Advocating Legislative Reform
Tunisian Youth Leaders
To mobilize youth in civil society to monitor and advocate for legislative reforms, and raise citizens’ awareness of their rights and freedoms and how draft legislation and laws affect them. The organization will conduct a series of nine workshops to engage youth to monitor the drafting, amendment, and discussion of bills in Tunisian parliament, and raise citizens’ awareness of legislative issues.
Bringing the Voices of Local Business to Reform
Center for International Private Enterprise (CIPE)
To expand the engagement of local private sector actors in regional development and economic reform. The Center will work with an industrial association in Sfax to advocate for a better business environment and encourage public-private collaboration on specific regional development initiatives. The Center will also seek to foster the development of a new generation of private sector advocates, helping young entrepreneurs in three regions continue to engage decision makers on reforms that will address entrepreneurship challenges.
Empowering Elected Officials
Institut Tunisien de Formation des Elus
To enhance the capacity of members of parliament to conduct legislative and constituent affairs and engage citizens more broadly on issues of public concern. The institute will work with a multi-party group of parliamentarians; lead four three-day training modules in pluralism and consensus building, gender mainstreaming, security sector reform, and decentralization; and publish four policy papers on topics covered in the training modules.
Empowering Marginalized Youth
Maghreb Institute for Sustainable Development
To promote youth engagement in civic life in the marginalized community of Douar Hicher. The organization will conduct three two-day workshops on democracy, entrepreneurship, and non-violence; two two-day capacity-building trainings for members of CSOs active in Douar Hicher; and hold a series of citizenship cafe gatherings in marginalized communities.
Empowering Youth Voices
To promote youth civic participation through civic technology initiatives. The organization will implement four civic hackathons in universities and co-working spaces to promote the concept of civic engagement and entrepreneurship. The organization will select 20 youth from across Tunisia to participate in an intensive four-day incubation training program, mentor the participants, and provide technical assistance to lead civic initiatives.
Engaging Marginalized Youth in Local Governance
To promote marginalized youth engagement in local governance in Kairouan. The organization will train a group of youth community activists to become citizen observers of six newly elected municipal councils, hold trainings on monitoring techniques, organize dialogue sessions between youth and target municipalities, and lead a local monitoring initiative.
Engaging Women in Local Government
Free Sight Association
To promote women’s participation and engagement in local governance and local peacebuilding through the development of a national plan for women in peace and security issues. The organization will lead field visits to Gabes, Gafsa and Nabeul governorates; conduct three three-day trainings for 20 women leaders; and convene three working groups at the regional level and one at the national level to formulate a national plan for women’s inclusion in security and governance decision-making processes.
Enhancing Youth Civic Engagement
Youth and Skills Association (Maharat)
To promote youth civic participation. The grantee will lead training workshops based on the “Success in a Changing World” curriculum, which promotes pluralist narratives and civic engagement rooted in Muslim values and traditions. The organization will also continue its “Dynamic Success Caravan” that travels to cities, towns, and villages across Tunisia; and organize a seminar, and workshops on youth participation in the political process and elections.
Promoting Accountability and Good Governance
Tunisian Association for the Environment and Nature in GABES (ATEN Gabes)
To enhance the capacity of civil society to advocate for transparency, good governance, and social accountability in the southern governorate. The grantee will organize a one-day seminar on accountability, good governance, and decentralization with a focus on natural resource governance and conduct a two-day training for 25 representatives of civil society groups from six governorates on advocacy and good governance practices. The grantee will also administer a regional survey on public perceptions and expectations on the decentralization process and host a one-day seminar to discuss survey findings and recommendations.
Promoting Citizen Engagement in Local Democracy
Bledii (My Country)
To connect citizens to decision-makers and promote participatory local governance in Kasserine Governorate. The organization will conduct a series of trainings on local governance and accountability, organize citizen gatherings on local priority issues, lead awareness-raising events on local governance and accountability, and establish a regional governance observatory in Kasserine.
Promoting Citizen Engagement in Local Governance
Association for Citizenship and Northwest Development
To strengthen the capacity of youth and local civil society organizations to engage in municipal affairs in the northwest region. The organization will lead a capacity-building program for youth, local civil society actors, and members of municipal councils on citizen participation in the decentralization process, in two municipalities in the northwest.
Promoting Civic Values Among Youth
Association Theatre Forum Tunisie
To promote values of tolerance and citizenship, and counter violent narratives at juvenile detention centers. The organization will hold a 10-day training for a group of 20 youth at a juvenile detention center on techniques of ‘Forum Theater’ as a tool to engage marginalized groups to explore alternative solutions to local civic and political issues. The organization will work with a core group of youth to lead seven interactive Forum Theater performances at juvenile detention centers across the country.
Promoting Democratic Values
Al-Jahedh Forum for Free Thought
To strengthen democratic values and youth political and civic participation. The grantee will organize eight seminars and roundtables on issues related to democratic transition, pluralism, human rights, anti-corruption, and good governance. It will also conduct a two-day policy paper-writing workshop for 20 youth, facilitate 20 workshops on Success in a Changing World, and publish two issues of its newsletter Masalik.
Promoting Effective Legislation
To promote and advocate civil society input in the legislative process. The organization will publish a study and lead stakeholder consultations to formulate a series of recommendations for updating Tunisia’s penal code to protect the rights and freedoms guaranteed in the 2014 constitution. The organization will conduct workshops and a conference to discuss the proposed amendments, produce and publish recommendations, and lead an initiative to advocate for their adoption.
Promoting Independent Constitutional Bodies
Alternative Youth Network – RAJ Tunisia
To empower youth to advocate for the full implementation of establishing national institutions as mandated in the constitution. The organization will engage a group of law students to conduct a study on youth understanding and expectations of five mandated constitutional bodies, lead an education and advocacy campaign designed to raise youth awareness of the democratic checks and balances at stake, and increase public support for their establishment.
Promoting Local Good Governance
Accountability and Governance
To promote citizen and civil society participation in local decision-making in the southern region. The organization will work with 12 municipalities to train municipal representatives on participatory democracy, inclusiveness, transparency, and the formulation of municipal investment plans. The organization will conduct three three-day trainings and three one-day thematic seminars; run an online campaign encouraging communities to participate in local governance; form a CSO consortium to focus on local governance; and organize four preparatory meetings on the municipal investment plans.
Promoting Peaceful Discourse
Center for the Study of Islam and Democracy in Tunisia
To empower religious leaders to promote moderate, peaceful, and democratic discourse in five governorates, combat narratives of religious hate and extremism through an on-line platform, and encourage youth and religious community to promote anti-corruption in target governorates. The grantee will organize a series of workshops to train imams on social media skills, conflict resolution techniques, citizenship, and democratic values in target regions; hold roundtable discussions on critical issues relating to Islam and democracy; and enhance its online platform.
Promoting Policy Dialogue
Jasmine Foundation for Research and Communication (JFRC)
To strengthen civil society’s role in promoting dialogue with policy and decision-makers and enhancing citizen engagement at the municipal level. The organization will train civic leaders to constitute a local governance observatory in four municipalities, train elected municipal officials on concepts of democratic participation and accountability, conduct a community assessment survey and publish local democracy barometer reports.
Strengthening Civil Society
Institut Arabe Pour la Democratie
To empower a cadre of youth leaders, and promote constructive debate on the role of religion in public life. The organization will hold six one-day trainings for youth political and civil society activists on political leadership and communication skills, host a national conference on national reconciliation, and publish a newsletter.
Strengthening Local Public Policies
Impact Foundation for Research and Development
To promote evidence-based policy analysis and debate at the local level. The organization will administer a household survey of 1,000 citizens, convene three focus groups, and produce a report on citizen perceptions of government performance and public service delivery. The organization will also engage a group of local policy researchers in policy brief writing, produce four policy briefs, and organize a one-day policy roundtable for 25 local stakeholders in Gafsa.
Strengthening Women’s Participation
To strengthen women’s civic and political participation. The organization will publicize its field research findings on women’s political participation, lead a series of workshops on governance approaches that account for gender inclusion and diversity, conduct trainings on the national law eliminating violence against women, organize a seminar on rural women’s participation, and convene a conference on women’s political participation. The grantee will also hold its annual strategy meetings and publish a newsletter.
Strengthening Youth Participation
To strengthen youth participation in local governance in Mornaguia. The organization will train 20 youth on local governance and access to information; create an online platform for monitoring municipal government performance; and hold six dialogue sessions with youth, elected municipal officials, political party and civil society actors working on governance and youth issues. The organization will also publish a monthly report on the performance of the municipality, and present its findings in a public event.
Supporting Accountable Municipal Governance
Association for the Defense of Human Rights
To strengthen the capacity of civil society and citizens to hold municipal governments accountable, and promote a transparent and participatory process at the local level. The organization will hold three two-day trainings on the local administration law and access to information law for civil society actors and municipal assembly members in three municipalities in Tataouine governorate; hold a three-day workshop on policy paper writing and advocacy skills; and work with participants to develop an advocacy campaign.
Supporting Municipal Governance And Internal Political Party Organization
International Republican Institute (IRI)
To strengthen the organizational capacity of Tunisian political parties at the local level during the upcoming elections so that they can serve as effective political actors during the decentralization process, and to promote municipal councils that are responsive, effective, and accountable to constituents in their communities. The institute will provide tailored strategic planning and internal communications for political parties and their candidates, introduce newly elected municipal councilors to governance best practices and constituent outreach, and build their capacity to fulfill their roles as public representatives.
Supporting Women in Local Government
To raise awareness of and advocate for women’s economic and social rights in Sidi Bouzid. The organization will hold a nine-day training for female activists in leadership skills, advocacy, the legal framework for women’s rights, and issues faced by female agricultural workers; organize two one-day seminars on women’s rights; and lead six awareness campaigns about issues facing rural women in Sidi Bouzid.
