To defend press freedom and freedom of information, and to provide independent news and information. The project will support the relaunching of an independent news outlet as a digital-only format to allow it to provide important, objective, and credible news, information, and analyses in the run-up to and in the immediate aftermath of the July 2018 general election.

Maintaining the Space for Democratic Discourse

International Republican Institute (IRI)

To support democratic actors as they adapt to safely and effectively operating within a rapidly closing political context. The institute will conduct off-shore training workshops and provide expert consultations focused on strengthening the ability of democratic actors to strategically plan, leverage grassroots and constituent networks, and conduct advocacy and social media campaigns within the current deteriorating context.

Regional Advocacy and Support for Cambodia Civil Society

To provide regional solidarity and undertake advocacy to support Cambodian civil society organizations in light of the rapidly deteriorating political situation. The project will provide technical and strategic guidance to Cambodian civil society groups working to address the erosion of democratic norms in the country, and will coordinate emergency assistance to activists at risk, including evacuation and relocation support.

Preserving Civic Engagement through Fighting Corruption in Local Government

Center for International Private Enterprise (CIPE)

To mitigate incentives for corruption in local government procurement. In the current political context of rapidly shrinking democratic space, the center will work with its local partner to train citizens on civic engagement and consolidate the space that exists for participatory governance through public procurement monitoring at the sub-national level.

Protecting Civil Society Space That Remains Through Private Business Associations

Center for International Private Enterprise (CIPE)

To lay the groundwork for future collective advocacy by the business community, and to improve the institutional capacity of Cambodian business associations against the backdrop of shrinking civil society space. As the operating environment for civil society in Cambodia shrinks, the center will protect the democratic space that exists through independent business associations by providing advocacy trainings and technical assistance towards implementing a private sector-led advocacy initiative.

National Democratic Institute for International Affairs (NDI)

To strengthen the ability of exiled democratic leaders to sustain themselves as a viable political force while advocating for Cambodia’s return to a more democratic path, the institute will work with the Cambodian democratic political forces to convene and initiate a cohesive, strategic plan as well as provide training and advocacy support.

National Democratic Institute for International Affairs (NDI)

To strengthen the ability of exiled democratic leaders to sustain themselves as a viable political force while advocating for Cambodia’s return to a more democratic path. The institute will provide support to strengthen their organizational structure; develop a strategy for their return to Cambodia and participation in a democratic election; and build networks with key regional and international actors. The institute will also provide tailored technical assistance that responds to current challenges, facilitate strategic planning discussions, and support international advocacy.

Supporting Democratic Forces Under Threat

To strengthen the ability of democratic actors to push back against the recent closing space and government repression. The institute will conduct off-shore workshops and expert consultations focused on strategic planning, coalition building and conflict resolution, communications and messaging, engaging grassroots and constituent networks, and leveraging social media to advocate for democratic change in the immediate pre- and post-election period.
