Angola American Center for International Labor Solidarity $83,348 To develop the leadership and capacity of trade unions in the transportation and education sectors in Angola. ACILS will organize a series of workshops to discuss stronger labor unions, fundamentals of effective organizing, democratic models of communication, financial accountability and strategies for a privatized economy. Comité Inter Eclesial para Paza em Angola (Inter-Ecclesial Committee for Peace in Angola) $30,045 To disseminate information on peace and democracy in Angola. The Committee will use Endowment resources to establish a mini production studio to broadcast 48 radio programs a year on topics such as national reconciliation, the peace process, and the country's democratization. National Counseling Centre $32,700 To encourage public participation in the local government of Angola. The National Counseling Centre will open local advisory centers in four provinces; host community meetings between constituencies and their elected representatives; conduct workshops and distribute information on democracy. Search for Common Ground (SFCG) $50,000 To promote political reform and reconciliation. The Center will organize a workshop for representatives from its local civic partner groups to discuss ways in which civil society can work more effectively with the media and government. The organization will also create a civil society index to measure self-sufficiency of the NGOs with which it works. Burundi Burundi Leadership Training Program (BLTP) $40,000* To help instill a sense of common purpose among the fragmented ethnic and socioeconomic groups of Burundi. BLTP will extend a pilot program of leadership training to community leaders in Mbuye Province in Burundi. BLTP will also support implementation of practical local projects aimed at creating and sustaining links among the district's diverse populations. Ligue Burundaise des Droits de l'Homme (Burundian League for Human Rights) (ITEKA) $55,041 To strengthen civil society participation in good governance, fiscal transparency and public integrity in Burundi. ITEKA will conduct trainings and organize public meetings on democratization in three northern provinces. ITEKA will also launch a multimedia campaign on community perceptions of corruption and democratic governance. Cameroon Africa Governance Alert (AGA) $29,635 To educate the Cameroonian electorate on human rights and good governance. AGA will produce 2000 copies of the quarterly journal Governance Alert in hard copy as well as circulate it on the Internet. The journal will monitor such issues as human rights, governance, corruption, impunity and elections in Cameroonian society. Media Network for Elections (NETWEL) $34,964 To bring greater independence and transparency to the Cameroonian election process. NETWEL will organize a network of 350 reporters to monitor the election process. During and after the elections, NETWEL will disseminate information all over the country by means of local and national newspapers. Côte d'Ivoire International Republican Institute (IRI) $100,000 To promote reconciliation and prevent further conflict in Cote d'Ivoire. IRI will work with the Colectif de la Societe Civile pour le Retour de la Paix en Cote d'Ivoire (the Civil Society Collective for the Return of Peace in Ivory Coast) to bring together communities to share concerns about conflict in their geographical region and offer suggestions for their peaceful resolution. Mouvement Ivoirien des Droits Humains (Ivorian Movement of Human Rights) $24,041 To promote national reconciliation. The Mouvement Ivoirien des Droits Humains will organize a multimedia campaign "Caravan for National Reconciliation," to promote dispute resolution and initiate a dialogue on healing communities in conflict. Activities will include public performances, films and meetings to unite communities in conflict. Search for Common Ground (SFCG) $39,877 To implement a conflict transformation program in Cote d'Ivoire. Funding will be used to cover start-up and institutional costs. Once established, the SFCG will hold conflict transformation trainings and facilitate dialogues on the peace process. Democratic Republic of Congo Action pour le Développement et la Paix Endogènes (Action for Indigenous Development and Peace) (ADEPAE) $30,000 To support civic education and democracy advocacy during the political transition in Congo. ADEPAE will organize a series of workshops on popular civic participation in eastern Congo to promote inter-ethnic dialogue on conflict resolution and reconciliation. ADEPAE will also hold a civil society consultation to strengthen democratic participation and produce a weekly civic education radio program. Association Africaine de Defense des Droits des Droits de l'Homme (African Association of Human Rights) (ASADHO) $70,000* To enhance the outreach of ASADHO through support of chapters across the DRC. ASADHO will review judicial procedures for minors and promote involvement of judges and lawyers in protecting human rights. ASADHO will also produce a radio program on justice issues, offer pro bono legal aid to victims of human rights abuse and publish a variety of human rights reports. Association des Jeunes Femmes du Maniema (Association of Young Women of Maniema) $16,280 To increase women's participation in human rights advocacy, ethnic cohabitation, nonviolence and democratization in Maniema province. The Association will host four workshops on the role of women in the peace process, a conference on peace and civic education for students and teachers, a multimedia campaign on regional human rights issues and monthly literacy trainings for women. Association pour le Developpement des Initiatives Feminines au Maniema (ADIF) (Association for the Development of Women Initative in Maniema) $20,000* To empower women in Maniema province. ADIF will organize a series of town hall discussions for women in the region's three largest cities to identify and analyze how to increase women's participation in the political life of the region. ADIF will supplement its advocacy efforts with a women's training workshop, a quarterly newsletter and a biweekly radio program. Centre des Droits de l'Homme et du Droit Humanitaire (Human Rights and Humanitarian Law Center) $60,000 To support a program of human rights advocacy, education and monitoring in the Katanga region of Congo. Funding will be used to conduct human rights training across the region, support activities of ten regional chapters, conduct human rights investigations, produce a quarterly newsletter, publish education material in a local language and organize a moot court competition. Centre d'Etudes Juridiques Appliquees (CEJA) (Center for Applied Legal Studies) $60,000 To promote human rights through a program of advocacy, education and legal aid in the North Kivu province. CEJA will train 100 paralegals to offer practical recourse to victims of human rights abuse. The Center will also produce a Publicationon the human rights situation and a human rights education program on two local radio stations. Centre de Recherche sur l'Environment, la Democratie et les Droits de l'Homme (Center of Research on Environment, Democracy and Human Rights) (CREDDHO) $20,000 To promote human rights through training seminars on citizen rights under the transitional constitution. CREDDHO will conduct biweekly monitoring trips to local prisons and detention centers to document the conditions of the prisons; follow-up its advocacy on behalf of victims of arbitrary arrest and continue distribution of its monthly newsletter. Centre Psycho-Médical Mater Misericordiae $40,000 To assist victims of war and human rights abuse in the DRC. The Center will conduct a program of human rights advocacy targeting victims of human rights abuse and security, military and police officials. Assistance for victims will include medical aid, psychological counseling and academic and financial support. The Center will also assist rehabilitated victims in paying for educational opportunities in order to integrate them back into society. Comité d'Action pour le Developpement Integral (Action Committee for Integral Development) (CADI) $30,000 To implement a program to increase community leaders' awareness in preparation for the upcoming elections. The program will consist of workshops to sensitize leaders on democratic principles, meetings between local authorities and leaders of each town on the political transition and a radio program to inform the general population on elementary notions of democracy. Convergences $45,000 To support a program of human rights advocacy and education in the North Kivu region of Congo. Funding will be used for human rights training programs, local community education programs, a conference on civic education in schools, a newsletter and radio programs. Femmes et Enfants pour les Droits de l'Homme (Women and Children for Human Rights) (FEDHO) $35,000 To reconcile parties of conflict and promote a culture of tolerance in Kasai province. FEDHO will organize a series of seminars with churches, local government leaders, university students and journalists to discuss the roots of local tensions and methods to manage latent conflicts. FEDHO will also produce radio programs on peace and conflict resolution and will continue to provide pro bono legal assistance to victims of human rights abuse. Fondation pour le Renforcement des Capacités des Populations (Foundation for the Reinforcement of the Capacity of the Population) (FORECAP) $35,000 To help enhance the human rights situation in Maniema province through an education, advocacy and documentation program. FORECAP's activities will include human rights training in the three major cities; developing 20 human rights clubs in rural areas of Maniema province; monitoring prisons and publishing a quarterly newsletter and special human rights reports for distribution. Global Rights $183,580 To strengthen the capacities of human rights groups in eastern Congo. Global Rights will provide institutional assistance, training and technical support. As a supplement to training activities, Global Rights will make ten small grants to local groups and organize consultations with NED partner organizations throughout the Congo. Groupe Jeremie $25,000 To support a broad program of peace education, human rights training and advocacy in the South Kivu region of Congo. Funding will be used to publish a newsletter, produce a radio program, conduct a series of human rights trainings and monitor human rights abuses around the region. Groupe Lotus $70,000 To continue its program of human rights education, monitoring and advocacy in Oriental Province. Activities will include the dissemination of press releases and newsletters on the human rights situation in the region and a series of training sessions on conflict resolution and the democratic transition for ethnic associations, churches, union members, and community leaders. Groupe Lufalanga pour la Justice et la Paix (Group Lufalanga for Justice and Peace) $35,000 To conduct a civic education and human rights program aimed at youth groups in Kisangani. The program will include training sessions on the tenets of democracy and human rights, as well as local issues of concern to youths, such as advocacy strategies and how to organize and run youth human rights groups. Haki Kwetu (Our Rights) $35,000 To implement a youth program on ethnic tolerance. Haki Kwetu will create human rights clubs in schools through which students will engage in street theater, musical performances, and sports that will integrate different ethnic groups and encourage them to work together. Teachers will receive materials to train other teachers on incorporating human rights into the curriculum. Haki za Binadamu (Human Rights) $45,782 To support a broad ranging program aimed at advocating for peace, respect for human rights and an end to impunity in the Maniema region of Congo. Funding will be used to conduct training programs and human rights investigations, as well as to provide legal assistance. Jeunes Paysans en Action (Rural Youth in Action) $22,000 To encourage youth participation in the political process in the Bas Congo region of Congo. Funding will be used to conduct education programs, train a cadre of local trainers and organize a series of ongoing programs in 15 villages. Justice and Peace Commission of the Diocese of Kindu (JPC) $29,832 To implement a human rights education, advocacy and training program in the Maniema Province. The JPC will conduct workshops on women's rights and democracy for women leaders; establish two local offices to conduct human rights monitoring and advocacy projects and monitor prisons and the provision of legal, medical and material assistance to prisoners. La Voix des Sans Voix (Voice of the Voiceless) (VSV) $70,000* To support human rights advocacy and monitoring in Congo. VSV will continue to lobby government officials and inform the media through press releases and direct contact. In addition, VSV will also publish a newsletter and collaborate with other human rights organizations on human rights issues of national importance. Les Amis de Nelson Mandela (Friends of Nelson Mandela) (LANM) $60,000 To help build support and understanding for human rights in Congo. LANM will bring together its network of activists to discuss strategies for expanding human rights throughout the Congo. LANM will conduct human rights sessions in four regions of Congo and continue its media outreach campaign, including press releases, press conferences and a quarterly newsletter. Ligue des Electeurs (League of Voters) (LE) $60,000* To help consolidate the electoral process by increasing access to timely information in DRC. LE will coordinate three advocacy networks to focus on identifying strategies to make elections in Congo free and fair. LE will produce and distribute six reports on the most critical electoral issues and conduct advocacy work by hosting monthly roundtable discussions. Maniema-Libertés $30,000 To conduct a peace education and advocacy program. Maniema-Libertés will facilitate seminars on peace and democracy; a conference on how to promote democracy and tolerance; a joint campaign by the religious leaders to disseminate this message; a legal guide to the political transition and radio programs and videos related to human rights and peace. Promotion de la Democratie et Protection des Droits Humains (Promotion of Democracy and Protection of Human Rights) (PDH) $25,000 To enhance the local judicial system by providing legal aid to indigent people. PDH will visit seven prisons and detention centers in North Kivu and publish its findings. PDH will also organize two workshops focusing on different aspects of the functioning of the local judicial system and provide regular information through its radio programs. Promotion et Appui aux Initiatives Féminines (Promotion and Support of Women's Initiatives) $70,000 To continue a program of human rights education, documentation and advocacy. Program activities will include capacity building workshops for women activists; a radio program on human rights issues and problems specific to women; Publicationof a monthly newsletter on the human rights situation and the role of women in the transition and human rights monitoring. Radio Maendeleo $54,490 To continue broadcasting unbiased news and information in the southern Kivu region. Funding will be applied towards developing and maintaining listening clubs, equipment and program development and production. A conference will also be organized to strengthen and institutionalize community radio efforts in eastern Congo. Solidarité des Femmes de Fizi pour le Bien-être Familial (Solidarity for the Women of Fizi for Family Well-being) (SOFIBEF) $28,385 To educate and empower victimized women in eastern DR Congo. SOFIBEF will organize four seminars on transitional justice and human rights. It will also implement an awareness campaign on the peace process and transitional government as well as legally assist and counsel victims of sexual violence. Solidarité pour la Promotion Sociale et la Paix (Solidarity for the Promotion of Social Issues and Peace) (SOPROP) $35,220 To develop a civic education program for high schools. The teachers in the program will use the Universal Declaration of Human Rights and other human rights documents to discuss peace and democracy. SOPROP will also organize a vocational training program for victims of violence; publish a journal on political rights and monitor the situation in North Kivu. Umoja wa Wanawake wa Kulima (United Women's Farmers) $25,680 To support increased participation of women in the political process in Maniema province of Congo. Endowment funding will support a program of democracy and human rights training in seven localities; provide for monthly roundtable meetings and support discussion with teachers and students regarding institutionalized civic education. Voix du Handicapé pour les Droits de l'Homme (VHDH) (Voice of the Handicapped for Human Rights) $42,800 To promote increased political participation of marginalized groups in Kasai province. Activities will include workshops on the barriers to political participation for women, youth and the handicapped; a series of roundtables on the promotion of constitutional protections and a continued mass media campaign to discuss issues related to dialogue and political inclusiveness. Ethiopia Center for International Private Enterprise (CIPE) $70,567 To assist the Addis Ababa Chamber of Commerce in its radio program, Voice of the Addis Chamber. The program provides business news and information to the business community and the public, with special emphasis on civic participation in preparation for the 2005 elections. Peace and Development Committee $25,000 To conduct a human rights education program in Ethiopia. The Committee will conduct human rights training sessions for citizens and government officials on civic education and capacity building. Ghana Center for International Private Enterprise (CIPE) $94,276 To promote government reforms of state-owned enterprises in Ghana. CIPE will help strengthen the Parliament's subcommittee on Social Welfare, Employment, and State Enterprises, promote the drafting of a Public Directors Accountability Bill, hold seminars for journalists and lead a public information campaign. Kenya International Republican Institute (IRI) $150,000 To assist in consolidating Kenya's democratic gains. IRI will strengthen the roles of both coalition opposition members of parliament, enhance coordination and communication among party members of parliament and promote women's participation through a series of capacity building workshops targeting less experienced members of parliament. International Republican Institute (IRI) $25,000 To aid Citizens Against Violence (CAVi) in reducing widespread violence in informal settlements and universities in Nairobi that threatens Kenya's democratic development. With IRI support, CAVi will coordinate consultative meetings, outreach, capacity development, and awareness creation activities for residents of informal settlements and students at Kenyan public and private universities. The International Center for Constitutional Research and Governance (ICCRG) $44,180 To provide a forum for information exchange on democracy and constitutionalism and to promote human rights and the rule of law. NED will provide funding to train government officials and law students in the rule of law and engage them in Kenya's process of redrafting the constitution. ICCRG will also organize an annual Constitutional Rights Seminar. Kabissa $36,730 To increase collaboration among African democrats. Kabissa will identify ways in which the Internet can enhance communication with and between Africa Democracy Forum members. Kabissa will provide advice and support for the installation, setup and implementation of the website comprising an online database of ADF members and democracy projects throughout the continent. Maasai Environmental Resource Coalition (MERC) $27,000* To promote greater understanding of the constitutional debate, grassroots democracy and peaceful coexistence among Kenya's multiethnic nomadic constituencies. MERC will conduct a civic education campaign on human rights, democracy, the political process and the new constitution in Narok district. The campaign will be expanded to Kenya's four other principal nomadic constituencies. National Democratic Institute for International Affairs (NDI) $250,000 To promote government accountability. NDI will continue to work with Kenyan political parties to increase their understanding of their constituencies' concerns, as well as their ability to respond constructively to these concerns and to establish themselves as integral participants in Kenyan politics. Social Needs Network $21,294* To empower people of the Gusii Highland Region to understand the new constitution, make informed decisions and embrace democratic principles. The Social Needs Network and nonparliamentary delegates to the National Constitutional Conference will assist in civic education on the draft of the constitution by producing and broadcasting call-in radio programs and a series of training seminars to discuss the constitution with the public. Liberia Association of Liberian Professional Organizations (ALPO) $50,271 To strengthen the capacity of the civil society organizations in the Mano River Union. ALPO will conduct a series of leadership training workshops in each of the Mano River Union countries—Guinea, Sierra Leone and Liberia. ALPO will broadcast short-wave radio programs and expand its research center.
$32,000 To raise public awareness about civic duties and rights, reconciliation and the rule of law for a representative and durable democracy in post-war Liberia. CENDE will conduct civic education trainings in ten counties, hold workshops to explain the Elections Law and the Constitution of Liberia, organize community democracy forums and publish a quarterly newsletter. Center for Law and Human Rights $44,000 To assist victims of human rights abuse in Liberia. CLHRE will provide pro bono legal aid, as well as organize human rights workshops for teachers, civil society members and ordinary citizens, produce human rights education radio programs and report human rights abuses. Center for Peace Education and Democracy (COPE) $28,000 To create awareness of the danger of proliferation of small arms and light weapons. COPE will organize for community leaders, civil society activists, government officials, religious leaders, youth and journalists various awareness and education workshops on the proliferation of small arms. Center for Sustainable Human Development, Inc. $20,000 To provide civic education and a forum for Liberians to express their views and concerns. The Center will establish an information research center to house the community radio station and provide access to civic and voter information. The Center will also continue the Publicationof its newsletter and will implement a civic education program in local schools. Committee for Peace and Development Advocacy, Inc. (COPDA) $24,000 To conduct a multifaceted human rights awareness program. COPDA will teach literacy skills and human rights at its Adult Human Rights Literacy Training Center; conduct workshops on human rights norms under Liberian laws and international human rights treaties for local state security, political authorities and other community stakeholders; publish a newsletter and report on the general political situation in Liberia. Foundation for Human Rights and Democracy (FOHRD) $26,660 To combat the proliferation of small arms, seek justice for victims of abuses and promote reconciliation. FOHRD will use radio talk shows, articles in the print media, meetings and brochures, leaflets and stickers to fight against impunity for war crimes. FOHRD will establish monitoring networks in the Bomi, Nimba, Bong and Grand Bassa counties to report on illegal arms and host town meetings about small arms. Human Rights Watch Women and Children (HURWAWCHI) $25,805 To reintegrate child soldiers back into the community. HURWAWCHI will use traditional Liberian methods of forgiveness and reconciliation to detraumatize child soldiers and their communities and reunite them on a sustainable basis through "palava hut" discussions. Other activities include a discussion on the Convention of the Rights of the Child. Liberia Institute of Journalism $33,760 To improve the professional competence of Liberian journalists and protect freedom of the press. The Institute will invite journalists to participate in monthly training workshops in rural areas and symposia to promote dialogue between journalists, policymakers, human rights activists and community leaders. The Institute will produce its Internet bulletin, the West Africa Newsletter and the Liberia Media Journal. Liberia National Law Enforcement Association $35,000 To implement programs to help criminal justice institutions provide professional and humane services to reduce incidents of human rights abuses. The Association will conduct workshops for law enforcement professionals and civil society; conduct a Transnational Justice Advocacy and Education program; start a research internship program; broadcast its monthly radio program and host a discussion forum. Liberia Watch for Human Rights $25,000 To raise awareness of fundamental rights and promote advocacy, education and documentation of human rights in Liberia. Liberia Watch will conduct human rights workshops and sponsor street theatre and cultural performances on human rights issues. Liberia Watch will also produce the Equal Rights and Justice radio program, publish a quarterly newsletter on human rights, distribute flyers and erect billboards promoting human rights. National Democratic Institute for International Affairs (NDI) $265,533 To improve cooperation between civil society, citizens and government during the political transition process. NDI will assist Liberian NGOs with civic education, voter education, advocacy and monitoring before national elections. NDI will conduct focus groups on Liberians' policy priorities, help local partners develop research and management skills and conduct workshops to help Liberian civic groups become advocates, educators and watchdogs during the transition. NDI will also establish a resource center in Monrovia. National Democratic Institute for International Affairs (NDI) $265,000 To strengthen the capacity of Liberian civil society to participate in political processes during the transition and lead up to the October 2005 elections. NDI will provide small grants and technical assistance to local NGOs, focusing on the skills to create new government monitoring tools, educate citizens and design advocacy campaigns.
$25,000 To energize the electoral process among youth. NAYMOTE will conduct electoral education for youth in Liberia in a program that will develop working committees within secondary schools and colleges, which will serve as peer consultative groups and provide civic education to their institutions. NAYMOTE will also liaise with the local school administrations to organize workshops with the groups to provide training on issues of electoral and democratic civic development. Press Union of Liberia (PUL) $40,000* To build the capacity of media professionals. PUL will work with journalists on skills pertaining to election monitoring and reporting to improve the professional standards of journalists and to champion the cause of press freedom, free speech and social justice. PUL will defend journalists, host a monthly lecture forum and organize workshops, meetings and a civic education program in the run up to Liberia's elections in October 2005. Prisoners Assistance Program $30,840 To empower local communities to respond peacefully to human rights violations. The Program will organize workshops for community leaders on topics such as monitoring and social mobilization skills; implement a human rights awareness campaign; create community-based action structures and monitor and document the respect for human rights by soldiers of the UN Mission in Liberia and the Interim Police Force.
$32,000 To conduct a grassroots human rights education program. RHRAP will conduct several workshops and hold discussions to address various topics such as the dangers of ethnic, tribal and religious conflicts and topics related to peace building. Other activities include producing billboards targeted at the illiterate portion of the population as well as radio broadcasts. Zorzor District Women Care, Inc. (ZODWOCA) $18,655 To implement a human rights and democracy education program. ZODWOCA will host a training-of-trainers workshop on issues such as women's rights, communication in advocacy and human rights monitoring. ZODWOCA will also produce calendars and billboards highlighting women's issues. Mozambique American Center for International Labor Solidarity $150,000 To enhance the capacity of two rival trade unions in Mozambique to participate effectively in tri-partite dialogue. ACILS will employ Brazilian trade unionists to organize a series of workshops enhancing labor dispute resolution skills, including worker rights violations, allegations of racism, wildcat industrial strikes and freedom of association. International Republican Institute (IRI) $150,000 To encourage Mozambique's political parties to develop platforms inclusive of democratic ideals, ethics and the views of the electorate. Party trainings will focus primarily on the six month period prior to the national election and will cover the conceptual framework of a political party, organization and management of local structures, internal communications and strategy development. Namibia American Center for International Labor Solidarity $140,320 To develop capacity and skills within the Namibian Food and Allied Workers Union. Activities will strive to protect worker rights and strengthen democratic institutions and processes during an economic crisis in Namibia. The Solidarity Center will organize worker education programs by developing specific skills such as leadership, organizing and negotiating. Niger Africare $70,220 To encourage women's participation in development and democracy. Africare will provide trainings on management, promoting women in democracy and lobbying to local NGO's. Africare will also provide assistance to NGOs implementing projects promoting women in development and democracy. Association Nigérienne pour la Défense des Droits de l'Homme (ANDDH) (Nigerien Association for the Defense of Human Rights) $42,025* To promote democratization and human rights protection in Niger. ANDDH will investigate human rights violations and provide legal assistance. ANDDH will also conduct civic education by organizing seminars, producing debates broadcast on rural radio stations, training and deploying election observers, monitoring election related activities and producing a written evaluation of the elections. Nigeria Center for Constitutionalism and Demilitarization (CENCOD) $32,000 To continue to produce the journal, The Constitution A Journal of Constitutional Development. The journal provides intellectual perspectives on various issues such as democracy, demilitarization and constitutionalism. CENCOD will also launch a public lecture series on democracy to improve critical debate on the democratic transition. Centre for Development Research and Advocacy (CDRA) $26,470* To improve community understanding of human rights and democracy in northern Nigeria. Through training workshops and human rights clubs, CDRA will improve community based organizations' and religious groups' capacities to monitor shari'a court proceedings, report human rights violations and engage state governments on issues of democracy and human rights. Center for Constitutional Governance (CCG) $50,344* To strengthen the social contract between legislators and the electorate in southwest Nigeria. Activities will include a needs assessment, a two-day workshop in each of the six selected senatorial districts, legislature consultations and a widespread community mobilization campaign. Center for Law and Social Action (CLASA) $34,758 To advocate for political finance reform, promote political party and campaign financing transparency and discourage corruption in political culture. CLASA will organize policy dialogues for political leaders, activists and representatives from labor, media, civil society and academia. CLASA will produce advocacy briefs on financial legislation to highlight the importance of political finance reform to democratic consolidation in Nigeria. Committee for the Protection of People's Dignity (COPPED) $38,110* To promote tolerance and respect for a pluralistic society among young people from various cultures, religions and regions in Nigeria. COPPED will provide a forum for youth to exchange opinions and make recommendations by organizing four camps for young people from across Nigeria. Community Action for Popular Participation (CAPP) $33,350* To advocate for increased public participation in budget expenditure planning and analysis. CAPP will promote an increased role for civil society actors in water resource management. CAPP will also build civil society's participation in public resource management in Nigeria's Middle Belt and northwest through workshops, community networking, coalition building and publications. Eastern Youths Democratic Forum $27,072 To encourage youth political participation in southeastern Nigeria. Eastern Youths will publish Masthead magazine; distribute posters on peace and democracy; train youth from Imo, Abia, Anambra, Enugu and Ebonyi States in computer skills and career development and organize roundtable discussions with youth groups on sociopolitical problems afflicting Imo and Abia States. Gender and Human Values Proactive $23,985* To promote a democratic culture of good governance and women's political participation in northern Nigeria. Gender and Human Values Proactive will host roundtable meetings between local government leaders and community based organizations in Zamfara State; produce handbooks on democracy and human rights and host a biweekly radio call-in program, Democracy in Action. Human Rights, Justice and Peace Foundation (HRJPF) $27,000* To conduct a democracy and conflict-mitigation program in southeastern Nigeria. The program will work to stem youth vigilante violence and politically motivated revenge killings and impart the skills needed by politicians and youth to resolve conflict through nonviolent and socially constructive means. HRJPF will organize discussions with state parliamentarians in Nigeria; host civil society training programs; hold school essay competitions, debates and quizzes; broadcast radio programs and publish a newsletter. Human Rights Monitor $38,000* To encourage civil society involvement in the legislative budget process. The Monitor will conduct good governance workshops on monitoring the process, as well as the technical and strategic approaches to budget analysis. HRM will continue to monitor the human rights situation and document issues through its media campaign and quarterly magazine. HURILAWS $40,681 To continue electoral system reform. HURILAWS will work to draft an electoral reform bill to the National Assembly. HURILAWS will conduct a study on electoral reform and generate a strategy paper on recommended reforms and action plans. The paper will be presented to various sectors of society for discussion before HURILAWS drafts an Electoral Reform Bill. HURILAWS will also launch an advocacy campaign for the Electoral Act. Independent Advocacy Project (IAP) $35,230 To promote greater transparency in the Nigerian government. IAP will assess the level of corruption in Nigerian government institutions, intensify the public debate on corruption and governance and advocate for strengthening anti-corruption legal and administrative frameworks. IAP will conduct surveys on corruption in several cities and compile a national corruption index. Endowment funds will also be used to organize a conference to review survey findings. Institute of Human Rights and Humanitarian Law $38,694 To encourage political participation and governmental accountability in the Niger Delta. The Institute will organize town hall meetings in core states of the Niger Delta region, hold roundtable discussions led by Nigerian experts on good governance, lead a training seminar for local journalists and organize training sessions for local government chairpersons. Nigerian Automobile Technicians Association (NATA) $25,467 To encourage active participation of the informal sector in the democratization process. NATA will continue Publicationof its journal Grassroots Democracy Digest in four languages. The journal will be distributed to NATA leaders and activists, as well as government officials, community based organizations and democracy activists around the country. United Action for Democracy $25,000 To undertake a campaign to strengthen local government. United Action will host a conference to develop strategies for reforming local government councils for representatives of civil society organizations. The conference's proposals will be presented at a workshop for modifications and then used to initiate an advocacy campaign aimed at building support for specific reforms. Women in Nigeria-Kaduna (WIN) $30,000* To improve women's representation in strategic decision-making bodies. WIN-Kaduna will promote affirmative action for women in government and push for the institutionalization of better women's representation in Kaduna State government through workshops, advocacy, lobbying and a media campaign. Youngstars Foundation $22,319* To encourage youth participation. The Foundation will defend freedom of expression among youth in northern Nigeria, strengthen youth communication with government officials and promote leadership development. Youngstars will host democracy town hall meetings on freedom of expression in a democratic environment. Youngstars will also organize internships for young people with government offices and publish a youth handbook on democracy and free expression. Youth Action Group $20,448 To encourage positive youth contributions to Nigerian democracy. Youth Action Group will inform policy makers about problems facing youth and seek peaceful alternatives to youth violence. Youth Action Group will host a weekly call-in television program called Youth Parliament to promote an open debate with youth moderators and members of government. Program topics will include conflict resolution, HIV/AIDS, human rights and gender equity. Republic of Congo Centre des Droits de l'Homme et du Développement (Human Rights and Development Center) $18,484 To improve comprehension of human rights law among local advocates and broaden the media's contribution to peace building, human rights and the rule of law. CDHD will coordinate two certificate programs, one in fundamental human rights and another in judicial journalism and political analysis, entailing three months of intensive study and two months of practical field work for professional journalists and human rights activists. Association pour les Droits de l'Homme et l'Univers Carcéral (Association for Human Rights and Prisoner Rights) (ADHUC) $33,557 To consolidate peace by strengthening the protection of human rights. ADHUC will host a series of human rights workshops and training sessions in Brazzaville and the interior of Congo. The workshops will train leaders to monitor and document human rights violations and to act as mediators for the peaceful resolution of local conflicts. Senegal Center for International Private Enterprise (CIPE) $75,986 To ensure that small business has a voice and ownership in the continued democratic and economic transition in Senegal. Through CIPE support, the National Union of Commerce and Industry of Senegal (UNACOIS) will develop its formal accounting and reporting systems that safeguard the integrity of the organization. The project will strengthen UNACOIS's advocacy, furthering the economic reform effort in Senegal. Sierra Leone Center for Democracy and Human Rights (CDHR) $30,000* To enhance the promotion and protection of human rights. CDHR will work to popularize the concepts and principles of local government, decentralization and the Local Government Act and to promote the defense of basic human rights principles by district and traditional leaders. CDHR will also host conferences on principles of local governance in Sierra Leone. For Di People Newspaper $20,000 To continue support to the free press. The independent newspaper For Di People will use Endowment support to purchase a printing press and other basic equipment and supplies that will enable it to resume regular Publicationto report on conditions in Sierra Leone. Media Foundation for Peace and Development $29,000 To use the broadcast media to facilitate interaction and dialogue between politicians and the population. The Media Foundation will purchase portable VHF radio transceivers to expand the rural outreach of its radio stations. The equipment will allow community participation in radio programs, including live shows, as well as enable roving journalists to use the transceivers in remote areas. National Democratic Institute for International Affairs (NDI) $250,000 To implement a pilot program for a constituency outreach initiative in the Kono district. NDI will provide support for Kono members of parliament (MPs) in the representation and delivery of services and would seek to resolve confusion for both MPs and citizens on the roles and responsibilities of parliament. Sierra Leone Youths in Crisis Centers $21,151* To promote civic participation and support civil society monitoring of district councils in Sierra Leone. The Center will train civil society and traditional leaders on participatory governance in Freetown and Bo. The Center will also use NED funds for voter education through local language musical and theatrical performances in the western area and southern Province. Somalia Center for Democracy and Human Rights (CDHR) $24,460* To promote collective action among Somalia's civil society organizations. CDHR will work on strengthening the linkages between groups working on democracy, conflict management, human rights and development. The CDHR will hold a series of workshops on democratic institution building, democracy and legitimacy, human rights and conflict transformation. Dr. Ismail Jumale Human Rights Organization (DIJHRO) $46,590* To strengthen the capacity of human rights organizations to investigate, document and advocate against human rights abuses. Activities will include human rights education seminars for women's organizations, the media and human rights organizations. DIJHRO will also continue its daily monitoring, investigation, documentation and advocacy on behalf of human rights throughout Somalia.

The Association will conduct a series of trainings in Beledweyn, the capital of Hiran region, and Mogadishu for women, elders, intellectuals, youth, artists and religious leaders on women's rights, violence against women, girls' education, female genital mutilation, democracy and good governance. Horn of Africa Relief and Development Organization $31,042* To continue promoting democratic governance, peace and responsible community leadership, holistic natural resource management and human and animal health in the Sanaag region. Activities of the organization will include the training of 200 pastoral youth in six selected villages, a traditional camel caravan, entrepreneurial training, an intern program and small community development projects. HornAfrik Media Inc. $43,100* To enhance the capacity of journalists and strengthen their understanding of positive media campaigns for human rights and conflict resolution. HornAfrik will provide training for 20 journalists, who will then conduct field research in preparation for the production of radio programs. The program will include news reports, analysis and features that emphasize peaceful transformation of conflict and the opportunity for peace. Kisima Peace and Development Organization $28,720* To conduct a human rights program. Kisima will collect information about human rights problems and the condition of places of detention and of internally displaced persons (IDP) camps. Kisima will also conduct training workshops on various human rights topics such as monitoring and the guiding principles for IDPs. Somali Human Rights Action (SOHRA) $29,307* To institutionalize, promote and ensure the observation, respect and sustenance of human rights in Somalia. SOHRA will conduct a baseline survey of the human rights situation in Beledweyne and subsequently design and implement four human rights awareness seminars; a network of human rights committees and a team of Area Human Rights Monitors (AHRMs). Yamayska $20,000* To encourage Somalia's civil society to engage in democratic and peaceful solutions to Somalia's clan divisions and governance deficits. Yamayska will bring together elders and local authorities from Galkayo and the surrounding Mudug region in a series of workshops to discuss their differences and how they can coexist. Yamayska will also use newspaper inserts and radio programs to reinforce democratic ideals. Somaliland Agriculture Development Organization (ADO) $20,131* To empower farmer communities to advocate for their rights and promote good governance. The ADO will train village farmers on issues such as democratic rights, advocacy and how to set up farmer institutions. ADO will then assist the farmer committees in the organization of a common District Farmer Institution to advocate for their rights. Barwaaqo Voluntary Organization (BVO) $22,545* To encourage women's participation in the political process. BVO will conduct a program aimed at changing the negative attitude of men towards women in decision making and promote women's leadership, women's political rights and the appropriate methods to encourage women to participate fully in all aspects of the democratic process, including the upcoming elections. Consortium of Somaliland NGOs (CONSONGO) $30,462* To strengthen civil society organizations' and elected officials' capacity and knowledge of democracy, free and fair elections, the rule of law and good governance. COSONGO will conduct trainings for human rights organizations, minority groups and local leadership promoting democratic governance. NED funds will also be used to improve CONSONGO's monthly newsletter as well as broaden its media campaign. Gargaar Organization $20,628* To promote a greater understanding of the role of media in a new democracy in Somaliland. Gargaar will host three four day workshops on democracy, human rights issues and journalism. In addition to the workshops, Gargaar will continue its ongoing activities of monitoring press freedom, advocating on behalf of media professionals and endorsing human rights and democracy awareness among the media. Institute for Practical Research and Training (IPRT) $37,480* To increase public transparency on issues in the House of Representatives. The Institute will work to further advance Somaliland's fledgling institutions through the Publicationof the Xog Warran, the official bulletin of the lower House. IPRT will also form group discussions and training workshops for the media to improve their skills. Horn of Africa Voluntary Youth Committee (HAVOYOCO) $40,744* To enhance the capacity of marginalized groups to participate in the future of Somaliland. HAVOYOCO will use its circus as a community education tool, documenting performances for broadcast on the radio and television, as well as through newspaper coverage. HAVOYOCO will also organize youth capacity building workshops, as well as five youth symposiums on the political decision making process of Somaliland. Kulmis Umbrella Organization $18,180* To continue to promote women's rights in the society. The Kulmis Umbrella Organization will support gender equity and women's participation and access to resources through a program of training workshops for its member organizations on various topics related to women's rights, women in politics, civic education and strategic planning. South Africa International Republican Institute (IRI) $50,000 To promote effective policy alternatives to proposed legislation that threatens to undermine freedom in South Africa by emphasizing liberty, good governance and economic freedom. IRI will support the South African Institute of Race Relations' watchdog program, monitoring the democratic process in South Africa and their progress to an un-prejudiced society. Sudan Babiker Badri Scientific Association for Women Studies $40,000* To conduct a program of democracy training and the expansion of women's rights. The Babiker Badri Association will conduct workshops on democratic concepts and good governance for journalists, political parties, youth and NGO activists; continue Publicationof its Women magazine; organize seminars on post-conflict collaboration and conduct research on violence against women. Centre for Documentation and Advocacy (CDA) $55,100* To create awareness among the southern Sudanese on peace, human rights and good governance. CDA will continue publishing and distributing its monthly magazine, the South Sudan Post. The organization will also publish various peace agreements and international conventions, conduct workshops in the Upper Nile Region and establish a community resource center in Akobo County. Community Development Center (CDC) $32,372* To raise human rights awareness and promote peace culture, tolerance and reconciliation in various communities in Upper Nile State. CDC activities will include investigation and documentation of human rights violations, provision of paralegal services for the disadvantaged, organization of civic education workshops on the Sudanese constitution and the Naivasha protocols and distribution of booklets on human rights issues. The Environmentalists Society $40,000* To continue conflict mitigation in northern Darfur and expand its program to include the Nuba Mountains and Blue Nile State. Program activities will include regional training workshops on post-conflict society, peace and environment forums for internally displaced persons and the production and distribution of teaching manuals on conflict resolution and peace building in Sudan. Freedom Equality Peace Society (FEPS) $30,000* To build the capacity of youth for advocacy on democracy, conflict resolution and human rights. FEPS will organize a series of training-of-trainers workshops throughout Sudan targeting youth, nongovernmental and community based organizations. The workshops will address conflict resolution and peace, human rights and gender development, leadership skills and democracy, and facilitate a network of youth organizations in Sudan. Khartoum Monitor (Grand Service Co.) $20,000* To support an independent press. The Khartoum Monitor will continue its Publicationand reporting on issues of concern to southern Sudan. Monitor topics include the war, peace process, NGO activities, economic development and health for its target audience of southern Sudanese and international communities in Sudan. Mutawinat (Women Cooperating) $36,200* To empower Sudanese women by providing direct legal service. Mutawinat will offer legal aid to disadvantaged Sudanese women, taking on a target of 2,500 cases before the Sudanese courts in Khartoum and ten other cities. NED funds will also provide office rent, salaries and consultation enabling Mutawinat to reconstitute itself as a nongovernmental organization. National Democratic Institute for International Affairs (NDI) $140,634 To encourage political dialogue. NDI will conduct focus group research in southern Sudan that will gauge the southern Sudanese population's opinions and viewpoints and provide information on the southern perspective that has not been previously available on a variety of issues. The Foundation will conduct extensive trainings for internally displaced persons and other disadvantaged communities on human rights and peace building, as well as numerous out-reach training programs targeted at internally displaced persons.

The Center will host a conference on education and conduct a program to research and monitor the problem of corruption in government ministries and the private sector. The Center will also conduct a survey to assess public perceptions of corruption and utilize the results to launch a public campaign against corruption. United Negro College Fund Special Programs Corporation (UNCFSP) $50,000* To raise the awareness of citizens of Darfur on human rights, democracy and good governance. The UNCFSP will open a field office and establish a Project Advisory Group to identify and access focus communities, and produce a comprehensive and detailed human rights report to serve as a guideline for the implementation of a series of workshops and focus group activities. Voters Education Center $40,000* To address the great need for civic education to increase the chance for free and fair voting. The Center will establish four offices to hold public meetings and produce publications. The publications will explain the meaning of self-determination, the relationship between voting in a referendum and voting for political representatives and the responsibilities of a voter towards these democratic institutions. Tanzania Center for International Private Enterprise (CIPE) $76,315 To collaborate with the Confederation of Tanzania Industries to create a broad-based awareness of business rules and regulations in Tanzania and provide a forum for public debate and reform. By educating its members, government and the general public, the project will contribute to the building of a functioning, rules-based market economy that fosters economic growth and tax revenues to further social goals. Togo La Conscience (The Conscience) $19,537* To reinforce a democratic culture with intensive civic education in schools and professional settings. La Conscience will conduct ten human rights and democracy education workshops and four social dialogues. Participants will be exposed to institutions and characteristics of a functioning democracy, human rights education and the responsibilities of civil society. An informational manual to guide the training will be produced in French, Ewe and Kabe. Uganda Center for International Private Enterprise (CIPE) $155,949 To continue to support the Federation of Uganda Employees (FUE)'s work organizing local employers to understand and comply with the rule of law. CIPE's "Decentralizing Advocacy" program through FUE will advocate for policies and regulations that reflect local business input and stimulate local and outside investment. Foundation for Human Rights Initiative (FHRI) $80,000 To investigate abuses of media freedom, judicial independence, human rights, conditions in IDP camps, democratic reform and peacebuilding in northern and eastern Uganda. Reports on research findings will be compiled into the Annual Human Rights Report on Uganda. Activities will also include a seminar on the African Court on Human Rights and an advocacy program to expand human rights protections. International Republican Institute (IRI) $175,000 To encourage women's participation in the political transition, survey public opinion and provide a forum for dialogue between civil society and political parties. IRI will ensure women are incorporated into political parties, provide technical expertise and increasing local capacity to gauge public opinion and host issue-based dialogue for stakeholders. Kituo Cha Katiba (KCK) (Constitutional Center) $37,237* To promote discussion on critical political issues and support advocacy efforts towards a multiparty democracy. KCK will organize a two day conference for 25 judges, lawyers and parliamentarians on rule of law and strengthening the judiciary. After the conference KCK will publish 100 conference reports for other NGOs working on similar issues. Lwo Development Incorporated (LDI) $35,100 To strengthen peace building and psycho-social support among Acholi communities and traditional leaders in northern Uganda. LDI will reintegrate child soldiers into their communities using culturally appropriate conflict resolution mechanisms. LDI will also produce radio programs on peace and human rights and conduct peace meetings to train traditional chiefs in peace building methodology. National Democratic Institute for International Affairs (NDI) $70,317 To support and encourage the political shift to multipartyism in Uganda by enhancing the role of issue caucuses. NDI will conduct a series of consultative meetings with members of parliament to ascertain the status of existing issue caucuses and to gather information on parliamentary initiatives. NDI will also hold two roundtables to assist members of parliament with issues of concern to them and their nascent parties. Zimbabwe American Center for International Labor Solidarity $136,839 To work with the Zimbabwe Congress of Trade Unions to promote democracy prior to the 2005 parliamentary elections. Activities will include the development of civic and economic education materials to ensure the voice of the workers. Centre for Policy Studies $40,055 To prepare civil society to take an active role in political change in Zimbabwe and facilitate negotiations between politicians and civil society leaders in Zimbabwe on political transition. The Centre will conduct research and publish policy briefs on Zimbabwe's two main political parties, MDC and ZANU-PF. The Centre will also publish monographs on transition mechanisms and civil society's role in shaping a political transition. National Democratic Institute for International Affairs (NDI) $100, 436 To strengthen political parties' capacity to compete in the electoral process and promote the establishment of a new electoral framework in Zimbabwe. NDI will further its support for Zimbabwe's political parties by helping strengthen their organizational capacity. NDI will organize retreats for political party leaders on assessing and improving the political climate in Zimbabwe. ZimRights $24,807* To promote the spirit of non-violence, tolerance and democratic principles among youth. ZimRights will conduct research on conflict and related issues; host youth workshops and conflict resolution trainings in Harare province; organize peace marches and strengthen the network of youth organizations which will campaign against youth violence and promote tolerance and respect for divergent views. Africa Regional Africa Judicial Network (AJN) $39,800 To establish a secretariat in Kampala, Uganda. The Secretariat will serve an administrative and coordinating role for the Network. Funding will be applied towards the salary of the bilingual AJN executive secretary. The Secretariat will facilitate the exchange of lessons and practical information among AJN members concerned with the enforcement and maintenance of the rule of law. American Center for International Labor Solidarity $186,840 To strengthen union technological capacity. ACILS will organize a series of workshops in Kenya, Nigeria and South Africa increasing expertise with this new technology. Twelve unionists will participate, enhancing the capacity to leverage technology and advocate for better policies. Center for International Private Enterprise (CIPE) $152,825 To strengthen the professional expertise of Kenyan and Nigerian businesses. The project will train members of the Nigerian Association of Small Scale Industrialists and Kenya's Jua Kali Association in management techniques, public policy advocacy and promotion of democratic development. These trainings will help reinforce business networks and equip Nigerian and Kenyan professional associations to contribute to their countries' consolidation of democracy, financial management and economic growth.
