To strengthen the institutional capacity of JUSDEM to become a legitimate interlocutor between the judiciary and civil society and to consolidate linkages between the judicial system and grassroots organizations to increase communication and promote better mutual understanding. JUSDEM will conduct dialogue events to bring the judicial system closer to citizen in Lima and other provinces of Peru as well. JUSDEM will also conduct trainings for judges on judicial reform issues.

APORVIDHA will provide specialized training to judges, prosecutors, lawyers, journalists and civil society actors on mechanisms to prevent corruption and increase citizen monitoring of government. In addition, APORVIDHA will provide institutional and technical support to a regional anti-corruption network to improve transparency and citizen accountability in Cuzco.

To conduct a diagnosis of existent and potential conflicts in Southern Peru. APRODEH will provide public officials with tools for mediating and mitigating conflicts, as well as advocate for public policies that promote dialogue. Simultaneously, APRODEH will work with grassroots leaders to educate them about their rights and responsibilities, as well as peaceful and democratic avenues for demanding their rights.

Center for International Private Enterprise (CIPE)

To promote democracy, rule of law, and positive leadership among the nation’s young leaders to improve the economic, political, and institutional environment in Peru. CIPE and Instituto Invertir will educate 150 university students about democracy, rule of law, free markets, and leadership. Students will present business plans for non-profit or for-profit ventures with a positive economic, social, and/or political impact for students’ respective regions.

To promote good government practices as a mechanism for sustainable development in the national policy agenda. Working in five cities across Peru, CAD will train public officials and recently elected authorities on successful good governance practices. It will also work with a network of local journalist to increase citizen demand for the implementation of these practices.

COSDEJ will conduct a series of public forums, training workshops and candidate debates to inform voters on their choices during the upcoming elections, and help them articulate and voice their concerns. Simultaneously, COSDEJ will form a citizen ethics committee to monitor candidates’ performance, and promote the signing of a transparency pledge.

Comisión Diocesana de Servicio Pastoral Social (CODISPAS)

To strengthen local government capacity to manage public resources from extractive industries. CODISPAS will strive to ensure local resources are managed in an accountable and transparent manner and to strengthen mechanisms for citizen participation in local decision-making. Working in 10 municipalities of Ancash, CODISPAS will facilitate roundtables, candidate forums and a five-day festival to promote well-managed public resources that respond to local needs and demands.

Consorcio de Investigación Económica y Social (CIES)

To increase the quality of the electoral discourse in the months leading to the 2011 electoral process by focusing public attention on key policy priorities and educating voters on candidates’ positions. CIES will select ten important development issues and commission policy papers, which it will use to educate voters on policy alternatives. CIES will also educate political party representatives on the issues and advocate for their inclusion in party platforms.

To promote debate and increase participation among youth in the upcoming regional election and to strengthen the capacity of young elected officials to improve the efficiency and transparency of local governments. COPLAN will train university students to participate in local participatory budgeting processes, monitor local public performance, promote election awareness and voter education, and train newly elected youth officials to improve their understanding of local government affairs.

Derechos Humanos y Medio Ambiente (DHyMA)

To promote dialogue and peaceful conflict resolution regarding the use and management of natural resources among Aymara communities in the region of Puno. DHyMA will organize training workshops to discuss human and indigenous rights, as well as new legislation on natural resource management. DHyMA will then encourage the targeted communities to use these tools in their organizations, unions and local governments.

Innovaciones para el Desarrollo Sostenible (IDES)

To strengthen the democratic practices of five rural municipalities in the highland region of Puno. IDES will work with public officials, candidates running for local office, and newly-elected authorities to ensure the continuity of positive reforms undertaken by these municipalities. IDES will also work with citizens to ensure that they continue to demand high levels of participation in the budgeting process.

Socios Perú: Centro de Colaboración Cívica

To consolidate the capacity of local civil society groups in the upcoming electoral process, and ensure that they provide adequate monitoring to both the outgoing and the incoming local administrations. Socios Perú will train mid-level public officials to increase their capacity to prevent, negotiate and resolve local conflicts, especially as they relate to the work and impact of neighboring extractive industries.

Universidad Coherente

To improve the levels of transparency and access to information of public universities’ financial systems. Universidad Coherente will develop transparency and access to information indicators to measure the impact of its project and will publish a report with the results. Universidad Coherente will train students to access public information on their universities and encourage their active involvement in public and youth affairs.
