Facilitating Access to Justice in North Kosovo
Alternative Dispute Resolution Center
To facilitate minority communities’ access to justice and greater judicial integration in Kosovo. The organization will promote mediation services in non-majority communities through capacity-building and awareness-raising activities. The organization will host trainings to develop the skills of minority mediators, support their certification and licensing processes in the country’s judicial system, and facilitate a multifaceted outreach campaign in ethnic minority communities.
Facilitating Debate on the Kosovo-Serbia Agreement
To facilitate broader public understanding and debate regarding the high-level dialogue between Kosovo and Serbia, which is otherwise ambiguously or incorrectly reported in the media. The organization will produce and publish on its bilingual website in-depth information regarding the process and resulting agreements, including objective information about and analysis of the negotiation’s fundamental implications for democracy in Kosovo and Serbia.
Fostering Crossborder Media Cooperation and Dialogue
INC Network of Radio Stations
To foster crossborder media cooperation and interethnic dialogue between Kosovo and Serbia. Cooperating with media outlets from the two countries and correspondents based in Brussels and The Hague, the network will produce and televise a news and discussion program that brings together prominent public figures to offer alternative perspectives on normalizing relations, transitional justice, and dealing with the recent past.
Fostering Minority Participation in Decision-Making Processes
To foster the engagement of Kosovo’s Serb minority in political processes and facilitate dialogue between state institutions and Kosovo Serb civil society groups. The organization will train civil society activists in advocacy and media skills, as well as monitor and recommend policies on minority issues. The program will work closely with state institutions in Prishtina and in Belgrade to engage them in meaningful democratic cooperation with Kosovo’s Serb minority.
Fostering New Approaches to Youth Reconciliation
Youth Initiative for Human Rights – Kosovo
To encourage new approaches to promoting reconciliation and building trust amongst youth. The organization will carry out interactive storytelling workshops that invite a diverse group of young people to identify and document wartime experiences. It will supplement the program with public exhibitions and commemorative events to encourage new approaches to building trust and challenging nationalist stereotypes regarding Kosovo’s recent past.
Fostering Open Debate through New Media
To foster public debate on key political, economic, and social topics. The group’s online platform will provide a nonpartisan forum for discussions by prominent policy professionals, activists, and intellectuals on pressing issues facing the country. The independent website will aim to shift the focus of public debate towards practical solutions, rebuke radical and populist discourse, and promote democratic values.
Fostering Youth Participation in Political Processes
Democracy for Development
To promote civic engagement among young people and encourage greater youth participation in political processes. The group will conduct a nonpartisan information campaign on youth participation in politics beyond voting and will train politically active youth in leadership and problem-solving skills. The group will organize events enabling youth in five municipalities to identify, present, and advocate for issues to their local officials. Ahead of local elections in 2021, the organization will train youth to recognize misinformation in election campaigning.
Improving Political Party Responsiveness to Citizen Needs
International Republican Institute (IRI)
To strengthen political parties’ ability to conduct public opinion research for better understanding of the needs and concerns of citizens, as well as their ability to develop appropriate policy responses, the Institute will train parties in public opinion research and policy development methods. The Institute will also fund Democracy Plus to expand their existing elections data portal to provide a source of data for parties to use to select local areas for public opinion research.
Promoting Accountability of Local Government
Institute for Advanced Studies GAP
To promote transparent and accountable local government. The think tank will maintain an online monitoring platform utilizing governance indicators to evaluate government performance in the country’s 38 municipalities. While continuing to monitor the fulfillment of prior and upcoming electoral promises, the project will assess the effectiveness of municipalities in providing key services and offer recommendations for improvements. The think tank will share its research skills with local organizations and journalists to ensure the platform’s long-term sustainability.
Promoting Civic Engagement and Human Rights through Film
To foster civic engagement and raise human rights awareness among youth. The organization will promote the use of its civic education program, integrating human rights documentary films into high school curricula, and will continue to support youth cinema clubs in ethnically diverse communities. It will also train students in documentary production, mentoring them as they make socially-engaged films to be screened at festivals and in cinema clubs.
Promoting Dialogue and Historical Understanding
Humanitarian Law Center Kosovo
To foster dialogue and historical understanding among youth and build a stronger culture of remembrance. The organization will facilitate interactive workshops to introduce high school and university students to concepts of transitional justice and facts about war crimes committed in the recent past and will organize a multiethnic summer school promoting transitional justice. The organization will also conduct field research to document sites of remembrance related to the Kosovo war, and will disseminate the research through a publication and a related event.
Promoting Independent Journalism by Local Minority Media
Center for Communities Development
To provide objective information to minority communities living in north Kosovo, with a special focus on the normalization of relations between Kosovo and Serbia. The project will facilitate freedom of information and foster public debate through an independent media portal that provides high quality information on key political and social events and their implications for local communities, analytical and investigative reporting, interviews, and news.
Promoting Open Debate and Democratic Values among Youth
To promote democratic values and debate among youth on important political, economic, and social topics related to the country’s democratic transition. The organization will maintain and expand its popular online magazine. Building on its strong reputation for media production, the organization will continue to facilitate and promote participatory debate and inclusive dialogue by developing an offline space for critical thought, advocacy journalism, innovative informal education, and public discussion.
Promoting New Approaches to Reconciliation
Oral History Initiative
To promote historical understanding and reconciliation. The initiative will maintain and further develop its interactive resource of personal experiences chronicling Kosovo’s recent history from multiple perspectives. Employing an oral history methodology to preserve and highlight stories about individuals and events that have otherwise been marginalized by ideological interpretations of history, the initiative will expand its website and further develop it as an educational tool that can be used to counter political manipulation of ethnic divisions.
Promoting the Accountability of Judicial Institutions
Kosovo Law institute
To promote transparency and accountability in the judicial system. The organization will monitor the processing of corruption cases by prosecutor’s offices and courts. Based on the findings, it will update its database of court cases and publish a series of monitoring reports, convene expert roundtables to discuss data and recommendations with judicial sector representatives, and produce a series of investigative television shows on the rule of law and corruption.
Promoting the Accountability of Security and Justice Institutions
Kosovar Center for Security Studies
To promote the public oversight and accountability of security and justice institutions. The think tank will partner with an organization in Serbia to conduct interviews, focus groups, and surveys to gauge public opinion on and trust in security and justice institutions, providing a better understanding of public perceptions regarding these key institutions in the two countries. The think tanks will identify perceived deficiencies, make and disseminate recommendations for their improved performance, and advocate for reforms required for a successful democratic transition.
Promoting Transparent Political Party Financing
Group for Legal and Political Studies
To promote the financial transparency and accountability of political parties in electoral processes. The group will advocate for its analyses and recommendations, and facilitate public meetings with state officials, legislators, experts and civil society, to generate greater public interest and confidence in electoral reforms. It will advocate for the improved and full implementation of laws concerning party financing through activities that monitor relevant institutions and improve the transparency and accountability of political parties.
Promoting Youth Engagement in Accountability Efforts
Organization for Improving the Quality of Education
To promote greater youth engagement in efforts to fight corruption and promote accountability in higher education. The organization will build the skills of 175 students at seven universities to identify and spotlight corruption, and advocate for increased accountability in higher education. The group will facilitate advocacy meetings between youth and university representatives, state officials, and legislators to generate greater public interest in and support for higher education reform.
Supporting Minority and Independent Media
Association of Independent Broadcast Media of Kosovo (AMPEK)
To foster media freedom and diversity. The association will support the country’s independent and minority broadcasters through roundtables, trainings and other meetings that will foster multi-ethnic communication and cooperation among media and journalists. The association also will promote and defend the rights and interests of its members by supporting media policies in line with international standards and monitoring and advocating for the implementation of reforms to the country’s media-related legal framework.
Using New Media to Promote Government Transparency
Open Data Kosovo
To promote institutional transparency and accountability. The organization will develop an online platform to map the current state of institutional openness and accountability, and highlight areas for improvement for the country’s legislative and executive branches of government. The accessible, user-friendly platform will use visual representations and data analyses to promote accountability through investigative journalism. The project will include research activities, a survey, interactive infographics, and policy events.
