To increase the awareness of unions and informal workers about the situation of workers in the informal economy and their need for representation. ACILS will develop educational tools to assist unions in outreach to informal workers; build the capacity of unions and activists to advocate for informal workers' rights and generate a template curriculum for training activists that identifies best practices and lessons from failed attempts.

To prepare civil society organizations, principally trade unions, to deal with the social and political impact of the elimination of the quota system under the phase-out of the Multi-Fiber Agreement. ACILS will conduct regional seminars in Africa, the Americas and Asia that will focus on building the capacity of trade union leaders to engage employers, brands and governments around this issue. Other activities will include follow-up workshops and meetings.

To strengthen international support for the International Labor Organization's Declaration on Fundamental Principles and Rights at Work. ACILS will continue to maintain a full-time coordinator at the International Confederation of Free Trade Unions' offices in Brussels to design awareness campaigns regarding the ILO Declaration and its follow-up program.

To increase awareness of workers' rights abuses in China, Colombia, Jordan and Namibia among trade unionists, NGOs and human rights organizations. ACILS will promote cooperative advocacy for reform of labor issues. Activities will include the translation and printing of country reports on worker rights in China, Colombia and Jordan and the training of activists in Jordan and Namibia to monitor worker rights conditions.

To consolidate various CIPE association materials into a practical guide useful for current and potential grantees. CIPE will update resources for business associations; initiate a major communications campaign on associations' values and highlight winning strategies from around the globe to encourage associations and chambers to take a role in building democratic market-based economies. The project will produce updated publications, an interactive section within the Virtual Business Association and translation of materials into Arabic, Russian and other key languages to support CIPE programs.

The project will analyze CIPE's recent post-conflict experiences, indicate priority reforms and recommend practical methodologies for undertaking them when establishing crucial groundwork in emerging democracies and reconstructing economies.

To encourage women's political participation. NDI will address the issue of the global discrepancy in the political participation of women by using technology to bridge women's experiences and information through a Win with Women Initiative. NDI will establish an interactive listserv focusing on women and politics to serve as a medium through which activists can provide mutual support, exchange information and lessons learned, and build a repository of information and contacts.

To survey lessons learned regarding the programmatic and operational aspects of the initial stage of NDI programming in a range of post-conflict countries. NDI will use a two-track approach that will include an initial review by functional team staff, followed by the selection of a group of five core countries for a more robust review, with additional field research.

NDI will facilitate the establishment of a coalition and course of action for developing international minimum standards for democratic legislatures in order to mandate legislatures as independent, representative institutions that serve as a check on the executive.

Women's Learning Partnership for Rights, Development and Peace

To continue to strengthen women's leadership capacity in selected countries in Africa, Asia and the Middle East. The leadership training program for women and girls in twelve Muslim majority countries will include the development of culture specific leadership learning materials, creation of a new prototype NGO capacity-building curriculum to enhance partner organizations' institutional capacity and the development of multimedia resources and communication tools.
