Asociación Civil Transparencia (Lima Cómo Vamos)

To strengthen interaction between civil society and public officials and to increase citizens’ capacity to evaluate and improve the quality of life in Lima. Lima Cómo Vamos will adapt the methodology and indicators of its Colombian sister organization, Bogotá Cómo Vamos, to conduct surveys and assessments to evaluate the quality of life in Lima, and will provide government officials with tools to formulate public policies that respond to citizen interests.

Asociación por la Vida y la Dignidad Humana (APORVIDHA)

To enhance the understanding of domestic and international human rights legislation among judges, prosecutors, lawyers and public security officials. APORVIDHA will provide specialized training to members of the justice system and law enforcement officials on domestic and international human rights standards. APORVIDHA will also litigate emblematic human rights cases to forge legal precedence and promote the use of innovative human rights strategies.

Center for International Private Enterprise (CIPE)

To promote democracy, the rule of law, and positive leadership among the nation’s young leaders to improve the economic, political, and institutional environment in Peru. CIPE and partner organization Instituto Invertir will educate 200 university students about democracy, rule of law, free markets, and leadership. Students will present business plans for non-profit or for-profit ventures with a positive economic, social, and/or political impact for students’ respective regions.

Center for International Private Enterprise (CIPE)

To promote the integration of Peruvian indigenous communities into the democratic system and the market economy. CIPE and partner organization Instituto Libertad y Democracia will identify the main legal obstacles that exclude people in the Peruvian Amazon region from the rule of law, as well as gain a better understanding of the many local and informal practices that indigenous people have adopted in an effort to do business.

Ciudadanos al Día (CAD)

To strengthen the capacity of public officials to identify and implement best government practices. Working in 13 regions of Peru, CAD will provide on-going support and expand the use of its methodology to encourage regional authorities to identify, document and implement best government practices in their localities. CAD will consolidate the institutional capacity of local partners to assist public officials and create local demand for best government practices.

Ciudadanos al Día (CAD)

To encourage citizens to advocate for more effective government services in the lead-up to the 2010 local and regional electionsin Peru. CAD will design a communications strategy to position good government practices on the agenda in the months leading up to the elections. CAD will train 40 journalists from across the country on tools to question candidates and demand well-developed and concrete platforms.

Comisión Diocesana de Servicio Pastoral Social (CODISPAS)

To strengthen the capacity of local government officials to manage public resources from extractive industries transparently. Working in 10 municipalities of the region of Ancash, CODISPAS will hold training workshops, roundtable discussions and meetings with multiple actors to ensure that public resources are well managed and are responsive to local needs and demands. CODISPAS will also encourage civil society and the local media to conduct oversight activities.

Consultores en Planificación (COPLAN)

To strengthen the capacity of youth to contribute to the development of local governments in rural Arequipa. COPLAN will work with university students to enhance citizen participation and to encourage open dialogue and collaboration between government officials and citizens. COPLAN staff and volunteers will provide training and technical support to civic leaders and government officials to improve the participatory budgeting process and encourage constructive interactions between all stakeholders.

Coordinadora Departamental de Defensorias Comunitarias del Cusco (CODECC)

To strengthen the capacity of CODECC to provide training and technical support to community activists in the region of Cusco and to increase their advocacy and oversight skills to monitor the implementation of government projects that focus on domestic violence. CODECC will also facilitate coordination among various local actors and will lead a public education campaign on violence prevention.

Derechos Humanos y Medio Ambiente (DHyMA)

To promote dialogue and peaceful conflict resolution regarding the use and management of natural resources among Aymara communities in the region of Puno. DHyMA will organize training workshops in three provinces to discuss human and indigenous rights and new legislation on natural resource management. Following the workshops, DHyMA will follow up with the communities to encourage them to use these tools in their organizations and governments.

National Democratic Institute for International Affairs (NDI)

To facilitate consensus on anti-poverty policies in five regions, with an emphasis on engaging youth. NDI will advance the development and implementation of regional anti-poverty accords currently underway, facilitate the sharing of lessons in poverty reduction among regional and national political leaders and promote a multiparty accord on education policy priorities to guide regional initiatives.

Socios Perú: Centro de Colaboración Cívica (Socios Perú)

To work with local civil society organizations and public officials to build their capacity for dialogue and improve the use and allocation of local public resources. Socios Perú’s work will focus on increasing the capacity of local groups to prevent, negotiate and resolve conflicts, especially those relating to the work and impact of neighboring extractive industries. Socios Perú will also train local government officials.

Strategies for International Development (SID)

To strengthen democratic practices in 12 Peruvian municipalities and to promote opportunities for associations of rural municipalities to take greater advanSociostage of their allocated resources. SID will work with local public officials to help them manage participatory budgeting processes more effectively. SID will also provide technical assistance to municipal officials and citizen groups as they present a proposal for local citizen groups to departmental or national funding agencies.

Universidad Coherente

To encourage university students to monitor the financial management and decision-making of Peru’s public universities. Using the internet and other technological tools, Universidad Coherente will train students to access public information on their universities, monitor the performance and financial management of university authorities, encourage youth active involvement in public affairs, and increase the availability of information on transparency to university students across Peru.
