To promote citizen participation to influence local public policies during the municipal election process in Asuncion. Asociación Trinidad will inform citizens about the municipal elections and candidates’ platforms through its community radio station, news agency, and neighborhood committee newspapers. Asociación Trinidad will also conduct training on citizen participation; hold roundtable discussions for citizens to voice their concerns, and host public debates and virtual forums.
Center for International Private Enterprise (CIPE)

To strengthen the private sector’s ability to participate in the democratic policymaking process and to foster a strategic partnership between public and private sectors to develop much needed policy reforms. CIPE and the Foundation for Development in Democracy will establish private sector working groups to develop a national business agenda and will monitor its implementation by public officials.

To strengthen democratic processes and institutions in Paraguay by developing entrepreneurial qualities in youth and helping them engage constructively in civic life. CIPE and the Paraguayan Foundation will bring the concept of entrepreneurship to national attention through a public awareness campaign, implement a pilot entrepreneurship program in fifteen high schools, and help the government identify practical ways to incorporate entrepreneurship into public school curricula.
Centro de Estudios Judiciales del Paraguay (CEJ)

To promote the participation of women and youth in the design of local public policies in San Pedro Department. CEJ will train local government officials and civil society representatives on how to use the new municipalities law to improve citizen participation in the development of public policies. CEJ will provide technical assistance to civil society organizations representing women and youth to develop proposals and advocate for their inclusion in municipal plans.
Semillas para la Democracia (Semillas)

To encourage citizen participation at the municipal level and to strengthen the capacity of controlarías ciudadanas (citizens’ oversight committees) in Misiones Department. Using a newly promulgated law governing municipalities and a train-the-trainers approach, Semillas will teach members of the controlarías ciudadanas to train local government officials and civil society representatives on this new legislation and the various forms of citizen participation that it includes.
