To build the capacity of Chadian nongovernmental organizations (NGOs) to promote participatory peacebuilding and democratic values. Africare will choose two Biltine-based and three Abéché-based organizations in eastern Chad and provide training on governance, institutional planning, financial management, project design, implementation, and monitoring and evaluation. Africare will also award up to eight small grants to these organizations to help establish them as freestanding and viable institutions.

Association pour la Promotion des Libertés Fondamentales au Tchad (APLFT)

To improve citizens’ access to Chad’s justice system, APLFT will continue to run its legal clinics in several regions of the country. Endowment funding will cover the rent of eight clinics and the salaries of seven legal workers. APLFT will also continue its weekly radio show on citizen access to justice and will publish its monthly newsletter.

Ligue Tchadienne des Droits de l’Homme (Chadian League for Human Rights) (LTDH)

To mobilize citizens around human rights issues and improve the synergy among human rights activists; and to educate, protect, and defend human rights; work for good governance; and prevent and manage conflicts. LTDH and eight local federations will conduct activities to mobilize the population to resist human rights abuses.

N’djamena Hebdo

To encourage the production of professional and independent news in Chad. N’djamena Hebdo will continue production of the country’s premier bi-weekly newspaper. The newspaper will conduct a workshop on the legal environment of the media to enrich its journalists’ understanding of their rights and freedom of expression.

Public Interest Law Center (PILC)

To strengthen rule of law in Chad and its citizens’ access to it. PILC will increase its capacity to cover a portion of its operating expenses to train citizens on their rights and represent them in legal disputes. PILC will also conduct two investigative visits interviewing community members and documenting human rights abuses in the Doba Basin and N’Djamena.

Radio Terre Nouvelle (RTN)

To struggle against human rights violations, impunity, and injustice; and help Chadians participate actively in their development. RTN will broadcast 350 programs of 20 – 30 minutes each on themes including democracy, human rights, women’s rights, local development, the environment and health.
