Samuel Barnett

Policy Advisor, U.S. Department of the Treasury

Samuel Barnett is a Policy Advisor in the U.S. Treasury Department’s Office of Terrorist Financing and Financial Crimes. He leads policy development and coordination for Treasury’s efforts to counter illicit finance and national security threats, including through the use of Treasury’s anti-money laundering, countering the financing of terrorism, and sanctions authorities. In this role, he advances Treasury’s domestic regulatory efforts as well as its international and multilateral work, with a focus on combatting corruption, human rights abuse, and related challenges. Previously, he was acting Chief of Staff, research analyst, and speechwriter to Ambassador Bill Burns at the Carnegie Endowment for International Peace, and supported Ambassador Burns’ Senate confirmation process to become Director of the Central Intelligence Agency. While at Carnegie, Samuel was also the James C. Gaither Junior Fellow for U.S. Foreign Policy & Diplomacy. He holds degrees from Cornell University and Johns Hopkins University’s School of Advanced International Studies.
