To maintain and improve its Russian-language website about Central Asia (www.ca-oasis.info). The Center will maintain the website from Moscow with contributions from correspondents in each of the five states of Central Asia. The website will contain daily news updates and the Center’s twice monthly magazine, Oasis.
Democratic Civil Union of Turkmenistan

To train civil society activists from Central Asia in information and computer security programs and procedures. The program will bring activists from Kyrgyzstan and Uzbekistan to Bishkek and Moscow for training, and will require them to pass on their newly acquired skills to five additional organizations. The Union will maintain a permanent consultation center on information security issues in the Netherlands and will provide access to a secure server for use by activists.
Fund for Legal and Economic Reforms in Kyrgyzstan

To continue its work with human rights organizations in the Fergana Valley. This year, the Fund’s primary activity will be administering a small grants program. The program will provide small grants to between 10 and 20 organizations in support of particular projects such as advocacy campaigns, human rights education, strategic litigation, and human rights monitoring. In addition, the Fund will continue to provide a resource center for NGOs.
Institute of Human Rights

To provide legal assistance to Central Asian refugees in Russia who are being prosecuted on spurious charges or are threatened with illegal deportation or extradition. The organization will represent individuals in selected cases, offer legal support to emigrants and refugees from Central Asia, and conduct advocacy on their behalf. In addition, the Institute will publish reports about these cases of repression and illegal extraditions.
Institute for War and Peace Reporting (IWPR – US)

To provide news and information about Turkmenistan and Uzbekistan for domestic and international audiences. IWPR will maintain its coverage of these two countries. Articles produced by IWPR will be posted on its website, www.nbcentralasia.net. IWPR will also recruit and train journalists from these countries to provide on the ground coverage.
Memorial

To conduct research and advocacy into three crucial areas of human rights abuses: repressions against refugees, conflicts related to the growth of Islam, and an updated list of political prisoners in Uzbekistan. The organization will do extensive monitoring and analysis of information to produce three reports on these topics. These reports will be published in print and on the internet and will be presented in international forums to attract greater attention to these problems.
