Advocating Effective Youth in Local Governance
Association Citizen of Street Morocco
To strengthen a culture of accountability and transparency at the municipal level in Fes. The organization will conduct skill building trainings and provide continued support as youth CSO leaders monitor local spending on youth priorities. It will provide trainings on new media technologies, to assist youth leaders with tools and knowledge to engage in decision-making processes and strengthen their activism capacities. The organization will also consolidate its network of emerging leaders, activists, and members of civil society organizations.
Advocating Freedom of Expression
Forum Marocain des Jeunes Journalistes
To promote freedom of expression and media freedom in Morocco. The organization will lead a capacity-building program for independent journalists; conduct trainings on human rights, the press code, and the legal framework that governs the media landscape in Morocco, and focus groups and initiatives on how to further media freedom and quality journalism; produce recommendations; and solidify a national network of young journalists.
Building Association Capacity to Serve and Represent Moroccan Businesswomen
Center for International Private Enterprise (CIPE)
To strengthen the organizational capacity of Moroccan business associations to serve and represent their female members. The Center will help a women’s business association in the Souss Massa region to enhance member services and overall management and begin building advocacy skills. The Center will also facilitate transversal exchange with other businesswomen’s organizations in the region, as well as with its partners beyond Tunisia.
Civil Society’s Role in Local Governance

To promote participatory governance practices at the local level. The organization will convene study days on public consultations and how local councils applied these mechanisms in local governance; organize roundtables and thematic discussions on municipal budget process and participatory approaches to governance, conduct workshops on transparency mechanisms, and a survey to assess local government’s performance in public service delivery.
Empowering Rural Communities
Akhiam Association for Economic and Social Development
To promote youth participation in public life and empower women to become involved in the political process. The organization will conduct capacity-building workshops for young women leaders of cooperatives and for youth and women leaders on electoral process, convene a study day on women’s political participation, and lead discussions within youth civic clubs on issues related to human rights, citizenship and concepts of democracy.
Engaging Civil Society in Governance
Association Isaaf Jerada Solidarite et Developpement
To advocate good governance practices in Jerrada province. The organization will strengthen its civic network, convene discussions on participatory policy development at the local and regional level, and build the capacity of youth leaders to run for local office in the upcoming local and regional elections.
Enhancing Parliament’s Transparency
Simsim Participation Citoyenne
To enhance Parliament’s transparency and accountability, and citizens’ access to parliamentary information. The organization will engage parliamentarians through thematic online town halls, produce parliamentary podcasts, publish a guide and train journalists on how to cover parliamentary affairs, produce a study on women MPs’ performance, and launch a vote match platform prior to the 2021 legislative elections.
Enhancing Youth Public Engagement
Chababona Development Association
To promote youth public participation in marginalized communities of Midelt. The organization will mobilize, educate, and mentor marginalized youth to facilitate their active participation in Morocco’s social, economic, and political life. Program activities will include capacity-building workshops on leadership skills, and youth political participation. The organization will also lead trainings on civic journalism and organize a public forum bringing together youth activists and elected officials to exchange perspectives on local affairs and governance issues.
Good Governance in Youth-Centered Institutions
Association Jeunes pour Jeunes
To advocate good governance practices in youth-centered public institutions. The project will train youth, directors and administrators of youth centers on governance and processes of accountability; initiate an open public dialogue on the effectiveness of youth centers in serving youth beneficiaries; and lead a strategy that engages parliamentarians, local and regional representatives, and civil society actors to advocate governance reform for youth centers.
Legislative Monitoring Initiative
Prometheus Institute for Democracy and Human Rights
To promote accountability and transparency of Parliament’s legislative work. The organization will conduct workshops on policy evaluation techniques, create a policy monitoring working group, publish a monitoring report on legislative bills related to citizens’ rights and freedoms, organize follow-up consultations with parliamentary committees, and lead efforts to advocate its report recommendations.
Online Campus TV
To expand freedom of expression and encourage youth activism on university campuses. The organization will continue to produce content for its online TV channel in Arabic targeting university students. It will also train young journalists, technical staff, and university students on TV program content production, editorial guidelines, and presentation skills.
Policy Advocacy on Collective Lands
Third Millennium Association for the Development of Civic Action in the Southeast
To promote good governance practices, and advocate for effective regulatory instruments on collective lands. The grantee will organize citizen forums and a national symposium on the laws related to women’s right to land and the impact of laws governing collective lands on governance and local development. It will also convene study days on the new legal developments, conduct workshops on conflict and dispute resolution, produce a study analyzing the legal gaps in the recent laws related to collective lands, and lead an advocacy initiative at the national level.
Prioritizing Youth Leadership in Souss-Massa
International Republican Institute (IRI)
To increase the meaningful participation of youth in the decision-making process, and their engagement with both local government representatives and political parties in the run up to Morocco’s 2021 elections, the Institute proposes Prioritizing Youth Leadership in Souss-Massa. The Institute will increase youth capacity to become future political leaders and improve their visibility in political party and local government decision-making processes by equipping and supporting young party members from Souss-Massa with key skills that will help them engage in all aspects of politics – from political party engagement, to elections, to governing.
Promoting Access to Justice
Forum Anwal for Development and Citizenship
To promote rule of law and defend the right to freedom of assembly and expression. The organization will convene a symposium on legal guarantees protecting freedom of opinion and expression and the right to peaceful assembly. It will also engage legal and human rights experts to monitor relevant court cases. The organization will produce a comprehensive report on its findings and lead advocacy efforts.
Promoting Citizen Participation in Governance
Al-Amal Network for Relief and Sustainable Development of Al-Hoceima
To strengthen youth’s ability and capacity to transition from protest to participatory civic engagement and accountability, and to raise awareness of women’s political rights and empower them to participate in the political process. The organization will conduct training on monitoring public policy, form working groups on access to information and good governance, convene a regional seminar and lead an awareness campaign on effective youth policy. It will organize workshops on political leadership, a study day on women’s political participation, and lead advocacy efforts.
Promoting Civil Society and University Engagement
High Atlas Foundation
To foster greater cooperation among local civil society organizations, and universities and promote community service learning. The organization will collaborate with a university in Fes to establish a legal aid program and engage law students to work with local civil society and community leaders on priority issues. It will also organize a series of monthly workshops on participatory approaches to advocacy and local policy planning and monitoring, provide legal assistance to local associations and marginalized groups, and lead civil society-university initiatives on community priority issues.
Promoting Democratic Values
Center for Humanities Studies and Research
To enhance youth participation in civic life and provide civic actors with an open space for public policy debate. The organization will facilitate seminars and roundtable discussions on engaging youth in civic and policy debates, continue its capacity-building initiative in high schools and universities in Casablanca, organize a regional forum on socio-economic and political reforms in the Maghreb and publish two issues of its magazine, Rihanat.
Promoting Inclusion and Good Governance

To foster citizen inclusion in local governance, raise awareness about governance laws and promote women’s political participation. The grantee will organize regional study days on parity and equity commissions’ role in promoting accountability and transparency and build their capacity on local policy monitoring. The grantee will train women members of the commissions to prepare them to run for office in 2021 elections. It will also conduct post-election trainings for newly elected officials on governance laws and best practices.

To promote public policy research and influence debate on critical issues in Morocco. The organization will conduct trainings on public opinion research, host a conference on public policy, organize a policy research competition, and publish policy papers on issues related individual freedoms and rule of law.
Promoting Public Consultations for Good Governance
Alternative Citizen Movement
To enhance the capacity of civil society in strengthening governance and improving democratic processes. The organization will work with its regional civil society coalition to conduct workshops for elected officials on laws that require citizen input in policy decision-making processes, trainings on monitoring government expenditures, and convene regional forums and campaigns to promote and advocate for public consultations in governance and policy processes. The grantee will also host a strategic planning meeting for civil society organizations to create a strategy supporting democratic reform.
Promoting Public Policy Research

To promote accountability of public institutions based on evidence-based public policy research. The organization will continue producing its Trust in Public Institutions Index, lead research to measure trust in public health and education institutions, produce analysis and publish its report, and convene a conference on its research findings and recommendations.
Promoting Transparent Governance Practices
Observatoire Pour la Protection de l’Environnement et des Monuments Historiques de Tanger (OPEMH)
To enhance the capacity of local civil society to advocate good governance and accountability of government policies related to waste management and environmental pollution. The organization will conduct a diagnostic study on waste pollution and the impact on citizens and the environment, advocate the study recommendations, and lead awareness and advocacy campaigns to pressure municipal actors and public authorities to expedite the establishment of a regulated waste management center.
Promoting Women’s Leadership
Federation des Ligues des Droits des Femmes
To promote women’s participation in decision-making and support women political leaders. The organization will conduct workshops for a group of elected officials and representatives of women’s organizations on preparing consultative opinions on priority issues, gender inclusion in public policy, gender-responsive budgeting and rights-based advocacy. It will also lead trainings preparing policy-monitoring reports and convene roundtables on women’s political leadership and promoting women’s political participation during the upcoming 2021 local and regional elections.
Public Dialogue on Security Sector
Moroccan Center for Democracy and Security
To promote dialogue on security sector reform and public oversight of policing practices. The project will include a forum on government approach to security practices, roundtables on the importance of parliamentary oversight of the security sector and the National Action Plan for Democracy and Human Rights, thematic workshops, a study on Sahel security implications in the region and beyond. The organization will also conduct workshops on security policies at the regional level, produce an annual security sector monitoring report, and enhance its website dedicated to security-related topics.
Strengthening Civil Society’s Engagement in Open Government Reform
National Democratic Institute for International Affairs (NDI)
To foster inclusive and informed civil society engagement in promoting open and accountable governance in Morocco, the Institute will identify and train a group of diverse civil society organizations (CSOs) to form a network to engage with decision makers on open government reform and subsequently become active members of the CSO Forum that Morocco has committed to establishing as part of the Open Government Partnership (OGP).
Strengthening Public Institutions
The Nordic Center for Conflict Tranformation
To strengthen the role of the national mediation institution responsible for addressing citizen grievances with public institutions and promote citizens’ rights. The organization will build the capacity of the national mediation staff, organize roundtable discussions with the parliament on developing collaborative partnerships, and with the media to promote the mediator’s role in protecting citizens’ rights. It will also lead activities to promote cooperation between civil society and the mediation institution to address tensions between citizens and public administration at the national and regional level.
