Asociación Juventud para el Desarrollo (Youth Association for Development) (JUDES)

To strengthen citizen oversight of the upcoming recall referendum by conducting a systematic election observation effort. JUDES will expand its election observation capacity, improve communication among its coalition members, and raise the profile and visibility of the coalition and its observation efforts. JUDES and the coalition will train volunteer observers during the referendum and operate call centers to collect, process, and analyze information on the election.
Asociación Nacional de la Prensa (National Press Association) (ANP)

To establish and consolidate a national network to monitor and report on threats against journalists. Following the model of Instituto Prensa y Sociedad-Perú (Institute of Press and Society) (IPYS), ANP will document direct and indirect freedom of expression violations. ANP will also provide training to journalists across the country on access to information, investigative journalism and ethics.
Capacitación y Derechos Ciudadanos (Training and Citizen Rights) (CDC)

To strengthen the capacity of the main actors of land-related conflicts in the departments of Santa Cruz and Tarija to detect, prevent, manage and peacefully resolve social conflict. CDC will conduct a three-phase conflict prevention and management program consisting of 14 workshops directed at both government officials and representatives of civil society.
Casa de La Mujer (Women’s House)

To promote constructive citizen dialogue and conflict prevention in the department of Santa Cruz. Casa de la Mujer will partner with local citizen oversight committees to train civil society leaders on conflict prevention, focusing on alternative means for conflict resolution, inter-culturalism, and active citizenship. Casa de la Mujer will also produce a weekly radio program promoting ethnic tolerance, gender equality and peaceful conflict resolution.
Centro de Estudios Aplicados a los Derechos Económicos, Sociales y Culturales (Center for the Applied Study of Economic, Social, and Cultural Rights) (CEADESC)

To strengthen the capacity of civil society organizations in Cochabamba to advocate for greater transparency and access to information in the management of gas revenues. CEADESC will evaluate the allocation of gas royalties and their spending by municipal governments, whether they respond to citizen priorities, and what transparency and accountability mechanisms are in place. CEADESC will work with civil society to increase access to information and improve allocation of public resources.
CIUDADANIA, Comunidad de Estudios Sociales y Acción Pública (CITIZENRY, Community of Social Studies and Public Action)

To promote active citizenship and inter-cultural dialogue among youths from different socio-economic backgrounds in Cochabamba. CIUDADANIA will provide training on negotiation and conflict resolution to facilitate inter-cultural dialogue among youth groups. Additionally, CIUDADANIA will conduct field research on youth access to mass media and new technologies to help youth use these tools to be more active citizens.
Fundación de Apoyo al Parlamento y la Participación Ciudadana (Foundation for Parliamentary Support and Citizen Participation) (FUNDAPPAC)

To increase voter education and analysis in the lead-up to the two referenda to approve a new Bolivian constitution. FUNDAPPAC will conduct polls and focus groups to assess information gaps in citizen understanding and produce radio programs, a bimonthly e-bulletin, and short analytical pieces to be published in major national newspapers. FUNDAPPAC will focus its activities on the structure of the state, citizen rights and responsibilities, and multiculturalism.
Fundación VIDA (Life Foundation)

To promote active political participation of indigenous women and consolidate national support for the protection and promotion of indigenous women’s civil and political rights. Fundación Vida will work with indigenous women in ten communities to monitor and demand respect for their rights at the local level.
Instituto de Investigación y Capacitación Pedagógica y Social (Institute for Research and Pedagogical and Social Training) (IISP)

To increase citizen participation in and oversight of local government, especially in rural communities. IIPS workshops in 10 rural and predominantly indigenous municipalities in La Paz and Potosi will educate citizens on their rights and responsibilities and improve communication with local governments. Training activities will target young people, local civil society representatives, community radio broadcasters, and local government officials.
Instituto Desarrollo y Gobernabilidad (The Development and Governance Institute) (IDG)

To promote good governance and better dialogue between government authorities and local civil society organizations in two rural municipalities. IDG will conduct a baseline assessment to identify main governance challenges and a series of training workshops to increase dialogue between local authorities and civil society actors. IDG will also provide training to local journalists and radio commentators, and produce community radio programs.
International Republican Institute (IRI)

To strengthen good governance and citizen participation in the municipalities of Potosi and Sucre provinces. IRI will facilitate the development of medium- and long-term sustainable development plans in both cities, training local officials on good governance practices, improving fluid and continuous communication, and consolidating trust relationships among all local actors.
Observancia - Centro Interdisciplinario (Observance – Interdisciplinary Center)

To strengthen the capacity of civil society organizations and government officials to improve governance and citizen participation in decision-making processes at the local level in eight municipalities. Observancia will work to strengthen the capacity of civil society organizations, political candidates and government officials by evaluating their strengths and weakness. Additionally, Observancia will help participants define a set of minimum agendas for the sociopolitical development in their municipalities.

To promote greater transparency and accountability in local government expenditures in the Chuquisaca Department through independent and participatory citizen oversight. Sayariy will work in five municipalities to consolidate practices for citizen oversight of government. Citizen observers will witness all reviews, discussions, deliberations and decisions made regarding the disbursement of public resources, and will write monthly reports on their findings.
