2000 Grants: Latin America and Caribbean

Small Grants = Big Impact
Independent Trade Unions Reach Cuban Workers

A $25,000 grant enabled a Cuba-based coalition of independent unions, the Confederación Obrera Independiente de Cuba to expand its membership, develop solid independent union structures throughout Cuba, conduct research, provide advice and training to workers, and improve the network for distributing information and materials inside the island.

The Confederación is one of the few independent trade unions initiated in Cuba in the past five years. Support from NED was provided to the Confederación via a grant to the Federación Sindical de Plantas Eléctricas, Gas y Agua, the Confederación's Miami-based representative. The Federación was originally established as a union inside Cuba in 1933 to represent electrical workers, and after 1960 was forced to flee the island and establish itself in exile. Since that time, the Federación has devoted itself to supporting the activities of independent workers and unions inside of Cuba.

The Confederación's activities in 2000 included a series of workshops to educate and enlist workers from various economic sectors, including informal sector workers. As a result of these activities, the Confederación's membership has grown tremendously; it now claims 1,107 affiliated members and 252 leaders at different levels at the national, provincial, and municipal levels, in addition to press correspondents and researchers, with representatives in almost all of Cuba's provinces.

Other activities included the expansion of the Confederación's four libraries, the completion of three research projects, and the expansion of Agencia Lux Info Press, the Confederación's network of more than 54 correspondents in Cuba who issued over 1,500 news dispatches on labor-related issues.

ACILS will publish The Working State of Brazil and five booklets on working conditions and will work with unions and representatives of national, state and municipal governments to discuss ways to address the study's findings.

To raise awareness about threats to freedom of expression in Colombia and to highlight the potential role of the Inter-American system in responding to journalists' calls for protection. CEJIL will organize journalists' presentations at the Inter-American Commission of Human Rights and train journalists and human rights defenders on protections and guarantees under the Inter-American system.

Corporación Region

To strengthen access to justice and conflict mediation in the city of Medellín. Corporación Region will train community leaders to serve as conflict mediators throughout the region, and host events to address the challenge of how to make the justice system more accessible.

To formulate an action plan to control corruption at the local level. The federation will hold regional meetings for mayors, representatives of Colombian national government, anti-corruption experts and civil society leaders to develop an agenda for addressing and controlling corruption at the local level. The federation will distribute the action plan to the general public and establish mechanisms to control corruption within the Federation.

To train journalists on technical aspects of war reporting and establish a network to protect journalists and freedom of expression in Colombia. The organization will work with four related bodies to establish an alert and reporting network to track and respond to attacks on journalists.

To strengthen local governments and local democratic processes. Javeriana University will create a training manual on community-government relations for educating policy makers and local elected officials.

PLURAL - Corporación Centro de Estudios Constitucionales

To promote the justice of the peace program in areas affected by guerrilla violence. The project will educate municipalities and local communities on the justice of the peace; work with local government to implement the systems; train justices; and expand the system to other areas.

To monitor the congress and provide information on its activities to the public. The University will maintain a database on legislative projects and procedures and will conduct several public seminars and public information campaigns on the congress and on the activities of legislators.

To assist black Cubans to organize and promote a peaceful transition to democracy. The Black Cuban Forum will organize a dialogue between black Cubans in exile and in Cuba and help them develop an agenda and platform for political change.

To provide technical, organizational and material assistance to the independent cooperative movement in Cuba. The Committee will collect and send information on agricultural cooperatives to Cuba and link independent Cuban cooperatives with cooperatives in Latin America and Europe.

To support the operating costs and program activities of CCHR's Miami office. Activities include monitoring and investigating human rights abuses in Cuba, publishing and disseminating human rights publications in Cuba and internationally, and providing humanitarian assistance to political dissidents and prisoners of conscience in Cuba.

To provide humanitarian and material assistance to Cuban independent journalists on the island. CubaNet will continue to support independent journalists that contribute regularly to its Web site, www.cubanet.org.

To promote human rights education at Mexican universities. The program will cultivate a network of Mexican academic institutions and civil society organizations, and develop training materials on human rights law for incorporation into Mexican law schools.

To monitor and report on cases of pre-electoral fraud and abuse in Mexico. Civic Alliance will train and organize a team of local pre-election monitors in 280 electoral districts. The monitors will investigate allegations of vote buying and voter coercion and conduct a public education campaign to discourage fraud.

To promote women's participation in the development of public policy and legislation in Mexico. The organization will monitor the Federal Congress and legislatures in five states and will publish its findings. The project will build a national consortium of women's groups and train members to work with public officials on women's issues.
