International Labor Solidarity $171,920 To support the efforts of unions in Southeastern Europe to increase the economic literacy of their members and to build their capacity to participate effectively in the reform process. The project’s activities will be focused on Serbia, Montenegro, and Macedonia. Institute for Regional and International Studies $96,090 To work with the Institute for Development and Social Initiatives and the Caucasian Institute for Peace Democracy and Development on a cross-border research, training, and advocacy program to investigate and address inefficient governance, and offer practical policy solutions in Bulgaria, Georgia, and Moldova. The program will consist of three policy papers, six roundtables, press releases, press conferences reporting the findings; two training seminars in Moldova and Georgia for young civil servants and civic leaders; and a final compilation report of the program’s findings and outcomes, which will be published in English, Bulgarian, Georgian, and Romanian. International Republican Institute $600,000 To work toward a consolidation of democracy in Central Europe, IRI’s regional office in Slovakia will focus on a series of activities to strengthen political party infrastructures, promote the use of ideas rather than personalities as the organizing force for political parties, and expand the role of young people in the political process. IRI will also conduct programs for activists from Central and Southeastern Europe and the Baltic States. National Democratic Institute for International Affairs $38,190 REPROGRAMMED 2001 FUNDS To continue to promote political party connections and cooperation in the Central and Easter European region. NDI will bring reform-minded party leaders together to discuss a long-term regional program to address common development needs and provide a networking forum for ideologically similar parties. Malopolska Educational Society $45,000* To expand its program of promoting civic education and activism at the grassroots level in the Balkans. The Society will organize five training workshops, assist the trainees in creating twenty new parent-teacher NGOs, and strengthen its network of forty other parent-teacher associations.
