Donald L. Horowitz, James B. Duke Professor of Law and Political Science Emeritus, Duke University presented his lecture, "Ethnic Power-Sharing and Democracy: Three Big Problems" as the tenth annual The Seymour Martin Lipset Lecture on Democracy in the World.
