To encourage and sustain political engagement among Filipino youth and young professionals in the civic life of the country. The Ateneo University School of Government, which serves as the administrative and programmatic secretariat for Pugadlawin, will undertake a political education program for Filipino youth and young professionals. Pugadlawin will conduct three training-of-trainers courses and four civic education seminars. Additionally, Pugadlawin will hold a national assembly of its core members, trainers, and partner organizations.

Caucus of Development NGO Networks (CODE-NGO)

To strengthen civil society’s engagement in electoral politics and efforts to advance democratic reform and good governance in the country. The Caucus of Development NGO Networks facilitated a nation-wide multi-sectoral consultation process within civil society to develop a reform agenda that will be used to engage and monitor presidential and senatorial candidates and their platforms in advance of the May 2010 elections.

Center for Media Freedom & Responsibility (CMFR)

To improve press coverage of democratic issues and practices, and to raise media awareness about civil society initiatives designed to introduce more transparency and accountability into selecting candidates and political leaders at the national and local level in the 2010 elections. CMFR will implement a three-phase project to monitor media coverage of the 2010 electoral cycle in the Philippines, and will organize a day-long roundtable about media coverage of citizen engagement in elections.

Center for International Private Enterprise (CIPE)

To strengthen the capacity of Cebu-based business associations to carry out effective and transparent policy advocacy efforts that represent the broad-based interests of the Filipino business community. CIPE will work with the Philippine Chamber of Commerce & Industry (PCCI) to organize two business association advocacy workshops focused on modernizing management practices, developing policy positions, and advancing advocacy campaigns.

To improve the quality of public governance at the local level in the Philippines and to expand the network of cities and organizations committed to reducing corruption and implementing good governance. CIPE will continue its partnership with the Institute for Solidarity in Asia to expand the usage of the Public Governance System (PGS) in the Philippines and to refine ISA’s services to its members.

Center for International Private Enterprise (CIPE)

To promote the understanding and implementation of corporate governance best practices among publicly-listed firms in the Philippines. CIPE, in partnership with the Institute for Corporate Directors, will conduct a corporate governance survey in which firms from a variety of sectors are scored and ranked based on their compliance with corporate governance standards. ICD will also organize conferences, meetings, and working groups to promote the project and raise awareness about corporate governance in the Philippines.

International Center for Innovation, Transformation and Excellence in Governance (INCITEGov)

To generate policy and reform initiatives and to mobilize constituencies and networks in the Philippines to advocate for democratic reform. INCITEGov will organize regular public policy forums, expand and deepen its network of reform-oriented leaders by reaching out to youth leaders and former government officials, conduct research, host a cohort of democracy fellows, and strengthen its public outreach efforts.

Lawyers’ League for Liberty (LIBERTAS)

To broaden and strengthen a constituency of reform-minded lawyers and law professionals to promote legal and judicial reform, equal access to justice, and the advancement of democracy in the Philippines. Libertas will organize a series of panel discussions on rule of law and democracy, produce a publication providing analysis of developments in the justice sector, and advocate for legal reforms.

National Democratic Institute for International Affairs (NDI)

To enable regional-level government agencies to facilitate the institutionalization of a multi-party community dialogue process in government planning to promote conflict mitigation, peace-building, and conflict mediation in Mindanao. NDI will conduct a series of community dialogues at the village and municipal level in collaboration with Barangay (local) and municipal councils.
