To conduct three two-day capacity building workshops for 60 human rights activists on methodologies and drafting skills for the development of alternative reports, in conformity with United Nations standards. Adala will develop and print 1,000 copies of an Arabic and French language guide on alternative reporting methodologies and techniques.
Alternative Citizen Movement (ALCI)

To strengthen the role of civil society in local governance. ALCI will train and support a core group of 30 local civil society activists, elected officials and state representatives in their efforts to elaborate a development strategy for five communes in the region of Fes-Boulemane. Program activities will include a three-day capacity building workshop on strategic planning and project development and five one-day roundtables on local governance. ALCI will also hold two regional, one-day seminars to foster information sharing among participating communes, and conduct five three-day consultation sessions to finalize each commune’s development strategy.
Boujad Sustainable Development Association (BDD)

To strengthen the capacity of local civil society groups and youth associations to play an effective role in local democracy and governance. BDD’s program will focus on institutional strengthening, advocacy strategies in support of local democracy, and youth leadership development. BDD will conduct 11 two-day capacity building workshops, four one-day roundtables and one awareness-raising sporting event targeting local youth associations, civil society organizations, elected officials and media representatives. In addition, BDD will organize a writing competition for young activists to reflect on the meaning of local democracy and governance.
Carrefour d’Initiatives de Communication, d’Information et de Documentation (CICID)

To build the capacity of civil society organizations in promoting women’s rights in the rural areas surrounding Fes. CICID will conduct four two-day trainings on women’s rights concepts, tools and advocacy strategies for 25 women activists; develop and implement a “mobile listening center” pilot project; produce a documentary on the activities of the mobile center; conduct an advocacy campaign in support of anti-corruption initiatives at the local and national levels; and organize three one-day training sessions on anti-corruption issues for 75 female civic activists and high school students in rural areas.
Center for International Private Enterprise (CIPE)

To empower private sector organizations in Morocco to play an active role in advancing democratic and economic reforms. CIPE will conduct an assessment of the grassroots business associations in Morocco and then develop their associational, leadership, and advocacy capacity through a five-day, capacity-building Business Association Executive Management Program.
Centre d’Etudes et des Recherches Humaines (CERH)

To involve youth in political life and provide youth activists an open space for public debate on democratic change. Through its youth civic forum, CERH will hold seven one-day roundtables and one two-day regional conference on pre-selected socio-economic and political issues related to Morocco’s democratization process. In addition, CERH will conduct 20 one-day capacity building workshops on leadership development targeting 200 young activists from Casablanca and its surroundings. Finally, CERH will publish four issues of its quarterly magazine Rihanat (Stakes) and disseminate 2,000 copies of each issue.
Centre Marocain des Droits de l’Homme

To promote human rights and the rule of law through a grassroots advocacy and NGO capacity building program. CMDH will train 60 local activists on advocacy and communication skills, monitor and report on human rights court cases, and publish a quarterly bulletin on human rights issues.
Espace Libre de Citoyennete de Formation et de Développement à Mohammedia

To promote citizen participation in the upcoming 2009 local elections and engage citizens in dialogue with their elected local council members. Espace Libre de Cityonnete de Formation et de Développement à Mohammadia will develop and administer an opinion survey to Mohammadia residents, organize four two-day training workshops, and assist local NGOs in implementing twelve roundtable discussions between citizens and local government officials.
Forum Marocain Verite et Justice (FMVJ)

To continue its advocacy and NGO capacity building program aiming to monitor the implementation of the recommendations of the Truth and Reconciliation Committee. FMVJ will conduct conferences and working sessions on the prevention of torture and constitutional reforms, a one-day seminar on security sector reform, and three one-day capacity building workshops for its members and partner organizations. FMVJ will publish an annual report on human rights violations in Morocco and conduct a self-evaluation session on its efforts to advocate for the IER recommendations.
High Atlas Foundation (HAF)

To build the capacity of Mohammedia’s rural and urban communities to engage locally elected officials and advance communal priorities. HAF will build the capacity of 15 locally elected officials from Mohammedia’s rural and urban communes in participatory democracy at the local level, train 20 university students to serve as facilitators in these communities, engage 10 communities in participatory development, and mobilize donors to fund up to 10 development projects identified by participating communities.
International Republican Institute (IRI)

To help elected municipal officials strengthen their public service practices and responsiveness to constituent needs following the June 2009 municipal elections. The Institute will assist elected municipal officials in three cities, Rabat, Tangiers and Agadir, to address pressing issues in the community and thereby strengthen the relationship between citizens, elected officials and political parties.
Mediator for Democracy and Human Rights

To promote accountability and transparency of the parliament and government’s work and decisions as they relate to the educational system, and youth and child welfare. The Mediator will conduct workshops on monitoring and evaluation techniques for university students; produce a memorandum evaluating public policies on youth and child welfare and present it to parliament, the government and the media; and conduct follow-up consultations with parliamentary caucuses on best practices to oversee public policies.
Moroccan Women’s Alliance for Development and Training (MWADT)

To encourage women’s political participation and promote legal literacy in Tetouan and its surrounding villages. MWADT will maintain and develop its women’s center in Tetouan in northern Morocco, as well as its legal literacy and awareness raising activities in its Ashkarad center and the rural communities in Al-Hamra and Beni Hassan. The organization will also conduct two one-day roundtables to analyze the local application of the family code; organize two one-day seminars to encourage women’s political participation at the local level; and publish and distribute 200 copies of its annual bulletin, Mubadarat (Initiatives).
National Democratic Institute for International Affairs (NDI)

To enhance the capacity of Moroccan MPs and parliamentary caucuses through an internship program which provides opportunities for youth to develop and enhance their legislative and organizational skills while engaging in parliamentary activities. NDI will also identify and mentor a Moroccan civil society organization to assume the coordination role of the internship program to encourage local ownership and sustainability.
People’s Mirror Strategic Research Center

To establish stronger links between decision-makers and citizens on social and political reform issues. The People’s Mirror will develop into an independent public opinion research entity and conduct a minimum of 40 focus groups on various political and social reform issues.
Reseau Associatif Pour le Development Participatif (RADEP) Meknes

To build local capacity of civil society organizations in promoting local democracy and governance. RADEP will convene a meeting with local stakeholders, organize capacity building workshops on local governance for civil society activists and members of the municipal council, conduct working sessions on advocacy strategies, hold roundtables on local democracy, and organize an evaluation session on program outcomes and strategic planning. RADEP will launch a quarterly Arabic-language newsletter along with a website focused on local democracy in Meknes.
Third Millennium for Development and Child Welfare (TMDCW)

To strengthen the capacity and role of civil society in election monitoring and promote accountability, transparency, and the role of citizen oversight in elections in southeast Morocco. TMDCW will train and empower local NGO activists as election monitors to introduce for the first time election monitoring practices for local council elections. TMDCW will coordinate their efforts during elections, organize a press conference after elections, and coordinate with government authorities throughout the election process.
Union of Associations of Fes-Medina

To raise citizens’ awareness of anti-corruption practices in the medina of Fes and strengthen the institutional capacity of the newly-created Observatory for Good Governance. The Union will raise citizens’ awareness of anti-corruption practices in the medina of Fes and strengthen the institutional capacity of its newly-created Observatory for Good Governance. Activities will include capacity building workshops; seminars for civil society activists and local officials on the impact of corruption on Morocco’s political, economic and social life; and a public rally to educate and mobilize medina communities.
Youth Political Participation

To encourage youth political participation in Marrakech region in view of the upcoming local elections scheduled for June 12, 2009. Association Alamane Pour le Development de la Femme will run five one-day educational seminars for youth, conduct two three-day training workshop for 11 NGOs located in rural areas, and conduct a survey about youth’s attitudes and perception on post local elections.
