To promote freedom of association among transport and law enforcement works in the region, thus enhancing rule of law through regional trade union collaboration. The Solidarity Center will assist its Southern African union partners in developing sectoral strategies to address democratic reform in the region. The Solidarity Center will build relationships and develop strategies between unions in the region to affect greater transparency, accountability, and protection of worker rights in Southern African governments.

Centre for Policy Studies (CPS)

To promote debate on an enhanced role for parliamentarians and civil society in the debate about regional integration. The CPS will investigate the status and achievements of the Southern African Development Community Parliamentary Forum (SADC-PF) with the aim of placing the issue of functioning SADC National Committees on the political agenda of the SADC-PF leadership.

National Democratic Institute for International Affairs (NDI)

To help domestic monitoring groups in Southern Africa enhance their existing observation capacities and learn more advanced techniques to expose fraud and safeguard elections. NDI will conduct two workshops for domestic monitoring groups from 14 countries on election monitoring topics; develop field guides that aggregate best practices, examples, and tips on each workshop topic covered; and organize a study mission to Malawi for monitoring group leaders to assist in the implementation of observation activities during the 2009 elections.
