To support the Bishkek Business Club (BBC) in advocating reforms which would limit presidential authority and provide for a more representative parliament. BBC will continue its public awareness campaign to inform the population of the benefits of a strong parliament and a weak executive. BBC will monitor the implementation of a strong parliamentary system, form close relationships with constructive political parties, and develop a national business agenda.
Independent Human Rights Group (IHRG)

To provide quality legal representation to persons whose human rights have been violated. IHRG will offer consultations on a wide range of human rights issues and engage in strategic litigation to bring government officials and bodies into court for violations of the law, mass violations of human rights, and human rights violations of a political nature.
Internews Kyrgyz Republic

To improve the legal environment in Kyrgyzstan for journalists and media outlets. Internews will work with three media associations to provide legal advice to media professionals and to make recommendations for reforms in media legislation. Internews will continue to support its media law center in southern Kyrgyzstan and will establish media law centers in Bishkek and Karakol.

Jalal-Abad Regional Human Rights Organization "Spravedlivost"

To maintain its network of human rights NGOs in southern Kyrgyzstan. Spravedlivost will continue to coordinate the activities of the network and serve as a resource center. The network provides free legal services, conducts detailed monitoring of conditions in pretrial detention, and observes the judicial process. Spravedlivost will disseminate this information by publishing a monthly bulletin and holding monthly press conferences.
Public Association "Shoola-Kol"

To support its network of human rights and political activists in Issyk-Kul oblast. Shoola Kol will expand its network of "Centers for Development of Democracy;" offer free legal services; provide training for activists, election monitors, and election commission members; educate local representatives on political and human rights; organize roundtables with elected officials; and conduct information campaigns.
Youth Human Rights Group (YHRG)
$32,980
To encourage youth participation in the policy formation process. The YHRG will study the changing role of youth in the political transformation, make recommendations concerning policies toward youth, and encourage youth participation in this process. The YHRG will conduct a public opinion survey of youth attitudes, write three policy papers, organize four conferences, and publish a book.
