To enable the economic recovery of Afghan businesses by enhancing the capacity of business chambers to represent Afghan businessmen and women at the national level; to enable local government facilitating recovery of citizen livelihoods impacted by COVID by institutionalizing public-private dialogue on the local level; to strengthen legitimate governance and reduce corruption in government contracting through enhancing elected leaders oversight of public procurement. The Center will provide technical assistance to new chambers, increase sustainability of provincial chamber advocacy, and train parliamentarians.

Afghan Rural Democracy Support Project (ARDSP)

The Institute will work to support linkages between at-risk communities in southern and eastern Afghanistan and provincial/national government institutions and agencies in order to preserve post-2001 democratic progress, including popular participation in the public space; citizen access to public services; and electoral representation. Instability of government institutions will likely increase in the next year as the U.S. withdraws military support and as the Taliban presses for power. In this fluid context, the Institute, in collaboration with its local partners, will work to strengthen the capacity of community organizations to monitor local needs and advocate on their behalf, while providing platforms for sustained government-community dialogue and cooperation at the provincial and national levels.

Strengthening Women’s Access to Justice

To strengthen the rule of law through increasing women’s access to justice and representation in the justice sector. The grantee will train and prepare women university students from law and sharia faculties to investigate and lead legal action for cases of violence against women. A conference will engage legal experts, researchers, academics, and other relevant stakeholders on removing legal barriers to women’s access to justice.

Promotion of Democratic Values among Youth

To promote democratic values and foster civic debates among university students. The organization will train 210 university students in debating skills, critical thinking and essay writing; convene a national essay contest and a debate tournament in seven provinces, lead online debates on topics related to the peace process, good governance, the rule of law, and youth in politics; and create a youth debate association. The grantee will train a cohort of university students to become professional researchers, writers and advocates for the preservation of Afghanistan’s democratic achievements.

Empowering Victims of Human Rights Abuses

To promote and defend women’s rights and gender equality in northern Afghanistan and to advocate for the role of war victims in the country’s peace process. The organization will continue its civic programs to educate women about their legal rights, provide free legal assistance to victims of gender-based violence, and convene public-private assemblies on women’s rights. Additionally, it will advocate for the meaningful participation of war victims’ groups in the peace negotiations.

Enhancing Good Governance in Herat

To enhance accountability, transparency, and responsiveness of local government in western Herat province. The grantee will monitor budget preparation and expenditure processes at the Department of Education and will produce a report on structural and policy reforms to improve the department’s service delivery. It will also campaign against corruption in governmental institutions through street banners, posters, and maintain a phone line for citizens to safely report cases of corruption. The organization will investigate corruption allegations and follow-up with relevant authorities.

The organization will produce and broadcast daily news and civic education programs to promote democratic values. In addition, it will train youth on the basics of citizen journalism and train government employees on public accountability and access to information.

To increase women’s engagement in public policy dialogue and strengthen women’s capacity to research and produce political analysis. The organization will publish its annual public policy journals, train female students and professionals on policy research, and engage researchers and academics to contribute to public policy on democratic governance, security, economic, and social issues. In addition, the grantee will increase the involvement of women in the current peacebuilding and peace negotiation processes.

To strengthen local independent media and promote democratic ideas and civic values. The grantee will produce and broadcast news and civic education programs through its radio station for the citizen of Afghanistan. It will also mentor student interns in radio and digital journalism.

Strengthening Youth Entrepreneurship

To instill in Afghan youth an awareness of the values of entrepreneurship, market economics, and democracy. The grantee will oversee the implementation of its high school entrepreneurship curriculum at 42 high schools in several Afghan provinces. The project will train teachers on the delivery of the course curriculum, organize business proposal-writing competitions, and hold two business start-up courses for students.

Fostering Pluralism and Dialogue

To instill democratic and pluralistic values among youth and strengthen dialogue and cooperation between youth groups, religious leaders and local government. The grantee will work with local madrasas in four provinces to disseminate its civic education curriculum focused on issues of democracy, human rights, Afghanistan’s constitution and laws, and peace and pluralism to counter extremist discourse. It will also develop culturally appropriate messages that it will disseminate through local media and community engagement initiatives.
