The Challenges of a Transition to Democracy in Libya

On July 27, 2011, the National Endowment for Democracy’s International Forum for Democratic Studies convened a meeting of democracy practitioners and leading experts on democratic transitions, conflict stabilization/transformation, and electoral and constitutional design for the purpose of identifying challenges to and opportunities for reform as Libyans attempt to path a democratic future.

The meeting addressed the political system of Libya, scenarios and challenges for post-conflict stabilization and transformation, and challenges to and options for a democratic transition. The conference report highlights some of the principal insights, dilemmas, conclusions, and options identified in the discussion.
