To promote greater dialogue and debate about the need for civilian control of Honduras’ armed forces. CEDOH will organize an international conference and a follow-up seminar about current provisions of Honduran law that regulate civilian control of the armed forces, and the need for legal reforms to ensure the sustainability of this relationship. CEDOH will produce an initial baseline document for these events and an analytical report that summarizes the results of the discussions.

Fundación Democracia sin Fronteras (FDSF)

To strengthen citizen oversight of the National Congress. FDSF will update and maintain its database on the work of the National Congress during its current term, which will last from 2010 to 2014. FDSF will seek to monitor congressional budgetary decisions and expenditures, specifically as they relate to the Social Fund for Departmental Planning. FDSF will also train community leaders to participate in this process and provide analysis on congressionally approved social programs in their departments.
