Democratic Civil Union of Turkmenistan

To train civil society activists from each country in Central Asia in information and computer security programs and procedures. The program will bring activists from throughout Central Asia to Bishkek, Moscow, and Almaty for training. The Union will maintain a permanent consultation center on information security issues in the Netherlands and will provide access to a secure server for use by activists.
Fund for Legal and Economic Reforms in Kyrgyzstan (FLER)

To work with human rights organizations in the Fergana Valley. FLER will administer a small grants program for 10 to 20 organizations in support of particular projects such as advocacy campaigns, human rights education, and strategic litigation. In addition, FLER will continue to maintain its website and provide an NGO resource center.
Institute for War and Peace Reporting (IWPR) – US
$78,940
To provide news and information about Turkmenistan and Uzbekistan for domestic and international audiences. IWPR will maintain its coverage of these two countries and provide training for its journalists.
Regional Public Charitable Organization for Assistance to Refugees and Forced Migrants
$48,960
To provide legal assistance to refugees in Russia who are being prosecuted on spurious charges or are threatened with illegal deportation or extradition to Central Asian countries. The organization will represent individuals in selected cases, offer legal support to emigrants and refugees, and conduct advocacy on their behalf. In addition, Civic Assistance will publish reports about these cases of repression and illegal extraditions.
Russian Union of Journalists
$50,000
To maintain its Russian-language website on Central Asia (www.ca-oasis.info). The Center will continue operating its website from Moscow with contributions from correspondents in each of the five states of Central Asia. The website will contain daily news updates and the Center’s biweekly magazine, Oasis.
