Andean Region
American Center for International Labor Solidarity $736,800 To promote the development and capacity of democratic unions. Economic and technical support will be provided for strategic development of contract proposals, negotiations and support actions for unions in at least two important sectors per country. ACILS will hold workshops for negotiators and union leadership to develop specific plans for advancing and negotiating the proposals. The workshops will be held in each country and local consultants will assist in the production of training and promotional materials. Argentina Asociación por los Derechos Civiles (Association for Civil Rights) $64,872 To increase the transparency of congress and accountability of legislators. The Association will prepare educational materials on congress for journalists and secondary school students; monitor and publish the votes of individual congressmen and senators and prepare reports on the recent votes of incumbent congressional candidates in anticipation of congressional elections in November. The Association will extend its program from the national level to the provincial level in three provinces during this second year of NED funding. Center for International Private Enterprise (CIPE) $100,912 To improve public and congressional debate on fiscal policies. CIPE will work with the Center for the Implementation of Public Policies Promoting Equity and Growth to bring together a team of economists to prepare monthly briefings on fiscal and budget policies for members of congress, academic experts and the Ministry of Economy. Centro de Estudios Legales y Sociales (Center for Legal and Social Studies) $60,000 To strengthen the capacity of organizations that promote and protect human rights in the interior of Argentina. CELS will continue its exchange program in which representatives from organizations in the interior come to Buenos Aires to receive intensive training on human rights and design their own programs based on the human rights situation in their respective provinces. CELS trainers will then travel to the home provinces of participating organizations to conduct workshops on human rights and support the implementation of local projects. Fundación Nueva Generación Argentina (New Argentine Generation Foundation) $46,804 To promote democratic decision making within neighborhood associations in the province of Santa Fe. FNGA will conduct training for association leaders on democratic leadership, local government and mediation. Participants will discuss matters of common interest and coordinate activities. FNGA will also use these workshops to compile the experiences of the neighborhood associations into a training manual on promoting citizen participation. International Republican Institute (IRI) $225,000 To promote political reforms in the key provinces of Buenos Aires and Santa Fe. Working with the Center for the Implementation of Public Policies Promoting Equity and Growth, IRI will help develop new political leaders by providing training seminars to promising young professionals interested in politics and public affairs. Poder Ciudadano (Citizen Power) $85,000 To strengthen local community organizations in citizen participation, civic education and advocacy in six provinces of Argentina. Poder Ciudadano will conduct a training-of-trainer workshop for representatives of local community organizations; assist representatives in designing projects to encourage citizen participation in government and provide follow-up assistance as the projects are carried out. Bolivia Center for International Private Enterprise (CIPE) $128,825 To assist the Santa Cruz Chamber of Industry, Commerce, Services and Tourism reduce corruption in public procurement processes. The two organizations will seek a consensus among national and regional business organizations on a revision of Law 27040 which will establish equal rights for all participants in public bids and provide the necessary controls to guarantee that all types of companies have the same opportunity to obtain government contracts. Colombia Asociación de Grupos Juveniles LIBERTAD – AfroAmérica XXI (Association of Youth Groups "FREEDOM") $56,030 To promote Afro-Colombian citizen participation in the local governments of Valle del Cauca and Cauca states. The Association will work with Afro-Colombian leaders to create municipal and state agendas in Cauca and track the implementation of municipal and state agendas in Valle del Cauca. The Association will also continue political leadership training at two local universities and develop a weekly television program focused on Afro-Colombian issues of public interest and publish a monthly newspaper. Center for International Private Enterprise (CIPE) $100,676 To raise awareness of the needs, benefits and costs of upcoming economic reform legislation. CIPE and the Foundation for Higher Education and Development will produce ten monthly policy briefs to be distributed among legislators, their advisors and the media; produce at least three position papers on specific concepts that are being reviewed for constitutionality for the Constitutional Court; and promote debate on legislative reform projects among legislators and their advisors, magistrates and their staff, the media and civil society organizations. Federación Nacional de Concejales (FENACON) (National Federation of Council Members) $90,000 To continue to improve the capacity of FENACON and to serve and represent the needs of its members throughout the country. FENACON will train regional human rights coordinators to form an early alert network that will provide timely alerts on the whereabouts of guerrilla and paramilitary fighters, train members in municipal management and provide legal advice and human rights assistance to members. Fundación para un Nuevo Periodismo Iberoamericano (Foundation for a New Iberoamerican Journalism) $69,327 To promote respect for freedom of expression and preserve the integrity of journalism in Colombia. A series of training workshops will be held for reporters, editors, press agencies and news directors to discuss the results of a media monitoring project. Endowment support will also fund an alert network for the protection of journalists; the network will inform of attacks against journalists and prepare monthly and annual reports on the state of freedom of expression in Colombia. Fundación Seguridad y Democracia (Security and Democracy Foundation) $44,800 To promote an informed debate on the armed conflict and crime in Colombia. Fundación will research and compile information on various aspects of the internal armed conflict and the crime rate to promote an informed public debate among decision makers and the public at-large. Fundación will then produce newsletters and various articles for mainstream media that promote transparency and accountability in the management of the country's security and defense. Liga de Mujeres Desplazadas (League of Displaced Women) $51,919 To provide human rights and leadership education and social and legal services to displaced women in the department of Bolívar. The League will provide monthly training in human rights and leadership skills as well as services for trauma relief and legal support. League staff will also help maintain the five existing centers and create three new ones to reach and serve more displaced women and children. National Democratic Institute for International Affairs (NDI) $72,215 To promote reform and new leadership in Colombian political parties. Training and technical assistance will be provided to improve the performance of parties in legislatures, reform party statutes and internal democracy structures and build communication and outreach capacity of local branches of political parties. PLURAL – Corporación Centro de Estudios Constitucionales (PLURAL –Corporation Center for Constitutional Studies) $70,000 To promote local access to justice and support for the justices of the peace tribunal system in 14 municipalities in the department of Valle del Cauca. PLURAL will work to consolidate support for the justice of the peace tribunal system at the policy and budgetary levels among newly elected local authorities. PLURAL will also strengthen its support network, provide training to justices and continue to evaluate the work of the justices. Universidad de Los Andes (University of the Andes) $75,112 To promote a transparent and accountable congress. The University's Political Science Department, which hosts the Congreso Visible (Visible Congress) project, will promote marginalized citizens' access to elected local and national government officials through training workshops and meetings with representatives. In addition, the University will monitor the work of the Colombian congress and train its staff on the use of the congressional database. The project will also continue to provide information on its activities to the public via its website, mainstream media and regional forums as a way of increasing the accountability of elected officials to the electorate. Cuba Center for a Free Cuba $55,000 To provide humanitarian assistance and emergency relief to political prisoners and their families. Assistance will go to family members of the prisoners detained in the March 2003 crackdown as well as the more than 280 prior political prisoners. Cuban Committee for Human Rights $65,000 To support human rights in Cuba. The Cuban Committee for Human Rights will work with the U.N. Human Rights Commission in monitoring and investigating the human rights conditions in Cuba. The Committee will publish and disseminate both in Cuba and internationally, news and information about the human rights situation in Cuba and provide humanitarian assistance to political dissidents and prisoners of conscience in Cuba. CubaNet $41,000 To promote independent journalism and freedom of expression in Cuba. Endowment funds will allow CubaNet to continue supporting the professional development of independent journalists. Disidente Universal de Puerto Rico (Universal Dissident of Puerto Rico) $57,000 To increase the flow of independent information to Cuba through publications of the monthly journal, El Disidente, containing articles and editorials from activists living on the island, dissidents living in exile and international news organizations. Federación Sindical de Plantas Eléctricas, Gas y Agua (Federation of Electric, Gas and Water Plants in Exile) $78,000 To document labor rights violations inside of Cuba. The Federación Sindical de Plantas, Eléctricas, Gas y Agua will establish a training center dedicated to labor rights inside Cuba; conduct research and write reports on labor conditions in Cuba; and disseminate information both inside Cuba and internationally on labor rights violations committed by the Cuban government. Fundacion Encuentro de la Cultura Cubana (Encounter Magazine) $85,000 To provide support for production of the quarterly journal Encuentro. Encuentro is dedicated to discussion and promotion of political change in the larger context of Cuban culture, philosophy, and history. Fundación Hispano Cubana (Hispano-Cuban Foundation) $ 75,700 To increase the flow of independent information to Cuba. The Foundation will publish three editions of its journal Revista Hispano Cubana, which will be distributed within Cuba and internationally. The Foundation will post each edition on the journal's website, as well as prepare 16 previous editions of the journal in CD ROM format. International Republican Institute (IRI) $ 412,678 To help the Cuban Democratic Directorate (Directorio) continue its development of prodemocracy materials for distribution in Cuba. Directorio will also disseminate information about Cuba's democracy movement to the international community; maintain its contacts with pro-freedom activists and citizens in Cuba and produce radio broadcasts about the activities of the pro-freedom movement in Cuba. National Democratic Institute for International Affairs (NDI) $140,000 To strengthen the ability of advocates to increase international awareness of and support for the Varela Project. NDI will work with the International Committee to Support the Varela Project with activities to disseminate information about Varela Project activities and organize conferences and meetings. Pan American Development Foundation $45,000 To work with and promote independent libraries inside Cuba. PADF will provide direct assistance to independent libraries in Cuba and promote international awareness of the library movement. Independent library representatives will travel to Latin America and Spain to meet with librarians, universities, think tanks and other organizations to enlist their support for individual libraries and the libraries movement. People in Need Foundation (PINF) $65,000 To work with various independent groups in Cuba to develop their capacity to produce and distribute samizdat. PINF will also help organize the first meeting of the International Committee for Democracy in Cuba to be held in Prague. Red Feminista Cubana, Inc. (Cuban Feminist Network) $30,000 To promote women's rights in Cuba. Red Feminista will establish contacts with women's movements throughout the world, collect materials and initiate a series of training programs inside Cuba for independent women activists. Red Feminista will work with women's groups inside Cuba to disseminate information on the strategies and activities of women's movements in other countries. Ecuador Fundación Q'ellkaj (Q'ellkaj Foundation) $51,179 To increase participation and inclusion of indigenous communities in local government. Q'ellkaj will collect municipal candidates' platforms and distribute the information to the community at-large; hold citizen forums to facilitate candidate and citizen interaction and monitor the implementation of the campaign promises of newly elected officials once they take office. Guatemala Asociación de Investigación y Estudios Sociales (Association for Research and Social Studies) $35,000 To conduct a pilot project to promote effective civil society participation in the local government of Sololá state. The Asociación will conduct workshops to increase the awareness of civil society representatives in the state development council of local interests and demands, and to help the representatives effectively participate in council meetings. Center for International Private Enterprise (CIPE) $185,941 To increase the democratic participation of informal sector entrepreneurs and promote policies to remove barriers to their formal participation in the economy. CIPE and the National Economic Research Center will conduct a study to measure the size of the informal economy in indigenous communities and the cost of formally opening and operating a business. The study will also look at indigenous business practices and the links between informality, poverty and ethnic tensions. Findings on informality will be presented through a series of conferences and lectures, as well as newspaper articles and interviews. Centro Mesoamericano para Accion Sostenible en Derechos Humanos (MesoAmerican Centre for Sustainable Human Rights) $42,000 To enhance the capacity of Guatemalan grassroots human rights organizations to promote and protect human rights. Working with ten organizations, the Centre will provide technical assistance in organizational development, monitoring and self-evaluation techniques; conduct training on project planning, design and management and hold a regional training workshop to allow the groups to share experiences with human rights groups from Honduras and Mexico. Instituto de Enseñanza para el Desarrollo Sostenible (Training Institute for Sustainable Development) $57,560 To promote an effective and democratic police force. IEPADES will produce a manual on police procedures in the treatment of crime victims for use in training workshops for police officers and authorities throughout Guatemala. IEPADES will also create a train-the-trainers guide to multiply the impact of the police training workshops. A second training program will be created to conduct another set of workshops in the department of Guatemala with the manuals on crime prevention created last year. International Republican Institute (IRI) $245,000 To promote responsive and ethical political parties. IRI will conduct youth leadership training initiatives in all 22 departments in Guatemala. A new component of this year's project will be a six month postgraduate degree for young political leaders in transparency and governance in conjunction with the Rafael Landívar University. Haiti Center for International Private Enterprise (CIPE) $30,500 To create representation of the informal sector in business association initiatives in Haiti. The formal Haitian business community will reach out to the informal sector to learn about its challenges and invite informal sector representative institutions to join the business consortium to participate in the new public-private partnership to craft a National Business Agenda. CIPE and the Center for Free Enterprise and Democracy will modify the existing National Business Agenda to better reflect the demands and needs of both formal and informal entrepreneurs. Centre de Formation Citoyenne et d'Appui au Developpement (Center for Citizen Education and Development Support) $68,800 To help community leadership groups address local demands. CEFCAD will identify approximately 15 community leadership groups throughout Haiti to participate in a program of training and financial support. CEFCAD will train these groups in community organization and outreach, problem identification, proposal writing, project management, budgeting and mobilization of resources. Once the training is completed, CEFCAD will provide small sub-grants to the groups to help them carry out community development projects. Fondation Espoir (Hope Foundation) $50,000 To increase the political awareness and participation of Haitian youth. The program will bring together 120 community youth leaders from across Haiti for regional and national conferences. Participants will develop local and national agendas for Haitian youth. Once the agendas have been developed, Fondation Espoir will work with community groups to implement local projects in collaboration with local citizens and governments to improve opportunities and activities for youth. Mexico Acción Popular de Integración Social (Popular Action for Social Intergration) $45,000 To empower indigenous and semi-rural women. Women's groups in three key states will serve as nonpartisan and independent advocates of gender and equity issues. Acción will also monitor the level of transparency and accountability of the federal congress and 20 state legislatures in their allocation of resources for issues that affect women's lives. Acción will engage in dialogue with the newly-elected legislators that will serve in the federal congress' gender and equity committee. Center for International Private Enterprise (CIPE) $49,683 To build consensus within a coalition of representative labor unions and business organizations to advocate for labor reform. CIPE and its partner Confederation of Employers of the Republic of Mexico (COPARMEX) will meet with federation and union leadership to strengthen the alliance between business and labor groups and will also meet with members of congress and congressional committees to assess attitudes in congress about labor reform. Finally, COPARMEX will organize an international labor forum in which employers, workers, public officials and civil society organizations can discuss the benefits of reforming the labor law. Centro de Encuentros y Diálogos, A.C. (Center for Encounters and Dialogue) $36,724 To build collaboration between local government and citizens. The Center will educate citizens on municipal management and budgeting procedures; work with newly elected local governments and citizen leaders to develop a public agenda and establish mechanisms for transparency and accountability. Democracia, Derechos Humanos y Seguridad, A.C. (Democracy, Human Rights, and Security) $68,900 To improve the relations between police and community and promote citizen participation in the police reform process. DDHS will conduct research studies on police-community relations to further understand the origins of police corruption and abuse and the extent of citizen oversight in police institutions. DDHS will hold two forums and two training workshops focused on informing and engaging citizens to promote an understanding of what is required to reform the police. Finally, DDHS will undertake an extensive police reform public information campaign in print and broadcast media. Instituto para la Seguridad y la Democracia, A.C. (Institute for Security and Democracy) $65,380 To promote an accountable police force in Mexico. The Institute will conduct research on the state of corruption and abuse in the police and the existence of measures to deter such conduct. The Institute will also develop a manual containing guidelines that define acceptable police conduct and mechanisms to enforce accountability. Libertad de Información México (Freedom of Information Mexico) $50,000 To promote legislation that supports transparency in government and protects personal information. Libertad de Información México will conduct training seminars for legislators, academics, public officials and the media and will design a publicity campaign and implement pilot projects in three states. National Democratic Institute for International Affairs (NDI) $114,000 To generate further discussion within Mexican political parties regarding reforming party structures. NDI will strengthen party training institutes in Mexico through a program that will include a national workshop, follow-on technical assistance and materials distribution. Nicaragua Instituto de Estudios Estratégicos y Políticas Públicas (Strategic Studies and Public Policy Institute) $42,000 To increase knowledge and participation of civilians in the discussion and formulation of public policies in defense and security. The Institute will conduct research on policy related themes; provide technical assistance to the legislature and the Defense Ministry and provide advice and training to public officials on matters of defense and security. The Institute will also work with regional counterparts in Central America with the goal of creating a Central American network of NGOs and think tanks working on security and defense. Instituto Nicaragüense de Estudios Humanísticos (Nicaraguan Institute for Humanistic Studies) $45,000 To promote informed citizen participation and accountable local governments. INEH will conduct five training workshops on the role of local and central governments and citizen oversight with citizens and elected local government officials in five municipalities in Nicaragua. INEH will establish a citizen participation commission comprised of governmental and nongovernmental actors in each municipality that will be responsible for providing recommendations to the municipal governments based on citizen concerns. International Republican Institute (IRI) $200,000 To promote reform and new leadership in Nicaraguan political parties. IRI will conduct a series of youth leadership training seminars; work with political parties to promote two-way communication between parties and their constituents and democratize internal party structures and organize a series of consultations and public fora to discuss electoral law reforms with civil society leaders, party members, academics, local organizations and policymakers. National Democratic Institute for International Affairs (NDI) $38,700 To bolster transparency in and promote awareness of political party campaign financing. NDI and will work with Ética y Transparencia (Ethics and Transparency, or ET) to monitor political party and campaign finances prior to municipal elections in November by tracking political advertising in print and electronic media and accessing information directly from political parties. Following the elections, ET will collaborate with other civic groups to track promises made in popular campaign ads and hold elected municipal officials accountable to their constituencies. Peru Comisión Andina de Juristas (CAJ) (Andean Commission of Jurists) $60,660 To improve transparency in the judicial branch by promoting citizen monitoring of the judiciary. CAJ will bring citizens together in five regions to form citizen monitoring committees, provide training in information gathering and monitoring techniques and aid the committees in disseminating the results of their monitoring activities. The findings of the committees will be published monthly on the CAJ website and will be compiled into a series of reports on judicial transparency at the conclusion of the project. Instituto de Estudios Políticos y Estratégicos (IDEPE) (Political and Strategic Studies Institute) $75,017 To increase the capacity of civilians to oversee and manage defense and security policy. IDEPE will train civilian leaders in military and strategic issues, continuing its work with congress and the civilian defense ministry in the reorganization and redefinition of civilian defense and security institutions and policy. IDEPE will conduct a course for civilian leaders from the executive and legislative branches of government; continue to inform the public about defense and security issues and conduct an international seminar on intelligence sector reform. International Republican Institute (IRI) $300,000 To promote greater understanding of the role of political parties in a democracy and of the basic practices of a successful political party. IRI will conduct a program to train party leaders and members in capacity building, effective ethical financial management and promote dialogue facilitation and consensus building between new regional authorities and the central government. J.M. Arguedianos Training Center $25,000 To strengthen civic leadership and participation of youth. The Center will train 60 young leaders from the department of Junín in the rights and responsibilities of citizenship, democratic values, human rights and leadership. Following the training sessions, the young leaders will work together, accompanied by the Center, to develop and execute projects to promote citizen participation at the regional and local levels. National Democratic Institute for International Affairs (NDI) $72,863 To promote reform and new leadership in Peruvian political parties. Training and technical assistance will be provided to improve performance of party parliamentary groups in legislatures; reform party statutes and internal democracy structures and build communication and outreach capacity of local branches of political parties. Peruvian Press Council $61,850 To improve the transparency of local government. The Council will conduct a training session for representatives of regional and local governments who have been designated to respond to the public's requests for information. The Council will also host workshops for local government officials on implementing the law at the local level. Proética – Consejo Nacional para la Ética Pública (Proética – National Council for Public Ethics) $40,000 To promote anti-corruption in the region of Lambayeque. Proética will conduct workshops for government officials and civil society representatives on transparency in public procurement, access to information and citizen monitoring. Proética will also design a public education plan to inform citizens about the anti-corruption plan for Lambayeque. Venezuela Acción Campesina (Farmers in Action) $65,000 To promote the rights of small farmers at the national and local levels. Acción Campesina will advocate for policy reform on agriculture and land redistribution. Acción Campesina will also serve as a source of information to policy makers, political parties and civil society on the implementation of national laws and effects on the rural sector and on small farmers. Acción para el Desarrollo (Action for Development) $12,420 To conduct civic education in conflict resolution and community leadership. Acción para el Desarrollo will conduct workshops for leaders of local "neighborhood associations" in poor neighborhoods in and around Caracas. The workshops will focus on the themes of democratic values; the role of civil society and community organizations in democracy; how to negotiate and mediate local conflicts; the Bolivarian constitution and the rights of Venezuelans and how to address the violation of political and human rights. Asociación Civil Consorcio Justicia (Justice Consortium) $67,000 To monitor the judicial system and its operation and work with the congress to improve legislation and laws. Consorcio Justicia will work with local organizations outside Caracas and with Ecuadorian and Peruvian NGOs to share information and programs and establish a regional judicial observatory. In addition, Consorcio Justicia will work with the Peruvian NGO Institute for Legal Defense to establish a democratic leadership training program that will train local and community leaders in the interior of Venezuela. Asociación Civil Consorcio Justicia – Occidente (Justice Consortium – West) $16,000 To strengthen community leadership and peaceful resolution of conflict. Consorcio Justicia-Occidente will work with local community organizations in four municipalities in the state of Táchira to train over 100 community leaders in democratic rights, community organization and techniques of conciliation and negotiation. Consorcio Justicia-Occidente will then work with these leaders in their communities to help them carry out projects to develop strategies for addressing local problems. Asociación Civil Justicia Alternativa (Alternative Justice) $13,980 To promote conflict resolution and participation at the local level. Justicia Alternativa will train community leaders and elected officials in the city of Girardot in Aragua state. Through the training and follow-up, Justicia Alternativa will bring together community representatives and locally elected officials to initiate a dialogue for the development of communities and neighborhoods. Asociación Civil Liderazgo y Visión (Leadership and Vision) $56,000 To conduct a human rights and democracy training program for officers of the police force. Liderazgo y Visión will train a total of twelve representatives in each branch of the police force in and around Caracas to serve as coordinators for follow-up and to help organize and conduct courses and informal workshops in the future. Center for International Private Enterprise (CIPE) $92,488 To increase the political participation and representation of informal sector entrepreneurs. CIPE and its Venezuelan partner Center for the Dissemination of Economic Knowledge will conduct a survey of the informal sector in Sucre and Baruta; conduct outreach initiatives including workshops, fora, and publication of an informational brochure and promote debate and discussion on the informal sector among government leaders at the local and national levels. Center for International Private Enterprise (CIPE) $33,006 REPROGRAMMED 2001 FUNDS To promote a debate on the relationship between institutions and economic growth. CIPE and its local partner, Center for the Dissemination of Economic Knowledge, will conduct a two-day international conference to bring together in Caracas leading scholars, businessmen and women, political leaders, university student leaders and representatives of think tanks throughout the Americas to discuss how to promote institutional reform, economic growth and the role of a liberal society in that process. Center for Justice and International Law (CEJIL) $90,000 To promote and defend human rights in Venezuela. CEJIL will continue to present and litigate cases before the Inter-American System (IAS); train human rights activists, journalists, and young leaders in international human rights standards and the use of the IAS and support and encourage Venezuelan NGOs and civil society organizations in their efforts to defend human rights and promote reasoned discourse and dialogue over the future of human rights and democracy in their country. Centro al Servicio de la Acción Popular (CESAP) (Center for Service to Popular Action) $60,000 To monitor the impact of poverty alleviation programs and social development and change in Venezuela. CESAP will develop a network of local community groups to monitor local social programs and their implementation and will publish a report based on its findings which will be distributed nationally and internationally. Fundación Justicia de Paz del Estado Monagas (Justice of Peace of Monagas State Foundation) $11,490 To promote women's leadership and conflict resolution at the local level. Fundación Justicia de Paz will work with community organizations throughout the state of Monagas to train local women leaders and female judicial officials in peaceful resolution of conflict, constitutional rights and state judicial institutions. Instituto de Prensa y Sociedad – Venezuela (Press and Society Institute – Venezuela) $72,000 To promote and defend freedom of expression. Instituto de Prensa y Sociedad – Venezuela will support an alert network, which reports attacks against journalists that occur in the provinces and in Caracas. Training workshops to strengthen the investigative reporting skills of journalists will also be held. International Republican Institute (IRI) $285,000 To promote the development of responsive, democratic political parties. IRI will focus its efforts for long-term party strengthening through political platform development, internal and external communications, strengthening party structure, coalition building and youth involvement in the parties. IRI will offer trainings to all of the major political parties across the ideological spectrum. IRI will work to expand party outreach to marginalized groups through trainings for local party officials. IPYS will continue its efforts to strengthen a network of journalists in the Andean region. The network will issue alerts when there is a credible threat or attack against a journalist or the media and will publish an annual report on freedom of expression in the region. The network will also provide legal assistance to journalists and the media and will serve as the Latin America correspondent for the International Freedom of Expression Exchange. National Democratic Institute for International Affairs (NDI) $221,274 To strengthen political parties throughout Latin America and the Caribbean. NDI will provide young, reform-minded political party leaders with leadership skills and practical strategies for advancing reform and modernization efforts. NDI will select project participants, develop materials and curriculum, conduct a seventh regional leadership development seminar and provide follow-on support to participant party-strengthening initiatives. National Democratic Institute for International Affairs (NDI) $40,000 To strengthen political parties through the exchange of information and experiences. NDI will maintain and expand its Political Party Network website; develop materials on party reform issues; maintain and enhance the Political Party network with the incorporation of new technologies and online tools and sponsor travel and facilitate virtual consultations between experts and political parties seeking technical assistance on key party reform issues. SER en el 2000 (SER in 2000) $97,050 To promote the capacity of civilians in the area of security and defense.
