To promote transparency and accountability in local public spending. The think tank will maintain and expand an online platform that monitors and assesses public investments in municipalities. It will publish quarterly progress reports for participating municipalities, and will facilitate public meetings that bring local officials together with citizens to present public spending and discuss performance. The think tank will aim to transfer the platform’s ownership to the municipalities as a sustainable mechanism for fostering accountability.

Fostering Crossborder Media Cooperation and Dialogue

To foster crossborder media cooperation and interethnic dialogue between Kosovo and Serbia.  Cooperating with partner outlets from northern Kosovo and Belgrade, the network will produce and televise a news and discussion program that brings together prominent figures to offer alternative perspectives from Belgrade, Prishtina, North Mitrovica, and Brussels on normalizing relations, transitional justice, and dealing with the recent past. The network will also facilitate a professional exchange program for journalists and editors from Kosovo and Serbia.

Fostering Youth Participation in Political Processes

To promote civic engagement among youth and encourage greater youth participation in political processes. The organization will conduct a nonpartisan information campaign on youth inclusion and participation in politics beyond voting, and will train politically active youth in leadership and problem-solving skills. To expand space for democratic dialogue, the group will organize events enabling youth in five municipalities to identify, present, and advocate for issues to their local officials.

The organization will maintain and develop an online monitoring platform that utilizes governance indicators to evaluate local government performance in each of the country’s 38 municipalities. While continuing to monitor the fulfillment of prior electoral promises, the organization will evaluate the effectiveness of municipalities in providing key services and offer recommendations on improving their effectiveness and transparency.

Promoting Civic Engagement and Human Rights through Film

To foster civic engagement and raise human rights awareness among youth. The organization will promote the use of its civic education materials, which integrate human rights documentary films into high school curricula, and continue to support youth cinema clubs in diverse communities. It will also train students in producing documentaries and mentor them as they make socially engaged films, which will be screened later at festivals and in the cinema clubs.

To foster dialogue and historical understanding among youth and build a stronger culture of remembrance. The organization will develop and launch two interactive multimedia exhibits offering a fact-based narrative on war crimes committed in the recent past. It will also organize study visits, with a particular focus on university students studying humanitarian law, to its documentation center, as well as monthly events on historical understanding, a series of youth workshops, and a multiethnic school promoting transitional justice.

Promoting New Approaches to Reconciliation

Oral History Initiative

To promote historical understanding and reconciliation. The initiative will further develop its interactive website, which contains a searchable database of personal stories and experiences chronicling Kosovo’s recent history from diverse perspectives. Employing an oral history methodology to preserve and present stories about individuals, groups, and events that have otherwise been marginalized by narrow and ideological interpretations of history, the initiative will add new content to the website and develop it into an educational tool.

Promoting the Accountability of Judicial Institutions

To promote transparency and accountability in the judicial system. The organization will monitor the processing of corruption cases by prosecutor’s offices and courts. Based on the findings, it will publish monitoring reports, convene expert roundtables to present and discuss data and recommendations with judicial sector representatives, and produce investigative television shows on the rule of law and combating corruption.

Promoting the Accountability of Security and Justice Institutions

To promote public oversight and accountability of security and justice institutions. The think tank will conduct interviews, focus groups, and a survey to gauge public opinion on and trust in these institutions, providing a better understanding of public perceptions regarding them. The group will identify perceived deficiencies, make recommendations for their improved performance, and advocate for reforms required for the country’s successful democratic transition.
