Funding decisions are made on a quarterly basis by the NED Board of Directors. In addition to evaluating how a program fits within the Endowment's overall priorities, the Board considers factors such as the urgency of a program, its relevance to specific needs and conditions in a particular country, and the democratic commitment and experience of the applicant. The Endowment is especially interested in proposals that originate with indigenous democratic groups. It is also interested in nonpartisan programs seeking to strengthen democratic values among all sectors of the democratic political spectrum. Note that the Endowment does not make grants to individuals.

All proposed projects must be consistent with the Endowment's general purposes as briefly outlined on the first paragraph of About Us.

The next meeting of the NED Board of Directors for which NED staff are accepting proposals will be on June 13, 2008. All grant applications must be submitted by April 11, 2008 to be considered for approval at the June Board Meeting.

Due to the high volume of proposals that NED receives, it is recommended that grant applications be submitted two weeks in advance of the April 11 due date in order to ensure thorough review by NED staff.

Grant applications must contain the following information:

  • A one-page summary of the proposed program;
  • Organizational background and biographical information on staff and directors in the U.S. and abroad;
  • A complete project description, including a statement of objectives, a project calendar, and a description of anticipated results;
  • A statement describing how the project relates to the Endowment's purposes;
  • A description of the methods to be used to evaluate the project in relation to its objectives;
  • A detailed budget, including an explanation of all anticipated expenses;
  • A description of any counterpart support anticipated, whether monetary or in-kind, domestic or foreign; and
  • The names and addresses of all other funding organizations to which the proposal has been or will be submitted.
