Association for Participatory Democracy ADEPT

To inform citizens and educate voters prior to Moldova’s November 2010 parliamentary elections. ADEPT will update and expand its election-related website (www.alegeri.md) to provide nonpartisan information on and analysis of electoral issues and party and candidate platforms, as well as electoral legislation and procedures. In addition, ADEPT will design and distribute 5,000 protocol posters, which will allow electoral officials to publicize the results of their polling stations immediately.

Association of Independent Press – Moldova

To inform citizens and mobilize voters for the country’s November 2010 parliamentary elections. The Association will produce 10 issues of a nonpartisan election-related supplement, Obiectiv (Objective) in Romanian and Russian. Every two weeks, more than 100,000 copies of the 10-page insert will be published and distributed by 20 independent national and local newspapers.

Center for International Private Enterprise

To strengthen Moldova’s pro-reform network of business associations and chambers to become a sustainable voice in the public-private dialogue. CIPE and the Institute for Development and Social Initiatives will help guide the network in its effort to take full leadership of the National Business Agenda process and to become an effective tool for sustainable grassroots advocacy.

East Europe Foundation Moldova (EEF)

To promote free, fair and transparent elections in Moldova. For the country’s November 2010 parliamentary elections, the EEF will oversee a series of nonpartisan education initiatives, including producing and distributing citizen education and voter mobilization materials. Through a small grants competition, the EEF will also support other nonpartisan GOTV and election observation programs through the Civic Coalition for Free and Fair Elections. Approximately 8 to 12 grants averaging $6,000 will be awarded.

Eco-TIRAS International Environmental Association of River Keepers

To continue promoting the long term survival and development of the third sector in Transnistria. The Chisinau-based Association will continue to support a network of seven resource centers in Moldova’s breakaway region, upgrade the network’s computer equipment, organize 12 training seminars for NGO activists and a youth summer school bringing together 40 youth leaders from Transnistria and Moldova, continue publishing an electronic bulletin on the third sector in Transnistria and hold a small grants competition.

Independent Journalism Center (IJC)

To strengthen the quality and independence of Moldova’s state-run radio and television broadcaster. The Center will develop the professional skills of Moldova Channel 1 journalists and management, support the state broadcaster’s reform into a public broadcaster, and strengthen its role as a moderator of democratic dialog by conducting a needs assessment and establishing an in-house training and consultation program.

Independent Journalism Center (IJC)

To increase the professionalism of young journalists in Moldova. The Center will organize a ten-month journalism school for up to 20 young reporters at the beginning of their professional careers. In addition to intensive training, the program includes hands-on field visits and internships in media outlets. NED funds will also be used for a small-grants program for graduates launching online media initiatives.

Institute for Development and Social Initiatives (IDIS) “Viitorul”

To monitor the country’s troubled democratic transition since the breakthrough July 2009 elections. Through a series of “Early Warning” publications and roundtables, the think tank will alert policy makers and the public to emerging crises and offer policy recommendations to overcome challenges that threaten to derail progress made towards Moldova’s integration with Europe.

International Republican Institute

To aid Moldova’s newly elected officials in the legislative and executive branches of government in addressing the needs of constituents, operating efficiently and governing justly. IRI will provide trainings to government officials in policy development and legislative implementation, and will conduct four national polls to develop an accurate flow of information between elected officials and their constituents.

National Assistance and Information Center for NGOs in Moldova CONTACT

To conduct a voter education and mobilization program for Moldova’s November 2010 parliamentary elections. CONTACT will mobilize 120 volunteers to coordinate four bus tours that will reach approximately 100 cities, towns and villages, as well as the country’s four regional capitals. Volunteers will distribute nonpartisan GOTV materials and encourage citizens to participate in the elections.

National Democratic Institute for International Affairs

To bolster public confidence in election results by contributing to the transparency of electoral processes in Moldova. NDI will enhance the capacity of Promo-LEX, a non-partisan domestic association, to independently manage observation missions. NDI will provide technical and financial support to conduct qualitative and quantitative monitoring of election day voting and counting processes based on a representative random sample of polling stations nationwide.

National Youth Council of Moldova

To conduct a nonpartisan voter education and mobilization program for Moldova’s November 2010 parliamentary elections. The Council will organize a GOTV bus campaign to 16 regions and distribute over 20,000 pieces of nonpartisan GOTV materials to encourage voter turnout, especially among youth.

PROMO-LEX Association

To continue strengthening civil society and promoting human rights in Moldova’s breakaway region of Transnistria. The Chisinau-based Association will monitor rights violations, provide legal assistance, organize two training seminars for NGOs, hold a NGO Forum, produce six TV shows on human rights and civil society, award three micro grants totaling $1,000 to three NGOs and produce 12 issues of its monthly bulletin.

PROMO-LEX Association

To foster freer and fairer contests for Moldova’s November 2010 parliamentary elections. In cooperation with NDI, Promo-LEX will organize an election monitoring mission that will train and deploy 42 Long Term Observers and 1,950 Short Term Observers. A handbook and training materials will be developed; eight monitoring reports will be prepared and disseminated in Romanian, Russian and English; eight press conferences will be organized; and a press center will operate on Election Day.
