To build a coalition of civil society organizations in Haiti to participate more actively in the reconstruction process and interact with government officials. A group of civil society organizations will come together to analyze the government’s Action Plan for National Recovery and both provide feedback and disseminate it among grassroots partner organizations. The members of this coalition will provide recommendations for improving the plan, and will seek to establish permanent avenues for interaction with the government and international community.
Coordination Communale de Comités d’Initiatives de Limbé (CCIL)

To raise awareness of civil rights and responsibilities among youth and build institutional capacity in community-based organization in the municipalities of Limbé and Lower Limbé. CCIL will jointly implement this project with four-time NED grantee, the Comité d’Initiative de la Troisième Section (CI3SL). Together, they will provide civic education training to youth in 14 schools and will consolidate three newly formed Initiative Committees in Lower Limbé. CCIL and CI3SL will also assist people displaced by the January 12 earthquake to integrate into the community.
Coordination des Comités d’Initiatives de la Commune de Gonaïves (CCICG)

To reinforce the capacity of civil society in the municipality of Gonaives and promote collaboration both among these groups and between them and local authorities. CCICG will train representatives of civil society on themes such as coalition building and will foster dialogue with local officials to promote a culture of inclusion and participation.
Coordination Nationale des Organisations de Base (CONOB)

To strengthen the capacity of local elected officials and grassroots leaders in conflict-ridden neighborhoods of Port-au-Prince to respond to their needs, encourage active citizen participation and consolidate nascent peace. CONOB will provide relevant training to representatives of civil society and will work to consolidate the capacities of community steering committees, cementing their legitimacy through trainings and technical support.

Groupe d’Appui au Renforcement des Communautés (GAREC)

To strengthen the financial and technical capacity of grassroots organizations in the North and West departments. GAREC will help local groups plan, execute and evaluate development projects in collaboration with local governments. Working simultaneously in the North and West departments, GAREC will target 60 grassroots leaders, and provide them with 300 hours of theoretical and practical training. NED grantees interested in participating in the project will be guaranteed a spot.
Institut Panos Caraïbes (PANOS)

To strengthen the capacity of radio journalists in Grand Anse, Nippes, and the Department of the South to produce balanced and impartial reporting. Panos will train 60 journalists in radio reporting and investigative journalism techniques. Following theoretical and practical training, participants will use the tools and knowledge acquired to produce independent reports on local topics of their choosing. The five best will receive small grants to produce investigative reports.
International Senior Corporation (ISLP)

To promote the modernization of the penal and criminal procedure codes in Haiti, and to strengthen the capacity of Haitian lawyers to improve access to justice for the rural poor and defend the rights of prisoners. ISLP will provide pro bono legal services to government advisory committees, grassroots NGOs, and local bar associations. ISLP lawyers will conduct trainings, provide on-site capacity building and offer strategic assistance to their Haitian counterparts.
Jurimédia

To work with local leaders in the North East department to increase their understanding of democracy and human rights and to design action plans to improve local governance conditions. Jurimédia will train a group of young leaders in human rights, democracy, and conflict prevention. These youth will lead training sessions and help design action plans and conduct activities to improve governance and reduce conflict in their communities.
Le Collectif des Notables de Cité Soleil (CONOCS)

To foster civic engagement among grassroots leaders and promote peaceful conflict resolution and tolerance in three violence-ridden areas of Port-au-Prince. CONOCS will strengthen the capacity of grassroots leaders to promote a proactive and peaceful civil society through in-depth trainings on democracy and citizen participation. Additionally, CONOCS will further the breadth of its impact by broadcasting information on human rights across Cité Soleil.

To increase peaceful citizen involvement in the long-term recovery and reconstruction process of Haiti to promote the accountability, sustainability and ownership of this process. The program will support grassroots-based community action groups, or Initiative Committees, to facilitate a series of dialogues between communities and elected officials about government and international community reconstruction efforts and assist citizens to articulate and resolve post-earthquake needs.
Observatoire Citoyen de L’ Action des Pouvoirs Publics et ONG (OCAPH)

To facilitate dialogues between Haitian civil society and the government, and to increase accountability in the delivery of basic public services, especially in the lead-up to the upcoming presidential elections. OCAPH will organize public policy debates with representatives of the Haitian government, the international community, and other technical advisors to educate citizens on the government’s plans and actions. Finally, OCAPH will disseminate information on the reconstruction programs to increase accountability and citizen monitoring.
Rassemblement des Citoyens Organisés de la Grand Anse (Racoga)

To promote dialogue and improve relations between elected authorities and civil society representatives in the municipalities of Moron, Chambellan and Dame Marie, Racoga will strengthen the capacity of grassroots organizations to engage local governments in discussions about citizen needs. Prior to scheduled elections at the end of 2010, Racoga will organize candidate debates in each municipality to engage citizens in the electoral process.
Rassemblement National des Citoyens Organisés pour le Développement d’Haïti (RANCODHA)

To strengthen the capacity of grassroots organizations in the Port-au-Prince metropolitan area to participate in the reconstruction process, and facilitate debates with candidates running for local and legislative office. RANCODHA will strengthen the capacity of grassroots leaders in Cité Soleil, Delmas and Carrefour to articulate their needs and priorities and participate more actively in Haiti’s reconstruction efforts. RANCODHA will also organize forums to facilitate communication between grassroots leaders and government and international representatives, and will organize debates with congressional and mayoral candidates.
