To improve the legislative environment for doing business through increased business community participation in the policymaking process. CIPE’s project will build awareness of the benefits of a market-based democracy, economic freedom, and a strong middle class. It will offer engagement channels to Turkmenistan’s independent business community to develop concrete legislation that must be adopted in order for the promised reforms to be implemented.

To support a program designed to encourage critical thinking and discussion. The program will include initiatives such as youth camps, discussion clubs, community resource centers, and intercultural exchanges among students. The activities will take place in all five districts of Turkmenistan – Akhal, Balkan, Dashoguz, Lebap, and Mary.
Freedom of Information
$76,470
Freedom of information programs in Turkmenistan will document human rights violations and report on conditions in the country. Other programs will offer computer and office skills training and instruction, pro bono legal advice, and a network for distributing information.
Human Rights
$157,635
Human rights programs in Turkmenistan will monitor human rights; provide free legal services and education; expand a resource center for legal assistance and education; inform Turkmen officials and local residents through information seminars and legal trainings; and maintain a database of Turkmen legislation. One program convened a three-day meeting of international experts and activists to assess the current state of human rights and develop concrete strategies to campaign more effectively.
