To promote the rule of law and integrity of the judiciary in the Kyrgyz Republic. The organization will monitor courts and pre-trial investigative proceedings throughout the country. Monitoring will assess the degree to which uniform standards are followed during the investigation and adjudication of criminal cases concerning corruption. Based on these findings, the organization will analyze existing legislation and provide recommendations for strengthening the country’s anti-corruption legal framework.

The project will include monitoring of freedom of assembly in all seven regions of the country; providing legal aid for individuals whose freedom to assembly rights have been violated; conducting training seminars for legal professionals; and, when necessary, advocating for reforms.

Local Governance and Civic Education

International Republican Institute (IRI)

To promote the adoption of the one-stop-shop service delivery model among municipal governments and to encourage more accountable and competent local governance practices in the Kyrgyz Republic. The institute will provide ongoing technical consultation to nine cities and will conduct a series of events oriented on both supply and demand sides of governance, including town halls, a municipal leadership conference, and civic education seminars through a local partner.

To promote and defend freedom of association in the regions of the Kyrgyz Republic. The organization will conduct three human rights trainings in Naryn, Batken, and Talas. In cases in which activists’ freedom of association has been violated, the Initiative will provide legal advice, representation in court, and file individual complaints with the United Nations Human Rights Committee.

To increase the accountability of public spending. The organization will establish an online platform for citizen reporting on government spending. The grantee will use submissions to the platform to publish investigative pieces on their news website. Ten contributors will be selected to participate in a four-month journalism training and publish their own investigations.

Promoting Civic Activism among Youth

To promote civic engagement and youth activism on human rights and democratic values. The organization will conduct a training for youth activists on human rights and democratic values. It will then mentor and provide support to ten initiative groups to realize small civic projects. Finally, the organization will compile the groups’ experiences and publish a guidebook with recommendations for the further development of civic initiatives aimed at promoting democratic values.

To promote democratic ideas and values among youth in southern areas of the Kyrgyz Republic. The grantee will organize three debate schools and establish six youth debate clubs at local universities. They will also organize a series of debate tournaments and develop four television programs highlighting youth issues that will air on local television.

To advance policy debate in the Kyrgyz Republic. The center will organize a series of events such as roundtables, lectures, and expert-led discussions, with the aim of providing a platform for expert analysis on salient topics. In addition, the center’s staff and experts will produce and publish analytical news stories and reports, which will be distributed online. Finally, they will produce three in-depth policy papers that will put forward recommendations for policy-makers and government officials.

To increase the sustainability of citizen involvement in the political process and build government accountability at the local level. The institute will expand opportunities for citizens to engage in grassroots organizing practices. By gradually transitioning greater responsibility for community advocacy efforts to community members themselves, organizers trained under the previous phases of the program will extend their reach to new communities, expanding the adoption of grassroots organizing and community-led advocacy to new areas.

To strengthen the capacity of religious women to promote democratic values and ideas and address issues of radicalization and violent extremism in their communities. The organization will train and empower women to raise local issues of importance in their communities and counter radical narratives, engage local communities and officials, and realize small initiatives aimed at fostering pluralism and tolerance. A final forum will bring together women from throughout the country to further network and discuss strategies to counter violent extremism.
