To strengthen the capacity of local Afro-Peruvian organizations to participate in Peru’s democratic processes by promoting greater collaboration between Afro-descendant leaders and government official. ASONEDH will work with a network of Afro-Peruvian leaders and civil society organizations to bolster the capacity of Afro-Peruvian communities throughout the country to participate in political processes and influence the formulation of public policies through a series of formal training activities.
Center for International Private Enterprise (CIPE)

To build democracy that delivers in Peru, CIPE and Instituto Invertir will train 250 university students from rural Peru on democracy, the rule of law, free markets, and leadership. Students will present a final project developed with regional teams over the course of the program, consisting of a business plan for a non-profit or for-profit venture (funded by private sector groups) with a positive economic, social, or political impact for students' respective regions.
Ciudadanos al Día (Up-to-Date Citizens) (CAD)

To strengthen the capacity of public officials and local and regional authorities to promote best government practices (BGPs) and to consolidate the institutional capacity of its local partners. CAD will work with its partners to enable the implementation of BGPs and promote their sustainability at the local level. CAD will also provide tailored training and technical assistance to public officials and regional authorities as they identify, adapt, and implement BGPs.

To promote an integrated and collaborative response to issues of citizen security and crime prevention by police, local government and civil society. COSDEJ will work with the Peruvian National Police, local government, civil society organizations and youth in the Lambayeque Department to educate them on human rights and develop their capacity to plan and implement effective programs to address these issues.
Consorcio de Investigación Económica y Social (Economic and Social Research Consortium) (CIES)

To strengthen the capacity of public officials in the regional government of Arequipa to conduct performance-based planning and management. CIES will institutionalize performance-based planning and advance an integrated planning system in three key sectors of the regional government. CIES will also offer a certificate on public management to selected public officials to improve administrative capacity, as well as train journalists to promote improved oversight and investigative skills.

APORVIDHA will provide specialized trainings to judges, prosecutors, lawyers and public security officials on domestic and international human rights legislation. Through the litigation of paradigmatic cases, APORVIDHA will also promote the use of innovative human rights instruments in the Cusco region.
National Democratic Institute for International Affairs (NDI)

To enhance the capacity of national political parties, regional movements, and elected officials to identify poverty reduction needs and develop policy proposals. NDI will build on the achievements of its pilot program in Peru to increase pro-poor policy capacity within parties and regional movements and facilitate consensus on anti-poverty policies in five regions, with an emphasis on engaging youth.
Socios Perú: Centro de Colaboración Cívica (Peruvian Partners: Center for Civic Collaboration)

To consolidate the capacity of local government officials and civil society leaders to increase dialogue, build consensus and design collaborative public policies. Socios Perú will focus on consolidating improved public management and increasing citizen participation and oversight of local government affairs in two regions of Peru where sub-national governments have more than doubled their budgets due to revenue from nearby extractive industries.
Universidad Coherente (Coherent University)

To promote greater transparency in the management of state resources at public universities and to encourage improved understanding of the access to information law among university students. Focusing on San Marcos University, Universidad Coherente will conduct training workshops on access to information and public resource management for students and develop a website to encourage debate on this issue.
