AGHA will engage national human rights organizations to hold quarterly civil society forums in Kampala dedicated to monitoring the government's response to the Global Funds scandal. Each forum will be followed by a press release stating the civil society groups' position on current Global Fund challenges.

Center for International Private Enterprise

To build the capacity of employers in Western Uganda to advocate for a conducive environment for enterprises. Working in collaboration with the Federation of Uganda Employers (FUE), CIPE will work to integrate local business associations in the program to build business coalitions that speak with a stronger voice.

Credit, Aids and Legal Aid (CREDAL)

To educate on the rights of prisoners. CREDAL will host workshops for police, magistrates, prison staff, and civic leaders from three districts (Mbale, Sironko, and Manafa) in Uganda. CREDAL will complement the workshops by sponsoring radio announcements that promote human rights, and by producing and distributing posters and t-shirts on prisoners' rights to prison officials, guards, police, magistrates, and political leaders.

East & Horn of Africa Human Rights Defenders Network (EHAHRDN)

To maintain the East & Horn of Africa Human Rights Defenders Network. EHAHRDN engages in regional advocacy activities and serves as a vital mechanism for networking and collaboration among regional human rights organizations and activists. In effect, it will strengthen the work of human rights activists by reducing their vulnerability to the risk of persecution and by enhancing their effectiveness in defending human rights.

Focus on Rural Development (FORDE)

To combat a dependency on humanitarian aid for survival in rural northern Uganda. FORDE will host trainings on resource monitoring that will be held in five IDP camps. FORDE will then organize trainees into 36 Parish Resource Monitoring Committees that will be equipped to monitor the government's distribution of resources, including humanitarian assistance, across the various IDP communities.

Foundation for Human Rights Initiative (FHRI)

To advocate for human rights, judicial independence, and free and fair elections. FHRI will conduct qualitative and quantitative human rights monitoring and reporting, culminating in the publication of its 2006 Annual Human Rights Perception Index. FHRI will also hold a roundtable on capacity building for the Ugandan judiciary, as well as deploy election monitoring teams to observe the 2006 presidential elections.

Human Rights Focus (HURIFO)

To promote women's rights in IDP camps. HURIFO will form a corps of 40 women who have already graduated from a five-year paralegal training program conducted by HURIFO. This corps will mobilize to perform initial outreach activities and to identify individual women and local community-based organizations (CBOs) that would benefit from women's rights training.

International Republican Institute

To strengthen party institutions. IRI will work with district party leadership to run effective party offices and hold regular activities between elections. IRI will also work with national party secretariats to support them in professionalizing their leaders, staff, and structures.

Kigezi Human Rights Activists (KHRA)

To promote political participation and raise awareness of human rights and democracy. KHRA will conduct three community meetings and visit six schools in each of the target districts of Kabale, Kisoro, Rukungiri, Kanungu, and Ntungamo, and will produce 500 newsletters each quarter for distribution to local community leaders and civil society organizations. KHRA will also utilize radio and newspaper programs as part of its awareness campaign.

Lwo Development Incorporated (LDI)

To assist in the reintegration of former combatants and to promote peaceful, tradition-based conflict resolution. LDI will facilitate the acceptance of former soldiers into their communities through culturally-relevant conflict resolution mechanisms, including the traditional welcoming and cleansing ceremony known as Mato Oput. LDI will also conduct advocacy campaigns promoting peace and human rights protection.

National Democratic Institute for International Affairs

To promote participation of women in politics by supporting target groups to identify legislative priorities and to begin to advocate on these issues. NDI will host a series of monthly roundtables with female MPs and women's civil society organizations to enhance collaboration between the groups and build the capacity of women MPs to better represent citizen interests.

Platform for Labour Action (PLA)

To strengthen existing community initiatives on the civic and political participation of marginalized women and youth working in the Lira district of northern Uganda. PLA will conduct a media campaign in both Luo and English to create awareness of the needs of informal sector workers and promote their civic and political rights. PLA will also host a series of workshops to discuss the issues affecting informal sector workers.

Uganda Youth Network (UYONET)

To promote youth participation in civil society and government. UYONET will host dialogues to bring together local youth leaders, district councils, district executive committees, and district planning committees to discuss opportunities for youth participation in policy and planning. After these meetings, an action plan will be drafted that will feature goals for increasing youth participation; key legislative, policy, and planning goals for the youth population; and a plan for a formal youth platform.
