Acción Ciudadana (Citizen Action) (AC)

To strengthen citizen oversight of Guatemala’s conditional cash transfer program as a means to improve its efficiency and transparency and prevent against corruption and clientelism. AC will design a comprehensive methodology for citizen oversight of the program and will provide civil society organizations from 27 municipalities with training on how they can actively monitor its execution.
Asociación de Comités de Desarrollo Campesino (Association of Committees on Rural Development) (CODECA)

To improve community participation in local development processes. CODECA will train emerging community leaders on mechanisms for citizen participation, methods to identify concerns of local residents, and the formulation of development plans. Participants will reproduce these workshops for their respective communities and lead residents in a series of exercises defining a comprehensive development plan that accurately reflects the needs and concerns of the local population.
Asociación Politica de Mujeres Mayas (Political Association of Mayan Women) (MOLOJ)

To promote greater participation of Mayan women in the political processes of Guatemala by expanding their knowledge of their constitutionally-mandated individual and collective rights. MOLOJ will design a structured certificate program for Mayan women leaders to strengthen their understanding of their rights and better prepare them to participate in the country’s political processes.
Fundación Centroamericana de Desarrollo (Central American Development Foundation) (FUNCEDE)

To strengthen the capacity of the departmental development council and all 19 municipal planning offices in Sololá to function more efficiently and effectively. FUNCEDE will provide technical assistance on strategic planning, project formulation and program implementation, among other themes.
Instituto de Enseñanza para el Desarrollo Sostenible (Training Institute for Sustainable Development) (IEPADES)

To encourage violence prevention and a culture of peace at the community level in five departments in Guatemala. IEPADES will expand last year’s pilot program and implement its intensive course on crime prevention, conflict management, and victims’ services for community leaders, government officials, police, and judicial authorities in five municipalities in the departments of Escuintla, Quetzaltenango, Retalhuleu, Sacatepéquez, and Totonicapán.
International Republican Institute (IRI)
$200,000
To foster good governance practices, policies, and initiatives and improve the quality of service delivery at the municipal level. IRI will work with members of civil society to improve civic education and provide training on the roles and responsibilities of citizens and their local governments. IRI will improve local government responsiveness to citizen demands, encourage citizen participation in local government decision-making processes, particularly among indigenous groups, and improve communication between local government and community members.
National Democratic Institute for International Affairs (NDI)
$375,000
To increase political participation by Guatemala's indigenous population. NDI will expand and institutionalize its indigenous women’s leadership academy by transferring training methodologies to political parties and the Multiparty Institute for Political Studies, increase parties’ capacity to reach out to indigenous people as part of their efforts to respond to organizational reforms mandated by the 2004 party law, and develop the capacity of an emerging network of indigenous legislators in Guatemala’s Congress to advocate and develop legislation on indigenous issues.
