To enhance citizenship and promote constitutional rights awareness. ASD will mobilize the communities in three mu­nicipalities of Angola’s Huila province to promote citizenship and raise awareness about fundamental constitutional rights. 

Associação dos Naturais e Amigos da Cela (ASNAC)

To contribute to land rights awareness and promote citizenship. ASNAC will contribute knowledge and understanding of funda­mental land rights; advocate for agrarian land rights, a defined land policy, and clari­fication of land tenure; and will promote an active and participatory culture in the rural and urban communities of Kwanza-Sul. 

Cooperação de Iniciativas Locais (COOPIL)

To strengthen citizen participation and promote constitutional rights aware­ness. COOPIL will mobilize the com­munities in 11 municipalities of the Kuando-Kubango province of Angola for a program of civic education to encour­age active citizen participation. COOPIL will raise awareness of constitutional rights, to contribute to the promotion, defense and guarantee of these rights, and advocate for land rights, a defined land policy, and clarification of land tenure. 

Forum dos Agentes Eleitorais (FAE)

To promote citizens’ political rights awareness. FAE will mobilize the com­munities in all 11 municipalities of the Huambo Province of Angola to promote the Local Administration Law - Decree 02/07, as well as “Angolan Citizen’s Law” (Leí Angolana ao Cidadão), which emphasize the role and responsibilities of the parliamentarians at the Na­tional Assembly. FAE will also conduct local-level dialogue between communi­ties and provincial administrators. 

Instituto Angolano de Sistemas Eleitorais e Democracia (IASED)

To contribute to the promotion of lo­cal governance and constitutional rights awareness. IASED will build the capacity of representatives of civil society groups from eight provinces of Angola to promote civic education, including the rights and re­sponsibilities of citizenship, the promotion, defense and guarantee of constitutional rights including land rights, and establishing a framework for 2012 municipal elections. 

National Counseling Center (NCC)
$40,000
To promote civic education, social ad­vocacy and participation of local com­munities for democratic consolidation. NCC will strengthen the transition to democratic governance in three prov­inces by raising awareness and promot­ing fundamental rights, empowering communities for effective social advo­cacy and community engagement.
