Albania Albanian Center for Parliamentary Studies $45,000* To continue publishing its journal, the Review of Parliamentary Law and Politics, which documents and analyzes the work of the National Assembly. The journal is published eight times per year and is distributed to key government officials, political party headquarters, and nongovernmental and international organizations. Albanian Human Rights Group (AHRG) $40,304* To strengthen the judicial system by monitoring the work of the Courts of First Instance and the Court of Appeals in three cities. Monitoring teams will observe court cases and review complaints of human rights abuses. AHRG will also organize two roundtables on judicial reforms, present its suggestions to relevant government institutions, and advocate for the necessary changes. Albanian Institute for International Studies (AIIS) $44,990* To advocate for greater transparency and accountability of local government institutions and to increase citizens' involvement in the decision making process. The AIIS will create a Municipal Corruption Index for six cities, produce a policy paper with recommendations on methods to increase citizen involvement in local government and decrease corruption, and organize roundtables and town hall meetings. Bosnia-Herzegovina Alternativna Televizija $31,196* To promote the transparency and accountability of governmental institutions in Republika Srpska. Alternativna Televizija, an independent TV station based in Banja Luka, will produce weekly investigative documentaries titled "Dossier." The documentaries will address important social, political, and economic challenges facing citizens living in the entity, including corruption and organized crime. Center for Civic Cooperation, Livno $23,400* To continue promoting inter-ethnic reconciliation between Muslims and Croats at the grassroots level in the western Herzegovina region of Bosnia. In cooperation with an expanding network of NGOs and media, the Center will provide training to local citizens in conflict prevention and dispute mediation, responsible journalism, micro-enterprise development, and local public administration. Center for Informational Decontamination $37,870* To promote greater public discourse among citizens of the Republika Srpska on critical issues facing the entity. The Center will produce a series of live television debates on cutting edge social, political, and economic topics affecting residents of the Republika Srpska. Titled "Buka" (Noise), the weekly show will be broadcast on the independent television station Alternativna Televizija. Civil Society Promotion Center $46,000* To encourage greater transparency and accountability of local government in Bosnia-Herzegovina by increasing citizen involvement in the decision-making process. The Center will conduct a series of seminars for local government representatives and community-based NGO leaders in ten municipalities in the Bosnian Federation and Republika Srpska. Helsinki Citizens' Assembly-Tuzla $29,388* To promote youth activism and participation in the local decision-making process in the western Herzegovina and middle Bosnia regions of Bosnia-Herzegovina. The project will include a series of surveys, public debates, seminars, workshops, and issue-based campaigns conducted in cooperation with youth NGOs from the two regions. Helsinki Committee for Human Rights in Republika Srpska $44,960* To continue monitoring the human rights situation in the Republika Srpska (RS), disseminating information on human rights abuses to local residents and the international community, and educating residents of the RS about their basic human rights. The Committee's legal aid office will also provide information on international human rights standards, report human rights abuses, and offer assistance in countering these violations. Independent Radio "Studio N" $42,480* To break the monopoly of government-dominated media in Western Herzegovina by strengthening independent media sources. "Studio N" will use Endowment support to continue broadcasting unbiased news and information. Endowment assistance will allow the station to pay its dedicated staff, and cover part of its basic operating costs.
$34,530* To encourage greater respect for human rights in both entities of Bosnia-Herzegovina. The Tuzla Office will work with the Bijeljina Human Rights Office to operate human rights resource centers, where residents of the Republika Srpska and the Federation of Bosnia-Herzegovina can learn about international standards for human rights and seek assistance in countering human rights abuses. Youth Communication Center $43,350* To promote civic activism among young people in Bosnia-Herzegovina. The Youth Communication Center will train elected representatives of school councils and university associations, create two teams of broadcast journalists, produce radio programs and pamphlets on youth issues, and conduct advocacy campaigns to secure the passage and implementation of two key pieces of education-related legislation. Bulgaria Bulgarian Institute for Legal Development $30,000* To advance young Bulgarians' knowledge of the principles of political and economic reform and prepare youth to play a more active role in strengthening Bulgaria's nascent democracy. The Institute will organize a series of youth seminars and forums in key municipalities in preparation for the June 2005 parliamentary elections. National Democratic Institute for International Affairs $210,000 To help political parties be more inclusive and representative of women while providing skills to the women poised to assume greater leadership roles in Bulgarian politics. Prior to the June 2005 parliamentary elections, NDI will train female activists and candidates from the six parliamentary parties on strategic campaigns, public speaking, internal and external communication, and get-out-the-vote techniques. After the elections, NDI will train newly elected women members of parliament on committee functions and constituent relations. "Tolerance and Mutual Aid" Foundation $28,700* To protect the rights of Roma across Bulgaria and promote their greater political involvement. The Foundation will work with local officials and legal professionals to monitor human rights abuses at the local level and provide legal aid to victims of abuse. The Foundation will also conduct training seminars for young Roma leaders on leadership, human rights abuses, and community and group mobilization skills. Croatia Citizens Organized to Monitor Elections (GONG) $50,000* To encourage youth participation in the political process. GONG will conduct a civic education program for high school students about their role as citizens in a democracy and the importance of participating in elections. Workshop topics will include Croatia's political and electoral system, the basic elements of the country's electoral laws at the national and local level, and voters' rights. International Republican Institute $300,000 To improve communication between political parties and the electorate in Croatia. IRI will work with governing parties to promote effective communication both within the government and with the public, provide practical skills training to young political party leaders, and offer training and assistance to major political parties at the local level. IRI will use public opinion research, both qualitative and quantitative, to assist parties with message development, strategy, and implementation. Kosovo American Center for International Labor Solidarity $60,000* To promote and advocate for the integration of minorities and the development of democratic trade unions. ACILS will work in cooperation with the independent trade union federation in Serbia, Nezavisnost, and the American Federation of Teachers to support teacher unions in Kosovo and further opportunities for trade union cooperation and inter-ethnic dialogue within the Serbian enclaves in the province. Center for International Private Enterprise $130,246 To promote sound corporate governance in publicly-owned companies in Kosovo. CIPE will work with the Riinvest Institute for Development Research to design and implement a good corporate governance framework in Kosovo that will reinvigorate the reform process. Riinvest will promote modern corporate governance principles such as transparency, accountability, and access to information and rule of law by engaging public companies, the government, and civil society. Faik Konica Journalism Academy $20,000* To continue to raise the professional and managerial competence of media professionals in Kosovo and promote the development of a free and democratic media sector. The Academy will conduct a series of courses on the principles of professional journalism and media management for 180 young journalists working in electronic and print media. Humanitarian Law Center $35,782* To create a permanent record of all victims killed or missing in Kosovo from 1998 to 2005, which will contribute to the creation of a collective memory and endeavor to reduce ethnic tensions in the area. The Center will create a database with the number and identity of victims that will serve as the basis for the publication of the Kosovo Book of Victims. "Kosova Live" News Agency $50,496* To provide high quality, unbiased information in Kosovo and to ensure the survival of independent media. "Kosova Live" will provide its Albanian-language news service free of charge to local independent radio stations that would otherwise not have access to independent sources of information. The Agency will also use Endowment funding to translate its news service into Serbian for use by Kosovo's ethnic minority media. Radio-TV 21 $40,000* To continue to provide timely and objective information on political, cultural, and economic developments. Radio-TV 21, a prominent independent Albanian-language radio and television station in Kosovo, will use Endowment funding to maintain its high quality and experienced staff by paying the salaries of producers, journalists, presenters, technicians and stringers. Macedonia
$47,940* To reduce the monopoly of state media and encourage improved interethnic relations by increasing the availability of objective and balanced news. Lobi will integrate two of its existing publications into one daily online newspaper. Published in Macedonian, Albanian, and English, the independent newspaper will consist of daily digests from the country and the region; political, economic, and social analyses; and commentaries and interviews. MOST Citizens' Association $40,000* To encourage youth participation in the political process. The Association will conduct a civic education program of workshops for high school students about their role as citizens in a democracy and the importance of participating in elections. Topics will include an overview of Macedonia's political and electoral system, voter rights, information on becoming an election monitor, and electoral legislation at the national and local levels and efforts to reform these laws. TV BTR $28,760* To promote independent Roma media in Macedonia. TV BTR will organize three training seminars for its journalists and will create three television series which will promote Roma citizen participation in a democratic society, human rights, women's rights, and select Roma social issues. Moldova Association for Participatory Democracy (ADEPT) $36,386 To increase the transparency, accountability, and efficiency of Moldova's state institutions by encouraging public debate on governmental initiatives. ADEPT will continue producing a weekly newsletter which monitors the legislative process and the activities of political parties, and a biweekly electronic journal which analyzes the policy agenda emanating from the Council of Ministers and the Presidential Administration. Eco-TIRAS International Environmental Association of River Keepers $28,700 To promote the expansion and long-term development of the third sector in Moldova. Eco-TIRAS will conduct a series of training seminars on organizational and computer skills for civic leaders and provide technical and training assistance to five NGO resource centers working to strengthen civil society groups and encouraging the further development of the third sector in the breakaway Moldovan region of Transnistria. Institute for Civil Initiatives and Information Development $13,505 To promote freedom of information in Moldova. The Institute for Civil Initiatives and Information Development will train NGO leaders, journalists, and local government officials about their rights and obligations under the Law on Access to Information. The Institute will also publish eight articles, maintain a website and a telephone hotline, and hold roundtable discussions. Investigative Journalism Center $36,275 To increase the quantity and quality of investigative reporting in the Moldovan media. The Center will act as an information resource for journalists and journalism students, develop and write investigative articles on corruption and organized crime, and provide free advice to investigative journalists who have been harassed or intimidated by the government because of articles they have published. Moldovan Helsinki Committee for Human Rights $48,909 To monitor human rights violations in the breakaway Moldovan region of Transnistria. The Committee will inform the public of major human rights abuses, bring selected cases to the attention of relevant national and international institutions, train Transnistrian activists in human rights monitoring, offer internships at its Chisinau office, and organize roundtables and workshops for national and international human rights experts. Young Journalist Center from Moldova $25,508 To develop the journalistic and managerial skills of young journalists in Moldova. The Center will organize trainings for activists from high school newspaper editorial staffs on management skills, newspaper design, general writing skills, photojournalism, and advertising; and will hold monthly meetings to monitor their progress. The Center will also publish a monthly newspaper and organize a roundtable to raise awareness of media concerns in Moldova. Montenegro Association for Equality and Tolerance (AET) $49,930* To promote the work of local NGOs and highlight the importance of civil society in the democratization process. Endowment funding will cover the operating costs of a radio station that will broadcast information about Montenegrin civil society and develop democratic values among youth. AET will also establish a journalism school to train 45 high school students in print and radio journalism. Association of Young Journalists of Montenegro $40,200* To increase the professionalism of Montenegro's journalists and reduce the level of distortion and manipulation in print and electronic media. The Association will conduct a media monitoring project focusing on electoral coverage concerning the debate over Montenegrin independence from the Union of Serbia and Montenegro. The Association will also publish monthly reports examining articles that distort or misrepresent information, display racial intolerance, and incite hatred and violence. Center for Democracy and Human Rights (CEDEM) $49,950* To monitor the quality and state of democratic reform in Montenegro. CEDEM will analyze, through a series of public opinion surveys and electoral analysis, the relationship between citizens' perception of democracy and the state of democracy. The research results will be quantified, published as a Democracy Index comprising four reports, and publicized through a press conference and roundtable. Center for Democratic Transition $42,288* To encourage youth participation in Montenegro's political process. The Center will conduct a series of workshops for high school students on Montenegro's political and electoral system, electoral laws at the national and local levels, voters' rights, and information on volunteering to monitor elections. Center for Development of Nongovernmental Organizations (CRNVO) $44,220* To help nascent NGOs develop the skills to organize and maintain their activities in the current difficult political and economic environment in Montenegro. CRNVO will provide NGOs with legal counseling, public relations and advocacy training, and a series of seminars on the third sector for young civic activists. Romania Association for the Protection of Human Rights in Romania - the Helsinki Committee (APADOR-CH) $40,764* To promote transparency and accountability in Romania's governmental institutions as well as advance citizens' knowledge of the basic principles of human rights and their role in a democratic society. APADORCH will monitor the development and implementation of key legislation to ensure that laws passed by the Romanian parliament adhere to international human rights standards. Center for International Private Enterprise $285,673 To prepare the business community for dialogue with the government and equip its leaders with the tools necessary to advocate for democratic reform. CIPE will build the capacities of business groups in Bucharest by establishing an Institute for Organizational Management, which will be modeled after the U.S. Chamber of Commerce. In Timisioara, the CIPE-established Advocacy Academy will launch a training program for business executives and public officials to ensure successful economics reform and promote the establishment of free-market institutions. Center for International Private Enterprise / Romanian Center for International Private Enterprise $225,802 To create a network of women's business groups in southeastern Europe to improve the status of female entrepreneurs in society. CIPE will assist its Romanian counterpart office in identifying partners within the region, conducting needs assessment surveys in each Balkan country, organizing a task force, and developing local women's business associations' capabilities to serve the needs and interests of their members. Community Foundation Sibiu $48,462* To increase citizens' involvement in the decision-making process in six towns in Romania's Transylvania region. The program will promote cooperation between community leaders and local government representatives on the annual municipal budget allocation process by strengthening local working groups. This program will be carried out in cooperation with the Pro-Democracy Association in Brasov, the Association for Community Partnership in Focsani, and the Eurocultura Association in Miercurea Ciuc. National Democratic Institute for International Affairs $175,000 REPROGRAMMED 2002 FUNDS To assist newly elected local officials to continue to work with civic groups, citizens, and other community members in the post-local election period. By reprogramming a portion of its 2003 program, NDI will help to organize a strategic local planning session in the city of Cluj, which will enable newly elected local officials to consult with citizens and interested groups on how best to use limited public resources. Pro Democracy Association, Cluj (APD-Cluj) $40,000* To provide university students in Romania with an opportunity to gain practical experience in government affairs. The Association will select, train, and place 40 talented students from seven cities in parliamentary committees, government ministries, and municipal and county councils for seven-month internships. APD-Cluj will also work with university administrators to incorporate the internship program into university curricula. Revista "22" $40,500* To stimulate debate among the main actors on Romania's political scene by producing in-depth professional analyses of political and economic developments in the country. Revista "22" will use Endowment funds to operate its website and purchase newsprint so that it can continue publishing on a regular basis. Serbia BETA News Agency $49,800* To increase the accessibility of high quality, unbiased information in Serbia and Republika Srpska in Bosnia-Herzegovina. BETA will use Endowment funding to cover the subscription costs of its news services for eight struggling independent media outlets in Republika Srpska and a news and photo service for the Local Press Association of Serbia. Center for Anti-War Action $40,545* To encourage greater civic activism at the local level and advance citizens' knowledge of the basic principles of democratic processes, civic activism, and human rights. The Center will expand the impact of its NGO network by developing the organizational capacities of its four regional centers and establishing a new center in Vojvodina. Activities will include educational seminars, workshops, roundtables, publications, and a national conference. Center for Civil-Military Relations $43,900* To increase the transparency and accountability of the army, police, and intelligence services in Serbia and raise public awareness of the need for reforms in this sector. The Center will produce a series of documentaries on civilian control of the army, police, and intelligence services, Serbia's future integration into Euro-Atlantic structures, and the need for reforms. Center for Interethnic Reconciliation, School for Investigative Journalism $68,000* To promote the development of free and democratic media in Serbia. The School for Investigative Journalism will hold a series of training seminars for 200 young reporters, editors, and managers from the print and electronic media in five municipalities in southeastern Serbia and the Sandzak. The courses will cover the principles of professional journalism, media management, and media technology. Center for International Private Enterprise $112,887 To aid the Center for Liberal-Democratic Studies (CLDS) in equipping Serbian journalists with skills to assess the progress of economic reform and the accuracy of information on economic and business topics from governmental and private sources. CLDS will provide journalism training seminars and will establish a network of journalists from different regions of the country. Center for the Development of Parliamentary Debate $33,660* To promote communication and dialogue among young politicians in Serbia. The Center will organize ten mock parliamentary debates for young leaders from the youth wings of democratically-oriented political parties. The Center will also conduct five advanced skills-building workshops for 100 participants on leadership, debate, and communication skills and a four-day debate summer camp for 20 of the programs' most active and gifted participants. Medienhilfe/Radio BOOM 93, Radio Ozon, Radio Patak, OK Radio, STV Negotin, Radio City, Radio TV M+ $136,430* To support the operations of key sources of independent information in Serbia. Medienhilfe will use Endowment funding to cover the basic operating costs of local radio and TV stations committed to promoting multi-ethnic coexistence in Serbia and professional standards of free speech and objectivity. Organization for Development and Democracy Bujanovac (ODDB) $24,231* To increase the transparency of local municipalities, promote citizen participation in local government, and assist in easing tensions between southern Serbia's diverse ethnic groups. ODDB will monitor local government assemblies, publish the minutes of assembly meetings and distribute them to the public, and facilitate citizen outreach to their assembly representatives through a question and answer forum.
$88,660* To raise awareness and understanding of the Serbian and Croatian public of the events of the past decade and the responsibility of their leaders for crimes committed during the disintegration of Yugoslavia. B92 will produce and broadcast a documentary examining the complex series of events leading up to and immediately following the three-month-long shelling of Vukovar, a town in Croatian Eastern Slavonia. Student Union of Serbia $50,000* To encourage greater youth involvement in the country's reform processes and to build its capacity to represent student interests on the campuses of Serbia's four main universities. The Student Union of Serbia will establish new chapters, conduct a national membership drive, organize a campaign for university reform, publish informational materials representing student interests, and train student leaders in organizational and leadership skills. Central and Eastern Europe Regional Center for International Private Enterprise $225,802 To create a network of women's business groups in the region that can actively promote a policy agenda to improve both the status of female entrepreneurs in society and the overall business climate. After identifying partners within the region and conducting assessment surveys of each Balkan country, CIPE will work to build the capacities of local women's business associations and prepare them to be part of the regional network. International Republican Institute $900,000 To expand the ability of the region's parties to take advantage of the most up-to-date political campaign techniques and support the evolution of CEE countries into democracy promotion activists. IRI will organize three training seminars, continue its Leadership Institute for Central and Eastern Europe, provide assistance in countries holding elections, publish a how-to manual on successful get-out-the-vote campaigns and a "Catechism of Democracy," and work to develop long-term networks among governments, parties, youth activists, and NGOs. National Democratic Institute for International Affairs $290,000 To provide Roma leaders in Bulgaria and Slovakia with the necessary skills to participate effectively in the political and legislative processes. NDI will assist 50 Roma in their electoral campaigns and governance positions and encourage regional exchanges to leverage successes in one country by promoting progress elsewhere. The Institute will provide governance training for newly elected Roma officials, promote interaction and information exchange between Roma activists in the region, conduct political skills training for activists and candidates for office, and organize an advanced regional training academy. National Democratic Institute for International Affairs $267,445 To assist political parties throughout the region in understanding contemporary political agendas in Europe, articulating their long-term political agendas, and developing strategic plans on policymaking processes. NDI will organize regional trainings and exchanges in conjunction with meetings with the main European political party groups, develop written materials on comparative party practices, and provide expertise on policymaking mechanisms that feature internal party consultation and the use of outside experts. Partners Poland Foundation $49,985* To foster leadership skills among young women in rural Kosovo. The program will include two training workshops for women NGO leaders, a study visit to Poland, and a small grants program to support three local civic initiatives. Approximately thirty women activists from six rural communities will participate in the program. People in Peril Association (PIPA) $42,656* To strengthen independent multi-ethnic radio stations in Kosovo. The People in Peril Association, a Slovak NGO based in Bratislava, will help seven local stations produce bimonthly, bilingual news programs. PIPA will also train nine journalists from the seven participating radio stations, organize monthly training meetings, and provide additional training and consultations in journalism skills, networking and sustainability for the radio stations. School of Politics $49,600* To promote communication and dialogue among young politicians and NGO activists in Southeastern Europe. The Bulgaria-based School of Politics will organize a series of courses for approximately 40 young politicians, and NGO and media representatives from the region.
