To increase assistance to Moldova’s civil society by organizing a “Partnership Fair” that will bring European donors and implementers together with Moldovan NGOs and independent media. The Fair will generate expertise and funding for groups working on media and freedom of expression, human rights and political freedom, and European integration. The EPD will establish a small grants fund to support joint European-Moldovan programs resulting from the Fair.

To strengthen the capacity of think tanks and experts in Bosnia and Herzegovina and Serbia to advocate for the democratic reforms necessary for EU accession. Europeum will work with two local think tanks to create coalitions of experts and NGOs to address three priority challenges confronting each country. Each of the coalitions will produce a policy paper and advocate for the implementation of its recommendations.

International Republican Institute

To support the ability of the newly elected Moldovan Parliament to develop policy that responds to constituent needs, operating efficiently and governing justly. IRI will provide trainings for parliamentarians in partnership with the Lithuanian parliament through study exchanges. IRI will also engage EU partners in further promoting and engaging with emerging democracies in Eurasia through cooperation with the Community of Democracies Parliamentary Forum in Washington and Brussels.

To develop the capacity of youth, civil society organizations, political actors, parties, foundations and institutes on a regional level in Europe. IRI will conduct regionally-focused seminars and consultations to encourage its partners to undertake governing roles, party building activities and democracy promotion at home and abroad.

The Moldova Foundation

To continue producing and expanding www.Moldova.org, a key voice and the leading website on Moldova-related issues. NED support will be used to cover the salary, honoraria, equipment and hosting costs of this important portal. Approximately 18,000 to 20,000 news and information articles will be produced and posted, and traffic will rise to 17,000 to 20,000 unique visitors a day.

To foster transparent and effective governance in the Western Balkans. NDI will help legislatures in the region to build their capacities, improve procedures, and increase implementation of internal oversight mechanisms. NDI will promote cooperation and the exchange of best practices and lessons between Western Balkan and Central European parliaments by organizing regional seminars on parliamentary oversight of the state budget and other accountability mechanisms.

National Democratic Institute for International Affairs

To assist political parties in the Western Balkans to develop inclusive and ideologically coherent party platforms reflecting contemporary European and regional best practices. Drawing on the strong connections already established among Balkan and European political parties, NDI will advance regional cooperation among like-minded parties by organizing six seminars to discuss policy issues and exchange practices, with an emphasis on the greater inclusion of women and youth.

To expand and enhance Roma political participation in the region. NDI will increase numbers of skilled political activists, train Romani local public officials, assist Romani candidates to prepare for elections, forge linkages between Roma activists and government institutions, and strengthen regional cooperation through cross-border activities.

To conduct a three-part project to strengthen the skills of NGO activists and promote the development of civil society in Moldova’s breakaway region of Transnistria. The project will consist of training seminars for NGO representatives, internships at the Czech Republic-based PIN, and a small grants competition.

To promote new approaches to fostering public debate on human rights and democracy issues in Bosnia and Herzegovina and Kosovo through the use of documentary film as an educational tool. The Czech Republic-based PIN will assist its local partners in the two countries – DokuFest in Kosovo and Pravo ljudski in Bosnia – to develop a civic education program utilizing screenings of politically and socially themed documentaries for high school students in Prizren and Sarajevo, and help them to create an educational package integrating documentary films into high school curricula.

To continue strengthening the skills of independent journalists in Moldova. Through a series of training seminars and study visits, the Bratislava-based Association will increase the professionalism of at least 30 journalists in Moldova, with a focus on the country’s regions of Gagauzia and Transnistria.

Romanian Academic Society (SAR)

To consolidate and improve the impact of a regional network of civil society organizations working to monitor and combat corruption in the Balkans. The Bucharest-based SAR will create a database of online resources and materials from successful anticorruption programs that will provide lessons learned and best practices from more than 350 efforts implemented across the region. The web portal, a workshop and an online competition will highlight and disseminate a unique collection of tried and tested tools and methods useful in fighting corruption.

Romedia Foundation

To help to advance the human rights of Roma in Kosovo and in exile by encouraging debate on their continued discrimination and marginalization. The Budapest-based Romedia will produce and distribute a feature length documentary film portraying the lives of Kosovar Roma living in lead-contaminated refugee camps in northern Mitrovica and asylum shelters in Europe. The film will be broadcast on regional and national television stations and promoted at regional film festivals.
