Donika Emini

“Combating Digital Authoritarianism in the Balkans and Eastern Partnership Region” (March 2024–July 2024)

Dr. Donika Emini is executive director of the CiviKos Platform, a consortium of 300 civil society organizations in Kosovo dedicated to establishing cooperative relations between civil society and state institutions. A scholar of international relations, she previously worked for the Kosovar Centre for Security Studies from 2013 to 2019. She has also served as a research fellow at the EU Institute for Security Studies and worked at Transparency International, the Balkan Policy Institute, and the General Consulate of the Republic of Kosovo in New York. She consults for the Balkans in Europe Policy Advisory Group and serves as a country analyst for Freedom House, covering Kosovo and Albania. During her fellowship, Dr. Emini is examining Russian and Chinese malign influence efforts in the Western Balkans and Eastern Partnership region, with a particular focus on digital authoritarianism. She aims to write a policy memorandum with recommendations on combating authoritarianism in the region.
